As shown on the site plan cover sheet, the project area extends from the Webster Street/Webb Street intersection and along Webb Street and Fort Avenue to Columbus Square. The project proposes roadway reconstruction and ' traffic control improvements. Roadway reconstruction will not involve realignment or changes in roadway dimensions and, in fact, will only require resurfacing of the old roadway to existing grade. Traffic control improvements will include placement of ' regulatory signs and school zone speed limit signals, and installation of a traffic signal control at the Webb Street/Essex Street intersection. ' As shown on Figure 1, a small portion of the existing roadway lies within the 100-year floodplain as determined by Salem Flood Insurance Rate Maps. The 100-year floodplain constitutes Bordering Land Subject to Flooding [310 CMR 10.57(2)(a)J in accordance ' with the Massachusetts Wetlands Protection Act Regulations. Since a portion of the project will require work within this resource area, the attached NOI is being submitted for your review. tThe proposed project will not result in any loss in flood storage (roadway reconstruction will be at grade) nor will it result in any changes in drainage patterns (existing drainage ' will be maintained). For these reasons, there will be no project-related adverse impacts to the wetland interests of flood control and storm damage prevention. ' In summary, it is our opinion that the proposed project complies with the Massachusetts Wetlands Protection Act. We look forward to discussing this material with you at the public hearing scheduled for June 24, 1993.
