MARLBOROUGH RD - PLANNING (5) Marlborough Road Traffic Improvements 1 NOTICE OF MEPA SITE VISIT EOEA No. 12794 Marlborough Road Improvement Project, Iy Salem, MA PROJECT DESCRIPTION - The Massachusetts Highway Department proposes to construct transportation improvements to Marlborough Rd. in Salem including: roadway resurfacing, roadway widening to include standard (12.3 ft) travel lane width, right shoulder(4.1 ft), wheel chair ramps, and concrete sidewalks (6.6 ft), and related stormwater drainage modifications. A portion of this project will be located within the 200-foot Riverfront Buffer associated with Strongwater Brook. The request only includes a brief narrative describing the land and its location. In order to rezone property, particularly of the magnitude envisioned in your request, many issues must be extensively addressed. The proposed development must be evaluated with respect to its impact upon traffic, utilities, fire,police, schools, emergency services, and other elements of the City's infrastructure. Further, the development must create and propose a thorough plan by which the development will add,rather than deplete, each of these public systems. At this very preliminary stage,we have many questions which will grow as we know more about your proposal. Presently,the following is a list of the possible questions the City has regarding your request: • Has a new roadway network been conceptually designed to serve the development so as to limit the impact on surrounding roadways. What is the capacity and existing levels of service of the existing roadways pertaining to traffic? What improvements, if any, will be required to alleviate the negative impact of the increase in traffic generated from the site? • What is the capacity of the sewer, water and drainage in the area? What utility mains are performing at capacity? What are the conditions of these systems and what repairs are needed? What will be the level of demand created by your project which will be imposed upon these systems? What improvements are needed to accept your development's demand? r Will the proposed increase in utility usage overload the City's system as a whole? • How many additional school children will the proposed increase in density account for? Can the City's existing school system handle the additional school children? • What is the effect on emergency services, such as police, fire and rescue? Does the City have adequate services to accommodate the additional density and newly developed land area? • The parcel proposed for rezoning is adjacent to land owned by you in Peabody. Will the proposed project include development in both Peabody and Salem as one project? How will the issues of emergency services, utilities, schools,plowing and maintenance of roadways be accommodated across municipal boundaries. • What level of environmental evaluation has taken place on the parcel and how much is considered buildable? • Have you established a timing or phasing plan which sequences the order of development upon the parcel? The Salem Planning Department suggests that a concept plan and research be incorporated into your request for rezoning so that both the Planning Board and the City Council can review your request in the most expedient and thorough manner. The Massachusetts Highway Department and the City of Salem, Department of Public Services are pursuing transportation improvements to Marlborough Road in Salem, MA. The project begins at Highland Avenue(Route 107)and continues north to the Peabody City Line, a distance of 1.4 Kilometers (1.0 mile). The primary purpose of the project is to correct the problem of inadequate sight distance (a serious safety problem), to install sidewalks on both sides of the road, and to provide pedestrian traffic signals in two locations. The project will improve Marlborough Road such that it will bring the road into conformance with the standards contained in the 1997 Massachusetts Highway Department (MassHighway) Highway Design Manual. An ENF is required due to the proposed removal of 32 public shade trees from a public way other than a Massachusetts State Highway right of way. Marlborough Road is an urban collector that provides local access between southwestern Salem and northeastern Peabody through a heavily developed residential area. The road varies in width from approximately 9.2 meters (30 Feet) near Cloverdale Avenue to approximately 11.3 meters (36 feet) near Rockdale Avenue. There are some sections of bituminous concrete sidewalk with granite curbing on portions of the eastern side of the road. The roadway is posted with a speed limit of 30 miles per hour (48.3 kilometers per hour). Design deficiencies on this portion of Marlborough Road have caused serious accidents over the last few years. A total of 49 accidents occurred between 1993 and 1995 (City of Salem Police Department). The majority of accidents occurred near the Salem/Peabody line, Outlook Avenue, and McGrath Park. Roadway rehabilitation will include cold planing of the roadway surface, overlaying the roadway with a variable depth leveling course, and providing a 60-millimeter (2.36 in) course of bituminous concrete to improve traveling conditions. The cold planing and overlaying operation will proceed in accordance with MassHighway standard specifications. A standard travel lane width of 3.75 meters (12.3ft) and a usable right shoulder width of 1.25 meters (4.1 ft) will be constructed. Wheelchair accessibility in the project area will be enhanced through the construction of wheelchair ramps in 3 accordance with the latest MassHighway Wheelchair Standards. In areas where substandard geometry exists, such as the horizontal curve between Cloverdale Avenue/Vista Avenue and north of Vista Avenue, the roadway alignment will be shifted by as much as 2 meters (6.6 feet) to provide for adequate sight distances. The net change in pavement width is within 0.05 meters (0.16 ft) to 1.0 meters (3.3ft). Concrete sidewalks 2 meters (6.6 feet) in width will be located on each side of the roadway. This portion of the project will require that 130 square meters (426.51 square feet) of land be taken from abutting landowners. Proposed takings will total 832.271 square meters(8955.236 square feet) or 0.21 acres. Intersections along Marlboro Road will be minimally redesigned. This redesign will include relocating utility poles and other physical impediments to allow safer access for approaching traffic. Curve radii will also be redesigned to allow safer turning movements to and from residential side streets. Intersections will be clearly delineated with signing and edge lines. In addition, pedestrian traffic signals are proposed at McGrath Park and 45 meters (147 feet) south of South Street. Approximately 206 square meters (2,216 square feet) of construction activity will be located in the 200-foot Riverfront Area associated with Strongwater Brook. Construction activities proposed within the Riverfrom Area consist of sidewalks and slope stabilization. Work will be preformed within the buffer zone of an area of bordering vegetated wetland (BVW). To minimize impacts to one wetland; a 2:1 slope is proposed in one location. All other slopes avoid impacts to wetlands. The project will include modifications to four existing stormwater outfall structures. Of these modifications, one will include construction of a new drainage swale along the periphery of McGrath Park. The stormwater or grassed swale will be constructed to a maximum depth of 0.3 meters (1.0 foot) and will not require a temporary easement or other transfer of real property. Construction of the swale will require less than one day, and the construction will be timed to avoid impacts to the use of the park. It is not anticipated that the project will cause significant changes in stormwater drainage patterns along Marlborough Road. The roadway will remain widened slightly, resulting in only minor increase of pavement surface. Catch basins will be relocated,but outlet points will remain unchanged. Each day the limits of work will be established by the construction contractor and the resident engineer with the requirement of ensuring that the full width of roadway being usable at the end of each workday. Signs warning the traveling public of the road reconstruction will be included in the construction package and will be erected, moved as required and removed by the contractor during the construction phase of the project. Access to all abutters will be maintained throughout the construction phase of the project. Alternatives Alternative 1: Proposed Project Alternative 2: Full depth reconstruction of Marlboro Road from Highland Avenue(Route 107)to the Peabody City Line. Reconstruction would include full compliance of MassHighway design standards. This alternative was discarded because of the large amount of land required from abutting landowners,and the extent of wetland impact associated with full depth construction. Alternative 3: The no-build alternative to the project has been discarded because, if the project is not completed, Marlboro Road will remain in a state that does not meet the Massachusetts Highway Department design standards. 4 LAND SECTION — all proponents must fill out this section 1. It was purchased by the City with CDBG funds and is protected under Article 97. Due to site constraints such as a bedrock outcropping, residential and commercial buildings, topography, and wetlands, stormwater treatment areas are limited. An existing storm drain outlet is located between McGrath Park and an adjacent wetland. After reviewing all other alternative locations,and the location and elevation of the pipe,the existing park was determined as the only suitable location for a storrnwater swale. The stormwater Swale is needed to meet MA DEP stormwater Standards and will serve to reduce stormwater impacts to adjacent wetlands. As a redevelopment project MassHighway will make improvements to the existing drainage system to the maximum extent possible. Due to site constraints, the only available space is adjacent to an existing wetland and within McGrath Park. See attachments for precise locations of the proposed swale, the wetland area in question and McGrath Park. The swale will be located at the eastern boundary of McGrath Park and within an existing utility easement. The swale has been designed so as not to change the control or use of the park. Also, the swale will have little effect on the existing topography and will therefore not inhibit the use of the park. The stormwater swale will be constructed during the most dormant months of the year (November— March) so as not to have an affect on the recreational uses of the park. As the project proponent and owner of the park is the City of Salem, no easement or other transfer of real property is required to construct the swale, therefore there is no "conversion"of parkland under Article 97. The Open Space Plan does not address the area of Marlborough Road specifically, although it does contain a listing of the parks and playgrounds in the vicinity of the Project. This list includes McGrath Park, which is adjacent to the project, and is an Article 97 property. B. Redevelopment projects are governed under Performance Standard No.7. Standard No. 7 requires that the stormwater performance standards be met to the"maximum extend practicable". Site constraints, the limited Right of Way (ROW), and dense residential development limit the opportunities for significant drainage improvements for some outlets. However, where possible, BMP's have been incorporated in an effort to meet the standards to the greatest extent practicable. Proposed drainage improvements include: Outlet No. 1: Sta 4+40 Marlborough Road This portion of the existing street is sporadically curbed, with sidewalks varying from zero to both sides. The improvements will provide a replacement drainage system with full street curbing and sidewalks on both sides of the street. All proposed catch basins will be hooded, deep sump catch basins. The existing outfall pipe is too small for the new drain system, and outlets in the wetlands. A new outfall pipe and grass swale will be constructed in the New England Power Easement on Salem property to allow some treatment before discharge to the wetlands. Outlet No. 2: Sta 8+65 Marlborough Road This portion of the existing street is sporadically curbed, with occasional sidewalks on one side of the street. The improvements will provide a replacement drainage system with full street curbing and sidewalks on both sides of the street. All proposed catch basins will be hooded, deep sump catch basins. The existing outfall pipe is too small for the new drain system, and outlets outside of a wetland. A new outfall pipe will have to be installed along the alignment of the existing pipe. Appropriate riprap will be placed at the end of the new pipe for velocity dissipation. All work will be done outside the wetland limits. Outlet No.3: Sta 11+53 Marlborough Road This portion of the existing street is sporadically curbed, with occasional sidewalks on one side of the street. The improvements will provide a replacement drainage system with full street curbing and sidewalks on both sides of the street. All proposed catch basins will be hooded, deep sump catch basins. The existing outfall pipe is adequate for the new drain pipe system. The following summarizes the proposed project's compliance with the Performance Standards: Standard No. 1 Untreated Direct Discharge of Stormwater: No new direct discharges of untreated stormwater are proposed. There are currently 4 outlets that discharge untreated stormwater runoff to receiving resource areas. Outlet No. 1: Under proposed conditions the replacement drainage system will provide treatment of the stormwater discharges with use of hooded, deep sump catch basins and by installing a grass swale between the end of the pipe and the wetlands. Space limitations and site constraints do not allow for other structural control measures for peak rate or water quality control. Outlets No. 2, No. 3 and No. 4: Under proposed conditions the replacement drainage system will provide treatment of the stormwater discharges with use of hooded,deep sump catch basins. Space limitations and site constraints do not allow for other structural control measures for peak rate or water quality control. Standard No.2 Post-Development Peak Discharge: The proposed project will result in a net increase in impervious area, and a corresponding slight increase in peak rate. Existing houses and driveways exclude the option of obtaining additional ROW to provide space for BMP's. Site constraints within the ROW prevent compliance with this standard at each point of discharge. Pre and Post-Development peak rates at each outlet are presented in Attachment C. Standard No. 3 Recharge to Groundwater: The proposed increase in impervious area will reduce the volume of runoff recharging to groundwater. Poorly drained soils and shallow depths to bedrock do not provide suitable site conditions to construct and operate infiltration systems within the project area. Slow infiltrating soils and shallow depth to bedrock could result in storage of water within the road subbase that would adversely impact pavement strength and integrity. Due to the conditions cited above, Standard No. 3 can not be met for this project. Standard No. 4 80% TSS Removal: Space limitations within the ROW, existing structures, and site constraints do not permit treatment of each discharge to meet the 80% TSS removal standard. The hooded deep sump catch basins will provide 25% treatment of TSS, with additional treatment at outlet No. 1 of 25%with the proposed grass swale to provide a total 56%TSS removal. Standard No. 5 Higher Potential Pollutant Loads:The proposed project site does not contain land uses defined by DEP to have higher potential pollutant loads. Therefore Standard No.5 is not applicable to this project.
