RE: 441-445 Highland Avenue
On Thursday, January 7, 1988, the Planning Board of the City of Salem held a public
hearing regarding the application of Extra Space Associates, 55 Wheeler Street,
Cambridge, MA, for a Special Permit under Section R, Site Plan Review, of the Salem
Zoning Ordinance, for the construction of 450 self-storage units at 441-445 Highland
Avenue.
At a regular scheduled meeting of the Planning Board held on February 18, 1988, the
Board voted by a vote of five in favor, none opposed, to approve the application as
complying with the requirements for issuance of a Special Permit, subject to the following
conditions:
1. Conformance with Plan
Work shall conform to plan entitled, "Proposed Storage Facility, Highland Avenue,
Salem, MA", dated July 27, 1987, revised December 28, 1987.
2. Utilities
Utility installation shall be reviewed and approved by the City Engineer prior to the
issuance of building permits.
3. Landscaping
Landscaping shall be in accordance with plan entitled, "Proposed Storage Facility,
Highland Avenue, Salem, MA", dated July 27, 1987, revised December 28, 1987.
a. Trees shall be a minimum of 4" caliper.
b. Maintenance of landscape vegetation shall be the responsibility of the developer,
his successors or assigns. Additional landscaping, though, shall be installed as
required by the City Planner.
4. Fence
Wooden fence to be installed at the rear of the property along the easterly property
line, shall be reviewed and approved by the City Planner after consultation with the
abutting owners.
5. Snow Storage
Snow storage areas shall be defined on the Site Plan.
6. Dumpster
Screening for the dumpster shall be reviewed and approved by the Planning
Department.
7. Entrance
There shall be only one entrance and exit located at the northerly side of the
property.
8. Sidewalks and Curbing
Sidewalks and granite curbing shall be installed along Highland Avenue as
required by the City Engineer. Specifically, curbing and sidewalks shall be
constructed to eliminate the second means of egress at the southern end of the
property.
9. Signage
Signage shall be reviewed and approved by the City Planner.
10. Construction Practices
All construction shall be carried out in accordance with the following
conditions:
a. No work shall commence before 7:00 a.m. on weekdays and 8:00 a.m. on
Saturdays. No work shall continue beyond 5:00 p.m. There shall be no
work conducted on Sundays or holidays. Inside work of a quiet nature may
be permitted at other times.
b. All reasonable action shall be taken to minimize the negative effects of
construction on abutters. Advance notice shall be provided to all abutters
in writing at least 72 hours prior to commencement of construction.
c. All construction vehicles shall be cleaned prior to leaving the site so that
they do not leave dirt and/or debris on roadways as they leave the site.
11. Violations
Violations of any conditions shall result in revocation of this permit by the
Planning Board.
This Special Permit shall not take effect until a copy of the decision bearing the
certification of the City Clerk that twenty (20) days have elapsed and no appeal has been
filed or that if such appeal has been filed, and it has been dismissed or denied, is recorded
in the Essex County Registry of Deeds and is indexed in the grantor index under the name
of the owner or is recorded on the owner's certificate of title. The fee for recording or
registering shall be paid by the owner or applicant.
