Enclosed is a copy of a letter I have sent to Mr. Beattie, Public Relations' representative for New England Power. The letter strongly recommends that the company fill in the old B&M trench which runs along Webb Street through to the North River, and has been signed by all the property owners whose homes abut the trench. We are aware that the periodic work New England Power has done in removing debris and overgrowth from the trench these past three years has come about from your efforts in.the Board of Health, and we want you to know that we appreciate your aid. We do feel, though, that filling in the trench will provide the only permanent solution to the problem, and we hope that you agree. Your support of this project would be greatly appreciated. Although we appreciate the attention New England Power has been giving to periodically cleaning out the trench of garbage which has been consistently and illegally thrown into the trench, and of pruning overgrown brush in the trench, we feel that the company's efforts and expenses could be put to better use by eliminating the problem: fill in the trench and plant grass and trees in the area instead. For many years now, the railroad tracks which used to run through the trench have been taken up, eliminating the need for the trench. Instead, the area has become a breeding ground for rats+and other vermin, and has created a health hazard to the population immediately surrounding the area. In addition, the area closest to the deepest portions of the trench poses a danger to both pedestrians and motorists, due to inadequate fencing. Moreover, heavy vehicles constantly and illegally pass across the small bridge which spans the trench on Bridge Street, causing vibrations which disturb foundations and walls of the buildings which immediately surround the bridge. Over the years, many property owners have independently contacted New England Power to complain of the problems the trench was causing. Many have also com- plained to Board of Health officials independently.on the same matter. Neither action has brought satisfactory results. This is why we are appealing to you now in a group, for the trench is a problem which affects many residents, not just a few. Everyone wishes to improve his property and exist in safe surroundings. This fact has been dramatically shown in the extensive renovations to properties on Bridge Street and on the streets which surround it. It is our collective wish that New England Power feels the same way as a property owner and a respon- sive member of the community. Only New England Power can do something to restore the beauty and eliminate health and safety hazards which the trench has created for such a long time. Blenkhorn, C.H.O., health Agent on December -3, 1984 of your vending machine located at the New England Power Company, 24 Fort Avenue, Salem, Mass. At time of inspection, Mr. Hawthorne accompanied Mr. Blenkhorn and the following observations were noted: 1. Vending machines had build up of grime and soil. 2. There was no sanitizing solution on site to facilitate cleaning of machines. 3. There was no License from the Mass. Dept. Public health Div. of Food and Drugs on site or on the machines for the operator. 4. Food sandwich item (2) wrapped in clear wrap and hand written were words turkey breast, no label, with open date, ingredients, name and place of business of manufacturer, packer or distributor or net quantity of contents. Note: Mr. Hawthorne removed these (2) items from the machines and said food items are sold only from the vending, machines. NOTE: Mr. Blenkhorn told Mr. Hawthorne he would conduct a re -inspection in one week on December 11, 1984. Mr. Hawthorne said he had a license from Mass. Dept. Public Health and would have this license on site at time of reinspection. If at this time the owner or operator of these machines is not the holder of a valid Mass. On December 3, 1984, an on-site inspection was held at Salem Harbor Station, 24 Fort Avenue, Salem Ma, })y Health Agent Robert E. Blenkhorn in regard to complaints against Robert Hawthorne. The following complaints have been resolved: (1) Mr. Hawthorne applied for a new vending machine license subsequent to the date of expiration. (2) New shelving was purchased and installed on the vending machines to replace the old shelves which had a build up of grime and soil. (3) Sanitizing solution is on site to clean the machines. (4) There will be no sandwiches sold in Mr. Hawthorn's machines, or by other meens, unless purchased from a reputable licensed vendor. Mr. Hawthorne will not prepair any food or transport sandwiches until his truck is properly enuipt. I would like to thank you and Mr. Blenkhorn for your immediate resnonse to this matter and the professionalism shown to us by both of your departments.
