RE: 22 Fowler Street
Dear Magistrate:
Our department conducted an inspection at 22 Fowler Street on April 28, 2000. We
found the house in total disarray. There were wires not connected hanging in wall, new
outlets in kitchen around sink were not ground fault. Bore a hole in chimney flu that's
being used for a gas furnace for the vent being used for the fan above the stove. Plumbing
started upstairs not up to code. The work was poor at our best estimation. There was no
building permits pulled, no electrical permit and no plumbing permits. The contractor
was not licensed and I guarantee the electrician and plumber were not licensed by the
quality of work and code violations.
Some of the State and City Codes which were violated are: 780 CMR—108.3.5 Licensing
of Construction Supervisors $300.00 fine.
CMR — 248— Section 204—No plumbing permits $200.00 fine.
Salem Zoning, building, plumbing, electrical violations 12-21-1, 12-21-7, 12-232.
The Salem Zoning violations are as follows;
l't offence - $50.00
2°d offence - $100.00
3`d offence - $300.00 each day constitutes a different offence.
MGL—Chapter 141-1A—Working without electrical license constitutes a fine anywhere
from$500.00 to $2,500.00
There are many more violations in the particular property in question. This contractor is
totally responsible for making a mess and almost condemnable situation for this family.
