Dear Mr. Tremblay,
I am writing you to provide additional information support the continued R2 zoning of our property
at 144,146 Federal Street in Salem.
During the fifty years our family has owned and occupied the property on Federal Street we have
predominantly utilized it as a two family dwelling.
During the past fourteen years, since our father died and mother has been the only family member
occupying our home, she has rented an apartment for supplemental income on regular basis.
Additionally, during the period of time we have owned the house, both the gas and electric utilities
have been divided to provide separate meters for those utilities both areas of the house. We
believe that our property is an existing two family dwelling in an R2 neighborhood and that it is the
appropriate zoning for our home at 146 Federal Street.
As we discussed at your offices, I am asking the lawyers who had handled the eviction proceedings
against tenants for nonpayment of rent to prepare their statement in support of the past use of our
property as a two family dwelling.
Sincerely,
Thomas I &t M. Henry

Dear Mr. Tremblay:
I have been requested by Mrs. Esther M. Henry to access my files to
show evidence of the above-captioned premises being used as a two (2) family
residence. Outside of the fact that the utilities had two (2) operating
systems which is capable of verification, I have over the years represented
Mrs. Henry in Summary Process proceeding evicting tenants from the first-floor
rental unit for non-payment of rent.
I am enclosing a copy of the Summary Process Agreement for Judgment in
the last case I handled for Mrs. Henry. Please note that the enclosed
documentation is an original from the Housing Court. I have made a copy for
my files.
If there is any other information you feel I can provide, please do not
hesitate to contact me.
Thank you for your assistance.

Dear Mr. Tremblay,
I am writing you to provide additional information in support of the continued two family zoning of
the Henry family property at 144,146 Federal Street.
Our family has lived at our current address, 142 Federal Street, since 1951. We know the Henry
family are familiar with the use of our long-time neighbor's property at the 146 Federal Street.
During this period of time, the Henry family has regularly utilized their property as a two family
dwelling.
More recently, in the past dozen or more years since she was widowed, Esther has rented
apartments to numerous individuals on a continuous basis.
We believe that the Henry property is an existing two family dwelling in an R2 neighborhood and
that it is the appropriate zoning for that property.

Dear Mr. Tremblay,
I am writing you in support of the past use as a two family and the R2 zoning of the
Henry property at 144,146 Federal Street in Salem.
Our family has resided at 52 Flint Street and we have been next door neighbors to the
Henry family for two generations. I am very familiar with the use of the Henry property
during this period.
Over the long term, the Henrys have used the property as a two family dwelling. During
the years since Mrs. Henry has been alone in the house she has rented an apartment
to tenants on a continuous basis.
I support the Henry property as being an existing two family dwelling in this R2
neighborhood and believe that to be an accurate representation of the active use of the
property and that it is appropriate for that property.

RE : 146 Federal Street
Dear Mr . Henry:
On June 25 , 1996 I conducted an inspection from the -
exterior of the structure located at the above mentioned
location . It is my concern for the health and safety of
the general public to request from you a time table of
what is to take place at this location .
Please contact this office to inform us if you intend
to renovate this structure . I must also remind you of the
Historic Commission required approvals in the repairs of
this structure . We also have guidelines we must follow
per our City Ordinance concerning non-conforming
structures .
Thank you in advance for your anticipated cooperation
in this matter .
Sincerely,
L RLeo E . Tremblay

I was asked by John Carr to see if you could get the owners to board up the third story in order to
