The complaints are about the large piles of dirt you have stored in the driveway and the operation of excavating equipment after 5:00 p.m. City of Salem Noise Ordinance 22-2 (5) prohibits construction before 8:00 a.m. or after 5:00 p.m. Monday thru Saturday with no construction on Sundays. Furthermore, the piles of dirt create an unsightly condition; per Salem Ordinance 12-56. This Department has no record of any permits for a pool or other structure. Therefore, you are directed to contact this office within 10 days upon receipt of this letter to discuss this matter. Thank you for your anticipated cooperation in this matter. The owner of this home is converting his basement into additional bedrooms to rent out for income. In addition to construction inside the home, from July 4th through Sunday night July 14, he was running heavy equipment in his side and back yards until after 9:30 p.m., digging up the entire yard, and moving stone and dirt that was dumped there by al6-wheel truck from the Big Dig where he works. I am writing you to ask that you do a drive by to check this project, since no building permit appears on the property, and I am positive one has not been pulled. Being a homeowner and Salem resident, l am aware that a permit is necessary for even the smallest project. The work being done at this address until late at night has been a tremendous upset to the neighborhood that is comprised of many elderly people. This homeowner needs to be reminded of the restrictions for running heavy equipment late at night, and the need for a building permit when changes are being made to a home, especially when it is to add additional rooms to a small ranch with the intention of renting. At this time, the equipment (also from the Big Dig) has been removed,but will return soon to move the large amount of stone and dirt that is still in the driveway.
