16, 18, 20R FRANKLIN STREET - REPORT OF REMOVAL OF UNDERGROUND STORAGE TANKS
Verdantas.com 30 Shrewsbury Street Holden, MA 01520 October 1, 2025 Marc Tranos Juniper Point Investment Company, LLC 886 Hale Street Beverly, MA 01915 Re: Removal of Previously Unknown Underground Storage Tanks 16, 18, 20R Franklin Street Salem, Massachusetts Dear Mr. Tranos, Verdantas LLC (Verdantas) prepared this letter at the request of Bay View Station, LLC (Bay View Station; formerly 18 Franklin St LLC) to summarize field activities associated with the removal of two previously-unknown underground storage tanks (USTs) from 16, 18, and 20R Franklin Street in Salem, Massachusetts (the Site). The previous use of the USTs is unknown. These vessels were discovered during ongoing Site redevelopment. It is possible that the USTs were associated with a former gas station that used to be present at the west side of the Site. Refer to Figure 1 for the location of the Site and Figure 2 for Site features. Background The Site is in a mixed-use area at the intersection of Franklin Street and Franklin Court in Salem, Massachusetts. The Site consists of four parcels of land: 16 Franklin Street, 18 Franklin Street, 20R Franklin Street, and Parcel B of 20 Franklin Street. Together, the four parcels total 2.238 acres of land. A 1,028-square-foot, single-story building constructed of masonry with a poured concrete floor was formerly located on the western side of the Site. The building was constructed in 1952 and razed in 2023. The Site is relatively level and the local topography slopes downward to the east toward the North River, a tidal estuary connected to the Danvers River and Beverly Harbor. The 16, 18, and 20R Franklin Street parcels are shown as a single parcel on Figure 2. Parcel B of 20 Franklin Street is shown as a separate parcel on Figure 2. Figure 2 also shows Parcel A of 20 Franklin Street, which is owned by the city of Salem and is not part of the Site. The Site, along with Parcel A, is enclosed on three sides with fencing but open on the east side to the North River. Historically, the southern portion of the Site contained a building in the late 1800s associated with a large tannery complex to the south and southwest. The central and northern portions of the Site at that time were part of an embayment of the North River. Between the late 1800s until the early 1950s, municipal waste was reportedly burned at the Site and the ash was used to fill the central and northern portions of the Site. Demolition debris and incinerator ash from the burning of municipal waste were reportedly also used as fill at the Site. A gas station occupied the western portion of the Site in the 1950s. An automobile salvage and 2 Verdantas.com repair business operated at the Site from the early 1950s until 2020. Vehicles associated with the former automobile salvage operations were removed in 2020. The Site is currently being redeveloped. The Site is not located within a Potentially Productive Aquifer, a United States Environmental Protection Agency (USEPA)-Designated Sole Source Aquifer, a MassDEP Approved Zone II of a public water supply, or an Interim Wellhead Protection Area. The Site and surrounding properties are supplied with municipal water. Private water supply wells are not known to be located within 500 feet of the Site. A medium yield Non-Potential Drinking Water Source Area is located within 500 feet of the Site to the southwest. Release and Regulatory History Assessment activities at the Site were conducted by SP Engineering in 2004, 2013, and 2020, and by GeoInsight, Inc. (GeoInsight) in 2020 and 2021. Assessment activities included excavation of test pits, advancement of soil borings, installation of monitoring wells, and the analysis of soil and groundwater samples. On July 8, 2020, 18 Franklin Street, LLC submitted a Release Notification Form to MassDEP. The Release Notification Form (RNF) notified MassDEP that the following compounds were detected in soil samples collected from the Site at concentrations that exceeded the Massachusetts Contingency Plan (MCP; 310 CMR 40.0000) Reportable Concentrations for soil category RCS-1: • C9-C10 aliphatic hydrocarbons (note: incorrect compound listed, should have been identified as C9-C18 aliphatic hydrocarbons); • C19-C36 aliphatic hydrocarbons; • C11-C22 aromatic hydrocarbons; • benzo(a)fluoranthene; • benzo(a)pyrene; • dibenzo(a,h)anthracene; • lead; and • trivalent chromium (note: chromium was not speciated in the laboratory analysis, should have been identified as total chromium). MassDEP assigned RTN 3-36220 to the release condition. On May 11, 2021, Bay View Station submitted a revised RNF to MassDEP for RTN 3-36220. The revised RNF notified the MassDEP that the following compounds, in addition to those described above, were detected in soil samples collected from the Site at concentrations that exceeded the Reportable Concentrations for soil category RCS-1: • C9-C18 aliphatic hydrocarbons (to replace the incorrect listing in the original RNF); • benzo(a)anthracene; • indeno(1,2,3-cd)pyrene; • 2-methylnaphthalene; • naphthalene; • arsenic; 3 Verdantas.com • chromium, total (to replace the incorrect listing in the original RNF); • mercury; • zinc; and • dioxin (toxic equivalency). In addition, the May 11, 2021, revised RNF notified MassDEP that cadmium and lead were detected in groundwater samples collected from the Site at concentrations that exceeded the Reportable Concentrations for groundwater category RCGW-2. In March 2021, Bay View Station submitted a Phase I Initial Site Investigation Report, Tier Classification Submittal, and Phase II Comprehensive Site Assessment Report (Phase I/II Report), prepared by GeoInsight, to MassDEP. Findings of the report included the following: • Shallow soil at the Site consists of fill material, which is composed of fine to medium sand with varying amounts of silt, gravel, ash, glass, brick, wood, asphalt, and leather pieces. The fill material extends from grade to a depth of six feet below ground surface (bgs) in the southwestern portion of the Site up to a depth of 11 feet to 12 feet bgs in the central and northern portions of the Site. The fill is underlain by native soils, generally consisting of fine sand and silt with lesser amounts of medium sand and clay. The native soils are interpreted to be tidal flat deposits associated with the North River. • Analytical data indicates the primary constituents of concern (COCs) at the Site are polynuclear aromatic hydrocarbons (PAHs), arsenic, lead, chromium, and zinc. Secondary COCs are mercury and dioxin. COCs are predominantly located within the fill material at the Site. Concentrations of PAHs and lead above applicable MCP Method 1 risk characterization standards are widespread across the Site in the fill material. Concentrations of COCs in the underlying native soil are below Method 1 standards. • Potential sources of oil and hazardous materials (OHM) at the Site include the following former uses and activities: the tannery on the southern portion of the Site, former gasoline underground storage tanks associated with the gas station on the western portion of the Site, storage and disassembly of automobiles across the Site, storage of used motor oil and other petroleum products along the southern Site boundary, burning of municipal waste, and placement of incinerator ash and demolition debris as fill material across the Site. • Groundwater is generally located at depths between three feet and five feet bgs. Groundwater gauging data collected on January 5, 2021, indicate that, on this date, the groundwater table was relatively flat, with slightly higher elevations in the central and southern portions of the Site. Given the proximity of the Site to the North River, the direction of groundwater flow is anticipated to be tidally influenced and is expected to ultimately flow eastward toward the North River. Detected concentrations of metals and volatile organic compounds (VOCs) in the January 2021 groundwater samples were below applicable Method 1 standards. 4 Verdantas.com • A Method 3 Risk Characterization included in the Phase I/II report concluded that a condition of No Significant Risk (NSR) is present under current and reasonably foreseeable Site uses for employees, construction workers, and trespassers. A condition of NSR could not be concluded at that time for residential use. The risk to future residents could be mitigated by the placement of a cap to restrict potential exposure to the underlying impacted soil and the implementation of an Activity and Use Limitation (AUL) to ensure the maintenance of the cap. The risk characterization concluded that a condition of NSR exists with respect to public welfare, safety, and the environment. In September 2021, GeoInsight submitted a Release Abatement Measure (RAM) Plan to MassDEP for the management of impacted fill to be excavated, relocated, and capped during redevelopment of the Site. Redevelopment activities were designed to maximize the reuse of existing soil at the Site and minimize the generation of excess soil that will require off-Site disposal and/or re-use. At the completion of redevelopment activities at the Site, impacted fill material in the central and western portions of the Site will be covered by a demarcation material, an orange warning barrier (Mirafi 180N or equivalent), which, in turn, will be covered by more than three feet of structural fill, loam, asphalt, and/or concrete. Impacted fill material in the eastern portion will be covered by a barrier layer which, in turn, will be covered with a minimum of 1.5 feet of structural fill and loam. Underground Storage Tank Removal Activities On April 30, 2025, a 1,500-gallon suspected gasoline UST was discovered during an excavation associated with ongoing redevelopment activities at the Site. Verdantas observed the removal of the gasoline UST from the Site on May 12, 2025. During UST removal activities conducted by Brighter Horizons Environmental Inc. (Brighter Horizons) of Ayer, Massachusetts on May 12, 2025, an 1,800-gallon suspected diesel UST was discovered in the eastern portion of the gasoline UST excavation. On July 18, 2025, Verdantas observed the removal of the 1,800-gallon diesel UST. Verdantas was present during the UST removal events to evaluate for potential releases pursuant to the MCP, 310 CMR 40.0000. Photographs of the UST removal activities are included in Attachment A. Prior to removal, each UST was uncovered, drained, and rinsed. Residual liquids and rinsate were pumped via a vacuum truck. Both USTs were single-walled steel construction and, upon removal from the excavations for off-site disposal, were observed to have holes. However, the holes were largely coincident with scratches attributed to the excavator bucket and may have been caused by the removal activities. The soil adjacent to the 1,500-gallon gasoline UST was primarily medium to coarse sand and gravel with trace debris. The soil adjacent to the 1,800-gallon diesel UST was primarily fine to medium sand with little gravel and trace debris and silt. The depths of the excavations extended to approximately 8-9 feet bgs. Groundwater was observed in the excavations at a depth of approximately 4-5 feet bgs. 5 Verdantas.com Visual and/or olfactory evidence of petroleum impacts from the 1,500-gallon gasoline UST removed on May 12, 2025 (e.g., soil staining, odors, non-aqueous phase liquid [NAPL]) was not observed in soils or groundwater during removal, except for a temporary, light sheen observed on the groundwater in the excavation. Visual and/or olfactory evidence of petroleum impacts from the 1,800-gallon diesel UST removed on July 18, 2025 was not observed in soils or groundwater during removal, except for petroleum odors noted in the UST excavation at depths below 5 feet bgs. Soil Screening and Sampling On May 12, 2025 and July 18, 2025, Verdantas collected soil samples from the UST excavation areas for field screening of the presence of VOCs using an Ion Science Tiger photoionization detector (PID) equipped with a 10.6 electron volt (eV) lamp. The PID was calibrated to benzene using a 100 parts per million (ppm) isobutylene gas standard. A total of 45 soil samples were collected for field screening during the UST excavations. Most of the PID measurements were less than 1 part per million by volume (ppmv), and the highest PID measurement was 13.4 ppmv in a soil sample collected underneath the 1,800-gallon UST removed on July 18, 2025. PID screening measurements are summarized in Table 1 and soil sample locations are illustrated on Figure 2. A total of five grab soil samples were collected from the bottom and sidewalls of the May 12, 2025, excavation after the removal of the 1,500-gallon gasoline UST. The samples were submitted for laboratory analysis for volatile petroleum hydrocarbons (VPH) fractions and target analytes by MassDEP Methods. Laboratory samples were submitted to Pace Analytical Laboratory (Pace) of Westborough, Massachusetts. VPH fractions and target analytes were not detected in the soil samples collected on May 12, 2025, at concentrations above laboratory reporting limits. A total of five grab soil samples were collected from the bottom and sidewalls of the July 18, 2025, excavation after the removal of the 1,800-gallon diesel UST. The samples were submitted for laboratory analysis of VPH fractions and target analytes and extractable petroleum hydrocarbons (EPH) fractions and target diesel analytes by MassDEP Methods. Laboratory samples were submitted to Pace. VPH fractions and target analytes and EPH fractions and target analytes were detected in the soil samples collected on July 18, 2025 at concentrations above laboratory reporting limits. The detected concentrations of VPH fractions and targets and EPH fractions and targets detected in the soil samples collected were below applicable MCP Method 1 standards and consistent with petroleum constituents previously detected at the Site. The analytical results were therefore deemed to not represent a new release condition. Laboratory analytical results are summarized in Table 2 and copies of the analytical reports are included in Attachment B. Summary On May 12, 2025 a 1,500-gallon UST was removed from the Site. During removal activities, a 1,800-gallon UST was discovered and was subsequently removed from the Site on July 18, 2025. 6 Verdantas.com Visual or olfactory evidence of petroleum impacts was not encountered during UST removal activities with the exception of a temporary sheen observed on the groundwater in the May 12, 2025, excavation and petroleum odors observed in the July 18, 2025, UST excavation at depths below 5 feet bgs. PID measurements collected from the UST excavations ranged from less than 1 ppmv up to 13.4 ppmv. Ten soil samples were collected from the sidewalls and bottom of the UST excavations and analyzed for VPH fractions and target analytes. Soil samples from the July 18, 2025 excavation were also analyzed for EPH fractions and target diesel analytes. VPH fractions and target analytes collected from the May 12, 2025 excavation were not detected above laboratory reporting limits. VPH fractions and target analytes and EPH fractions and target analytes were detected in soil samples collected on July 18, 2025 at concentrations above laboratory reporting limits. Concentrations of VPH fractions and targets and EPH fractions and targets detected in the soil samples collected from the July 18, 2025, excavation were below applicable MCP Method 1 standards. The detected petroleum constituents in the UST excavation are consistent with existing conditions at the Site. Soil in the former UST areas, including the excavated soil, will be capped in accordance with the September 2021 RAM plan. Serial_No:05292514:11 Page 3 of 30 FRANKLIN ST, SALEM MA 18542 Project Name: Project Number: Lab Number: Report Date: L2529717 05/29/25 Case Narrative The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report. Results contained within this report relate only to the samples submitted under this Pace Lab Number and meet NELAP requirements for all NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter (i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively. When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications. Soil/sediments and solids are reported on a dry weight basis unless otherwise noted. Tissues are reported "as received" or on a wet weight basis, unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report. HOLD POLICY - For samples submitted on hold, Pace's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed.
