Dear Members of the City of Salem Zoning Board of Appeals: On behalf of FiberTower Corporation("the "Applicant"), I am pleased to submit an application for a Special Permit to co-locate a Wireless Communications Facility antenna on the existing telecommunications tower located at 40 R Highland Ave, Salem MA pursuant to Salem Zoning Bylaws Section 5.3(m) and M.G.L.c. 40A, Section 6, or any other relief the Board deems necessary to construct the proposed Facility. The proposed Facility will consist of a total of two antennas (one approximately 1' in diameter, the other approximately 2' in diameter) to be mounted on the existing rooftop penthouse located at 40 R Highland Ave. Cabling will run from the antenna to the telecommunications equipment that will be located within a weatherproof cabinet, which will also be located on the rooftop. If you have any questions with respect to the proposed application, please do not hesitate to call. Very truly yours, Michael P. Johnson Tower Resource Management, Inc. (401) 272-4000 miohnsongi2di.com email for the Applicant: FiberTower Corp. 30 Lyman Street,Suite 12,1Westbomugh, NIA 09581 a wAr.trmcom, com DESCRIPTION OF PROPOSED FACILITY FiberTower Corporation. ("FiberTower") proposes to co-locate total of two antennas (one approximately 1' in diameter, the other approximately 2' in diameter)to be mounted on the existing rooftop penthouse located at 40 R Highland Ave. Cabling will run from the antenna to the telecommunications equipment that will be located within a weatherproof cabinet, which will also be located on the rooftop. FiberTower's antennas will be mounted to the rooftop of the existing telecommunications site. FiberTower's telecommunications equipment will be located on the rooftop and will not require the removal of trees or understory vegetation. FiberTower provides mission and business critical transport solutions, including backhaul and premise access services, to major wireless carriers, enterprises and government agencies. FiberTower networks, which are designed using nationwide spectrum and an optimal mix of wireless and fiber technologies, offer carrier-grade performance, point-to-point and point-to- multipoint capabilities, and TDM to Ethernet service platforms. FiberTower's network uses a hybrid of Digital Radio Links (DRLs) and fiber-optic SONET rings. To provide optimal network topology, FiberTower constructs Fiber Exchange Points (FEPs), which reside on the fiber SONET ring and from which DRLs are deployed to a number of nearby end site base stations, including the proposed facility at 40 R Highland Ave, Salem. -' DIGITAL RADIO LINK BSC - MSC w ' DIGITAL RADIO LINK END SITE r26ER RING. ' @tJD SITE Antenna: FiberTower proposes to co-locate total of two antennas (one approximately 1' in diameter, the other approximately 2' in diameter)to be mounted on the existing rooftop penthouse located at 40 R Highland Ave, Salem MA. Although the exact make and model of the antenna has not yet been determined, specifications of a typical antenna used in FiberTower's network are attached hereto. Equipment Cabinet FiberTower's telecommunications equipment will be located within weatherproof cabinet, which will be located on the rooftop. Although the exact make and model of the cabinets have not yet been determined, specifications of a typical cabinet used in FiberTower's network are attached hereto Wireless Backhaul Services Wireless carriers, enterprises and government agencies, recognizing that their networks are the key to their success and a source of competitive differentiation, rely on FiberTower's backhaul and premise access solutions to deliver mission and business critical performance. Backhaul—the portion of the network that runs from the cell site to the switch—is widely considered to be the "Achilles heel" of cellular networks. Today's TDM backhaul infrastructure, which hasn't been upgraded in two decades, has failed to keep pace with other network enhancements. This has inhibited growth, service quality and operational efficiencies. Access— the link between the local area network and the local fiber ring—is challenged by older technology and poor coverage. According to industry analysts, due to the shortage of access fiber in metro area networks, only a fraction of enterprises and government agencies have access to high capacity services. FiberTower delivers backhaul and premise access solutions that solve these challenges and open up markets that were previously dominated by one or two carriers. FiberTower's nationwide spectrum footprint and optimal mix of wireless and fiber technologies enable wireless carriers to raise the overall quality of their networks and deliver new service standards to their customers—all without having to apply additional capital. FiberTower delivers the coverage, capacity and service quality that carriers, enterprises and government agencies demand to upgrade their business operations. Creating a mission critical network by addressing performance in the network's weakest areas will enable FiberTower customers to protect and strengthen their brands and gain choice in a market that has traditionally been served only by Incumbent Local Exchange Carriers (ILECs). Once constructed, the Facility will comply with all applicable Federal and State standards. "Point-to-Point"Topology (as opposed to "Coverage Maps") FiberTower's utilizes a"point-to-point" line of sight technology, and antennas must be high enough to see the other antennas in the chain. Because FiberTower services other wireless communications providers, FiberTower only co-locates on other wireless communications facilities such as existing telecommunications towers and building rooftops with other telecommunications antennas. Because FiberTower utilizes a "point-to-point" and not a "broadcast" form of technology, there is no "coverage" for which maps can be provided. A map showing the topology of FiberTower's point-to-point network in the Salem area has been included herewith. Interference and Regulatory Compliance Fibertower's installations are licensed by the Federal Communications Commission and are designed not to interfere with other telecommunications antennas Once constructed, FiberTower's installations will comply with all applicable federal and state rules, regulations and standards, including, without limitation, the regulations administered by the Federal Aviation Administration, the Federal Communications Commission, the Massachusetts Aeronautic Commission and the Massachusetts Department of Public Health SAMPLE ANTENNA SPECIFICATIONS I i I i High Performance discriminator Tm Low Side Lobe Design 18 23 26,28 31,32 & 38 GHz Bands Key Features - Antenna Diameter: 12"square - 23 GHz Version FCC Category A - Windtoads: Operational-90 mph(150 bTdh) Survival- 125 mph(210 kmfh) t - Low side lobe design,typically-23 dB - Lightweight and rugged design. easily installed t - Radio Mounting kits available to integrate with major OEM ratios - Standard antenna mount prrovides fine' adjustment for both azimuth and elevation - Accomodate&a 225 in.to 4.5 in.diame- ter pipe. - Three Year Waranty Anwm spocr<catm%Elecural(typimM. agayel, tO+GPEtB.
