Dear Mr . Archambault:
On July 31 , 1997 , I was contacted by the Health
Department and asked if I would accompany one of their
inspectors to the property located at 149 Federal Street
to conduct an inspection of a basement apartment . I did so
and my findings are as follows :
#1 . The basement apartment is an illegal dwelling, my
records indicate that 149 Federal St . is a legal two family
dwelling.
#2 . The basement apartment does not comply to State
Building Codes .
t13 . If you wish to legalize said apartment you must file
for a Special Permit requesting an additional dwelling
with the City of Salem Board of Appeals .
414 . I am aware that the unit will vacated on August lst
1997 . You may not rent this unit without approval from the
Board of Appeals .
415 . You can and may utilize said basement for laundry use ,
family room, playroom etc . but you may not have a kitchen
and or bedrooms in the basement without meeting proper
state building Codes .
Please notify this department within fifteen ( 15 )
days upon receipt of this letter, to inform us as to what
course ofanion you will take to rectify these
violations .

of the 145 Federal Street Condominium. Bill Tinti , the
City Solicitor, informed me that I would need to furnish
you certified copies of the master deed and condominium.
trust in order to prove that the building was a condomin-
ium prior to the effective date of the new ordinance.
I enclose herewith the master deed of the 145
Federal Street Condominium. You will note that these
documents were recorded on December 17 ,1980 , and thus
precede the new law. You will also note on page 1 of
the condominium trust that the place of business of the
trust is 38 Main Street, Saugus, Massachusetts, which is
the address to which water bills should be sent.
I trust this information will be sufficient to
allow you to issue the certificate of occupancy that Mr.
Harkness has been requesting. Please do not hesitate to
