RE: Request to Rezone Approximately 160 acres of Land on Marlborough Road from the R-1
Zoning District to the R-3 Zoning District
Dear Mr. DiBiase:
The City of Salem is in receipt of your request to rezone approximately 160 acres of land on
Marlborough Road from the R-1 Zoning District to the R-3 Zoning District. The request only
includes a brief narrative describing the land and its location. .
In order to rezone property,particularly of the magnitude envisioned in your request, many
issues must be extensively addressed. The proposed development must be evaluated with respect
to its impact upon traffic, utilities, fire, police, schools, emergency services, and other elements
of the City's infrastructure. Further,the development must create and propose a thorough plan
by which the development will add, rather than deplete, each of these public systems.
At this very preliminary stage, we have many questions which will grow as we know more about
your proposal. Presently, the following is a list of the possible questions the City has regarding
your request:
• Has a new roadway network been conceptually designed to serve the development so as to
limit the impact on surrounding roadways. What is the capacity and existing levels of service
of the existing roadways pertaining to traffic? What improvements, if any,will be required
to alleviate the negative impact of the increase in traffic generated from the site?
• What is the capacity of the sewer, water and drainage in the area? What utility mains are
performing at capacity? What are the conditions of these systems and what repairs are
needed? What will be the level of demand created by your project which will be imposed
upon these systems? What improvements are needed to accept your development's demand?

Will the proposed increase in utility usage overload the City's system as a whole?
• How many additional school children will the proposed increase in density account for? Can
the City's existing school system handle the additional school children?
• What is the effect on emergency services, such as police, fire and rescue? Does the City have
adequate services to accommodate the additional density and newly developed land area?
• The parcel proposed for rezoning is adjacent to land owned by you in Peabody. Will the
proposed project include development in both Peabody and Salem as one project? How will
the issues of emergency services,utilities, schools,plowing and maintenance of roadways be
accommodated across municipal boundaries.
• What level of environmental evaluation has taken place on the parcel and how much is
considered buildable?
• Have you established a timing or phasing plan which sequences the order of development
upon the parcel?
The Salem Planning Department suggests that a concept plan and research be incorporated into
your request for rezoning so that both the Planning Board and the City Council can review your
request in the most expedient and thorough manner. Please contact me at the Salem Planning
