Dear Owners, This Department has received and investigated a complaint regarding the
I iandicap Parking and lack of an Accessible Route froin the parking area to an entrance. A site
visit was conducted on.Tuesday and the visit confirmedthat the Handicap Spaces are non-
compliant and there is not an Accessible route to the entrance.
The building was constructed around 1985. The.Handicap Code in Massachussetts at that time
was the 1982 version of 521 C.M.R. Reviewing the 1982 regulations con.finned the violations.

As previously requested, this letter shall serve to update you as to the latest developments
regarding the balcony restoration project at the above-named property.
At the February 25th Board Meeting, the Trustees voted unanimously to select the"Base Bid" of
the specifications that the engineering firm had suggested and that I had provided to you
previously. The"Base Bid" is the most comprehensive and will address all of the concerns that
the residents and the engineers had.
The contractor selected for this project is Diversified Contracting and the price is going to be
approximately $95,000.00. The work is expected to begin within the month, weather permitting.
The contractor will be obtaining any required permits. The engineering firm,Noblin and
Associates, will be overseeing the project.

Enclosed please find the engineering report for the above-referenced property that we spoke
about last week. As you will note, this report was compiled by Noblin& Associates, L.C. of
Portsmouth, New Hampshire in May of this year.
Please note in particular, the portion on page 4 that I have highlighted and that pertains to the
general conditions of the balconies being "in generally sound condition."
As I mentioned to you, the same firm ofNoblin& Associates, L.C. was also hired to compile the
formal bid specifications for this project and they are in the process of being sent out to at least
four well-known contractors. Depending on a number of factors, time and weather being 2
primary concerns, we are not sure of the time frame for this project at this time. However, please
feel free to contact me in the future if you should have any other questions or concerns. In the
meantime, rest assured that the Board of Trustees is aware that there is some work to be done
and is proceeding as quickly as they can on this project.

Dear Ms. Anthony:
In March of 1997, Noblin & Associates, L.C. inspected the exterior balconies on 50 Freedom Hollow
■ at the Village at Vinnin Square II in Salem, Massachusetts.
The purpose of this inspection was to assess the condition of the existing balcony surfaces and
■ structures. Our inspections included the exterior balconies on all Units where access was available
1 during the two days we were on site. A total of forty-two balconies were inspected. Our findings and
recommendations for addressing any deficiencies in the existing balcony structures have been included
1 in this report.
GENERAL
' 50 Freedom Hollow at the Village at Vinnin Square II consists of a four story, garden style
housing development. The building consists of steel framed construction with poured concrete
floor slabs. Exterior walls consist of single wythe brick masonry or an Exterior Insulation Finish
System (EIFS). The construction would be classified as Residential Group R-2 (multiple family).
EXTERIOR BALCONIES
i Most Units in the building are provided with exterior balconies accessed through three foot swing
doors off the living rooms. Most balconies consist of structural steel frames cantilevered off the
main building structure (see Photograph#4). The actual balcony surfaces consist of poured
j concrete slabs approximately three inches in thickness over galvanized steel pans. All balconies are
provided with iron railings on their perimeter edges. Balconies above the ground floor level are
provided with perforated vinyl panel ceilings on the underside of the balcony frames.
1 There are three basic designs of steel framed balconies on the building. The first steel framed
balcony design is approximately six feet by twelve feet in size, with exterior walls enclosing the
back, one end and one partial end of the balcony. The second steel framed balcony design is
' similar to the first, with an additional jog around the partial enclosing wall.

The third steel framed balcony design is approximately eight feet by ten feet in size,with exterior
walls enclosing two sides of the balcony. These balconies are provided with an additional three inch
steel column welded to the outside corner of the balcony frame. These include Units in the 01 and
18 stacks.
Several first floor Units have exterior balconies which consist of poured concrete slabs on grade.
These include Units 206 and 212.
The structural steel balcony frames are formed with eight inch channels cantilevered off the main
structural frames of the buildings and bolted with three quarter inch bolts on the exterior
corners. Steel plates between three and six inches in width have been added to the tops of the
frame channels along the interior sides of the balconies. Additional support for the balcony
slabs and steel pans is provided with a 4" steel channel in the center of the frame and 2 x 4
wood joists, set at twenty four inches on center, spanning the width of the frames (see
Photograph#10). Exterior steel frame members have a painted finish.
Steel Framing
Inspection of the exposed steel frame surfaces and a sampling of the steel frames above the
vinyl panel ceilings showed significant cracking and peeling of the paint finish in all areas.
Minor to moderate surface corrosion was noted on virtually all steel balcony members,
including a sampling of the areas above the vinyl panel ceilings. The most significant corrosion
was noted on the steel members on the exterior sides of the balconies (see Photograph#3).
This corrosion does not appear to have significantly affected the structural integrity of the frame
1 members.
B alc ony/W all Intersection
t The balcony perimeters consist of a gap between the steel frame and the vertical walls of between
one and three quarter inches in width (see Photograph#5). On some balconies, these gaps have
been sealed with what appears to be urethane sealant (see Photograph#6). These sealant materials
are in poor condition in most areas, with cracking and crazing of the sealant materials and bond
failure between the sealant and underlying substrates.
' Balcony Surface
The balconies were originally covered with exterior carpeting adhered to the concrete surfaces.
These carpets have been removed to allow inspection of the concrete and steel frame surfaces. The
existing concrete surfaces appear to be in good condition on most Units. Minor deterioration of the
concrete was noted on several individual Units. These included Units 214 and 305, where areas of
less than one square foot have spalled to a depth of approximately a half inch. More significant
deterioration was noted on the two balconies on grade, where several areas of approximately one
square foot have spalled to a depth of a half inch or more (see Photographs#1 ).
Balcony Railings
All balconies have painted iron railings on the exterior edges. Railings are thirty-eight inches in
height with one inch tubular posts at forty-five inches on center and half inch balusters at centers of
six inches or less. Railings are welded to the steel balcony frames or set in grout on the concrete
slabs on grade. Minor cracking of the grout around the posts on Unit 206 was also noted. Rail
ends are bolted into the masonry walls on most Units. The railing ends on Units 414 and 415 have
been fastened into the wood trim on the mansard roof rakes adjacent to the balconies (see
Photograph#8). The rail on Unit 414 was loose at the time of our inspections.

Balcony Ceilings
The vinyl panel ceilings on the undersides of the balcony frames are secured with mechanical
fasteners in the 2 x 4 wood joists set approximately six inches in from the exterior face of the
balcony. The perimeters of the vinyl panels have been finished with vinyl "T' beads adhered to the
undersides of the steel balcony frames. The adhesive on the "J"' beads has failed in virtually all
areas due to inadequate adhesion to the corroded metal surface. In several areas, the ceiling panels
are loose around the balcony perimeters (see Photographs#9).
EXTERIOR WALLS
Masonry
Minor cracking of the bricks and mortar joints was noted in the exterior masonry around the
cantilevered balcony members in many areas. Corrosion of the steel balcony members will cause
significant expansion of the steel and create stresses sufficient to crack surrounding masonry and
mortar materials.
EIFS
Portions of the exterior walls around the balconies are covered with an Exterior Insulation Finish
System (EIFS). This system consists of an exterior base coat of cementitious stucco applied over
rigid insulation, typically expanded polystyrene. The cementitious base coat is finished with a
waterproofing coat and reinforced with fiberglass mesh. The various system components,
including the finish coat, base coat and rigid insulation, are adhered over the structural back-up
wall system. EIFS walls are considered "barrier" wall systems. This type of construction is
intended to form a complete waterproof skin to prevent water infiltration beyond the exterior
surface of the wall.
The following deficiencies were noted in the EIFS materials around the balconies:
- Significant cracks were noted in the EIFS materials on Units 406,412 and 416. These
appear to be a source of moisture infiltration into the wall systems.
- Exterior electrical outlets have been installed in the EIFS materials without a proper seal
around the openings (see Photograph#7). These appear to be a source of moisture
infiltration into the wall systems.
- In several areas, the finish and base coat materials have been worn down to the fiberglass
mesh.
Windows
Each balcony includes a double hung window set in the EIFS wall area. These windows are set
back with reveals in the EIFS of between an eighth inch and one inch. The perimeters of the
windows are sealed with what appears to be a urethane sealant. These sealant materials are in poor
condition in most areas, with cracking and crazing of the sealant materials and bond failure
between the sealant and underlying substrates.

CONCLUSIONS AND RECOMMENDATIONS
At the present time,the existing balconies on this building appear to be in generally sound
condition. Conditions of the balconies do not vary significantly from balcony to balcony (see
Appendix A- Inspection Summary). However,some water infiltration is occurring into and
around the balcony structures, which could eventually lead to more significant deterioration of the
structures.
To address the existing conditions and deficiencies noted on the existing exterior balconies, we
would recommend the following scopes of work. It should be noted that, the estimated costs
included with these recommendations are based on individual scopes of work. Some of these
items may be combined under single contracts, thereby reducing the overall costs.
Balcony Surfaces '
- To prevent additional deterioration to the concrete balcony slabs, metal pans and concealed
steel framing, the balcony surfaces should be properly prepared and coated with a high
quality deck coating system. Preparation of the balcony surfaces should include removal of
all dirt, debris and other contamination, including the adhesives from the carpets. All
unsound concrete materials should be removed and replaced with a high quality concrete
repair system.
The new deck coating system should include proper details at the concrete/steel frame
joints, railing connections and a sealant joint between the balconies and exterior walls.
This work should be considered a Number One (#1) priority. The estimated cost of this
work would be between Forty and Fifty Thousand dollars ($40,000.00 - $50,000.00).
Balcony Frames
- To minimize deterioration of the balcony structures, the metal frames and railings should be
wirebrushed, primed and painted as part of the regular maintenance program for the
building. This work should be considered a Number Two (#2) priority. The estimated
cost of this work would be between Fifteen and Twenty Thousand dollars ($15,000.00 -
$20,000.00).
Exterior Walls
- At the time the balcony frames are painted, all cracked or otherwise damaged masonry
around the cantilevered beams should be sealed with a high quality sealant. This work
should be considered a Number Two (#2) priority. The estimated cost of this work would
be between Five and Seven Thousand dollars ($5,000.00 - $7,000.00).
- To minimize deterioration of the EIFS wall systems, all cracked or otherwise damaged
EIFS wall surfaces should be repaired in accordance with the manufacturer's
recommendations. All joints around windows, electrical outlets and other penetrations
should be prepared and sealed with a high quality sealant. This work should be included as
part of the regular maintenance program for the building. This work should be considered
a Number Two (#2) priority. The estimated cost of this work would be between Six and

r - The railing ends presently fastened into wood trim should be resecured to provide a
structurally sound support for the railings. This work should be considered a Number One
(#1) priority. The estimated cost of this work would be Five Hundred dollars ($500.00).
- The existing vinyl ceiling panels should be resecured with a proper fastening detail around
the perimeter of the balconies. The most practical method of securing the ceilings would be
to secure wood blocking to the underside of the steel frames to provide adequate fastening
for the '7 bead. This wood blocking should be wrapped with a vinyl cover to minimize
maintenance to the exposed wood. This work should be considered a Number Three (#3)
priority. The estimated cost of this work would be between Nine and Twelve Thousand
dollars ($9,000.00 - $12,000.00).

Please be advised that the Preston House mid-rise building
located on Freedom Hollow at the Village at Vinnin Square
condominium project has had its legal address modified.
Originally, the units contained in this building were assigned
1122 through 1177 Freedom Hollow. Subsequent to the assignment
of these numbers, two additional units were approved for this
building. However, additional sequential numbers were not
available to be assigned. In addition, public safety became
a concern, since there was no differentiation between town
house and mid-rise addresses. .
Therefore, the Preston House has been assigned the street
address of 1150'Freedom Hollow; with each unit to be designated
by its unit number, i.e.
