It 'S problems are problems of most cities of our times ,such as spiral- ing cost, financial liabilities and limited income. As a result of tha infilux in development over the last several years , I would say that serious consideration and evaluation would have to be given to increase the man-power of the Salem Police Department if any new development is . proposed for the City of Salem regardless where it may go.
