To whom it may concern; This letter is to further explain the required repairs to the fireplace and chimney units at the Pickman Park Condos. At the time of the fire at 5C Fillmore Road, the following two (2) choices were given to the unit owners at this development. Replacement/Repair of any and all failed components of the fireplace/chimney system. Remove the entire system and close any penetrations to walls, ceilings, and the exterior building envelope. With all work to be done by licensed and insured contractors, properly permitted, and then inspected. By way of background information, it is important to note that there were three different manufactured systems installed during this project. Of the three original manufacturers, only Preway went out of business, and therefore no replacement or repair parts are available. The other company was absorbed by Lennox (who was in this case the third manufacturer) and therefore, repair/replacement parts are readily available. As a result, for those that elected to repair, the work was accomplished from outside the unit at the rain collar. All of these issues stem back to the original installation of these systems by the Builder. An improperly sized rain collar was installed, which was not of sufficient size to accommodate both the flue pipe and the fresh air scupper. The field repair at that time was to allow only the flue pipe to exit through the collar, and to peen over the fresh air scupper, thereby terminating it below the rain collar and denying the proper air flow through the scupper which eventually caused said fire. On the systems that have available repair parts, the replacement of the upper chimney system and rain collar was all that was required. In the case of this address that was the proper repair for this CITY OF SALEM ► ! Even in the units that had a Preway system the only reason for an entire replacement was the lack of repair parts. A private inspection team was hired by the Condo Association to determine which units were affected by this ruling. To my knowledge, there was not a single report of a fireplace unit that had problems, all of the issues were in the flue piping. Eng 4 advanced a line to 3rd floor of "C" unit, Both companies found fire in walls that housed the metal flue pips foz fire places. Ladder 1 i z4i.aed aerial to roof, opened area around chimney to vent cockloft area. 1 3/4" line brought to root to extinguish fire in this area. Lines were operated in both the C 6 D units on all '3 floors. Partitions ware opened on all floors to eh.ek for fire extension. Hebert was notified via the nextel telephone system a fire ,it 5c Fillmore road. My presence was need to help determine the origin and cause of fire ins.ade the building. I stated that I would respond and that I would be on scene at [ rproximat.ily 1400 hrs. f arrived in scene and spoke with Deputy Chief Brian Harrington who told me that the first riving oompany noticed a large amount of smoke coming from a flue box located on the roof of and 5d ]Fillmore road. A working fire was immediately struck. Ladder I went to the roof to I^ west: gat� and the crew from engine 5 went into unit 5c. While inside the building they were � le to ha.yx what sounded like a fire crackling inside a partition wall on the second floor- A 3/4 i.ncnjhose line was stretched inside Lie building. At the same time the ladder crew ;ported aw�ving fire coming from the flue box on the root. Inside, the engine 5 crew opened ,e wall Cu find fire racing up towards the roof. the fire was quickly extinguished. The dder cratf on the roof used chain saws to open and remove the flue box from the roof. invest I ation started on the first floor of unit 5c here there was no sign of any fire mage ins' de a space behind the wood burning fire place. Inside the space was a metal f3.ue at ran f,om the fireplace up through the second floor plywood floor with a metal flange parating and filing the gap between the floor and the pipe- T then looked at the second oor. Inside the second floor space there was some lightly fire damaged studs starting at 3 e floor level and working up to about six feet off the floor. for the next approximately x to tenfeet the studs were only slightly damaged by fire and appeared to have only heat or oke damage. From this level up through the roof the studs had been damaged heavily by faire. e roof Uct< had been completely removed and only the two flues were sticking through a hole the roq]i. e own' xZs ' f the property Mr. and Mrs. James Bruce were home at the time of the fire. They 1 1 been notified of the fmre by the fire crews knocking on the door. Mr. Bruce stated that he d lit a .f dire in the fireplace at approximately 1.200 hrs.
