Prevention of Water Pollution 3 . Further , during the performance of all work under the Contract, take sufficient precautions in the conduct of operations necessary to avoid contaminating water in adjacent streams or pond area . All earthwork , grading, moving of equipment , water control in foundation areas , and other operations likely to create silting, shall be planned and conducted so as to avoid or minimize pollution in adjacent streams or pond area . Hay bales shall be placed at toe of slopes and all drainage structures . Water used for any purpose which has become contaminated with oil , bitumen, salt, or other pollutants shall be discharged so as to avoid affecting nearby waters . The Contractor shall protect and maintain all survey ties and reference points . The Contractor shall re-establish any points that he disturbs or loses at his own expense . J . The Contractor shall be required to retain the services of a professional environmental consultant, acceptable to and approved by the Authority, to establish and carry on an air , soil and water quality monitoring program. He shall perform all field screenings and evaluations of the excavated materials , groundwater encountered and air quality levels . The consultant will be responsible for separating excavated materials into Categories I , II , or III as delineated herein. He shall also be required to analyze air quality in accordance with the requirements of the regulatory agencies having jurisdiction over the work as identified herein. He will perform analysis of groundwater for contamination when encountered . Rec- ords/logs must be maintained for all screening proce- dures and sampling points . C9CN21 02200-2 1987 Earthwork 3 . 03 EXCAVATION A. General Requirements 9 . Exercise extreme caution while excavating so as not to damage the existing drainage structures , man- holes, cable and duct lines , and other appurtenances and structures not designated for removal . 10 . Any damage caused by the Contractor' s operations shall be immediately repaired with materials and methods approved by the Engineer at no cost to the Authority. 3 . 07 TRACK CONTAMINANTS A. The Contractor is advised that certain portions of the material to be excavated may contain contaminants from commuter operations . Any material exhibiting oil stain- ing on the site will be considered to be contaminated with polynuclear aromatic hydrocarbons ( PAH) unless disputed via chemical analysis and literature references showing otherwise . These contaminants, in sufficient concentrations , are potentially hazardous materials . B. Analytical Protocol Analysis of the soil on site shall be done in the fol- lowing phase : a . PHASE ONE - Primary Analysis - which will consist of both visual and olfactory inspection to be supple- mented with head space screening of the soil using an organic vapor detector . This must be done by a professional environmental consultant who should be in the field at all times during excavation. b. PHASE TWO - Laboratory Analysis - which will consist of more extensive laboratory analysis utilizing EPA procedures . The following parameters will be required ( sampling locations and frequency will be left to the discretion of the on-site consultant ' with some reservations to be specified later ) . - volatile organic compounds - polychlorinated biphenyls - pesticides/herbicides - heavy metals - others , as field conditions warrant and as deemed necessary c . Volatile organic analysis will , be required when readings above 100 ppm are recorded on an organic vapor detector calibrated to benzene . C9CN21 02200-3 1987 Earthwork d. The Massachusetts DEQE must give final approval of soil receptor sites . Ground water monitoring may be required if the receptor site is not a solid waste facility; a limited number of receptors is prefer- able . C. Sampling 1 . Soil samples to be tested in accordance with the requirements herein should be representative of the composited material acquired upon removal of the in situation condition and preparation for hauling from the site . 2 . To simulate this condition, sampling at each sampl- ing site shall consist of material taken from at least three locations through the track support structure cross-section, one at the centerline of track and one at each end of tie . Equal amounts of material shall be removed from each location and shall include equal amount of material from just below grade , 6-inches below the bottom of tie and 12-inches below the bottom of tie . 3 . The removed sampling material shall be thoroughly mixed to achieve a consistently composited sample . Testing can then proceed with the requirements as specified herein and as otherwise required. D. Soil Classification . 1 . Category I - Urban Fill The material will be considered "urban fill" when a sample generates <10 ppm with an organic vapor de- tector calibrated to benzene , does not appear visi- bly contaminated with grease and oil , have ordors , etc . , or come from areas where testing has indicated highly elevated PAH. ( i.e . greater than 500 mg/kg total PAH) . These soils may be used on site , subject to the ap- proval of the Engineer or may be removed for dis- posal as solid waste or used as an urban fill in the restricted manner . This restriction means that the fill may not be used in residential or environmen- tally sensitive areas . The preferred areas would be industrial settings , under parking lots , roadways , etc . , in areas which would be capped or covered with pavement or loam and seed. In the absence of such options , the material is to be used at land fills with appropriate local approvals . C9CN21 02200-4 lH7 Earthwork 2 . Category II - Solid waste Soils discolored with petroleum/combustion product and/or possessing organic vapor screening results between 10 - 100 ppm will be classified as solid waste and must be disposed of at an approved sani- tary land fill . 3 . Category III - Oil/Hazardous Material Any soil that is overtly contaminated with petroleum products, hazardous materials not associated with petroleum/combustion products , or originates from areas -where observed spills or contaminated sub- surface layers are found must be segregated. All soils >100 ppm on an organic vapor analyzer cali- brated to benzene fit into this category despite the presence or lack of observable staining. Segregated Category III soils must be analyzed for the previously-listed analytical parameters . Based upon the types and levels of contaminants , the Massachusetts DEQE will decide upon one of the following disposal/re-use options : ( 1 ) The material could remain on-site , with or without site preparation/encapsulation after a specific de- termination of the soil data justifies such action . ( 2 ) The material must be removed from the site by a licensed hazardous waste transporter , classified as either : ( a ) "oil/hazardous material" , pursuant to M.G. L . Chapter 21E . Disposal options limited to secure oil spill debris land fills and/or asphalt- batching plants . ( b) "hazardous waste" , pursuant to M.G. L . Chapter 21C and 310 CMR 30 , 000 . Disposal options limited to a licensed, secure ( RCRA) facility. E. Non-Aqueous Layers/Groundwater Contamination Recoverable non-aqueous layers on the groundwater must be removed, analyzed and properly disposed. Groundwater at thse locations must be analyzed; groundwater treat- ment may be necessary depending upon contaminant con- centration, receptor impact , etc . Groundwater encount- ered during excavation may require sampling based on the C9CN21 02200-5 1987 Earthwork on-site consultant ' s discretion. Contaminated ground- water may not be discharged to surface water , ground water ; or sewerage system without the necessary permits and approvals . F. Health and Safety On site health and safety monitoring must be conducted with appropriate field instruments to ensure that work- ers in areas where overtly contaminated soils are prop- erly protected. This must include provisions for pro- tective clothing, respiratory protection, and personnel decontamination procedures . A trained/certified health and safety person must be present to conduct such moni- toring and to keep detailed records . G. The Contractor shall complete the certificate of Dumping Facilities of the proposal . Trucks used to transport the materials off-site shall be constructed and loaded so as to prevent any of the load from dropping, sifting, leaking, or otherwise escaping during transport. All trucks shall be equipped with tarps or other substantial type covers to prevent any materials from spilling during transport . 3 . 08 AIR QUALITY A. The Contractor is advised that certain operations per- formed by him within the right-of-way could produce unsafe breathing levels for patrons of the Authority' s commuter system, its employees and the Contractor ' s work forces . In addition to the monitoring of track con- taminants as specified above , the professional environ- mental consultant retained by the Contractor shall also monitor air quality levels in station areas and the job site . B. The consultant shall monitor air quality in conformance with the regulartory commissions having jurisdiction over the work including, but not limited to , the Massa- chusetts Department of Environmental Quality Engineering ( DEQE) , the Massachusetts State Department of Labor and Industries , and the U. S . Department of Labor Occupation- al Safety and Health Adminstration ( OSHA) . In the case of conflict of regulations , the most stringent regula- tion shall apply. C. In the event that breathing levels fall below those re- quired by the regulatory authorities , the consultant shall immediately notify the Engineer or his designee and shall order a stoppage of work . The Engineer shall then direct the Contractor , on the advice of the en- C9CM21 02200-6 1987 Earthwork vironmental consultant, to provide supplementary ven- tilation methods as required to restore the air to safe breathing levels . work shall not , resume until these levels are attained and maintained. This Section specifies the furnishing and installation of perforated corrugated metal pipe and end sections in accordance with the Standard Specifications Section 02400 except as modified herein. PART 2 - PRODUCTS 2 . 02 PIPE AND FITTINGS G. Pipe for underdrains shall be perforated asphalt coated corrugated metal pipe and shall conform to AASHTO M136 , Type I . The size shall be as directed by the Engineer . The underdrain pipe shall include bolted fittings for couplings , bends and tees . Asphalt coating for underdrain pipe and couplings shall conform to AASHTO M190 , Type A. H. Asphalt coated corrugated metal flared end sections shall be 16 gauge minimum and conform to the requirements of AASHTO M36 and M190 . PART 3 - EXECUTION 3 . 01 GENERAL G. Install perforated asphalt coated corrugated metal pipe and flared end sections at locations as directed by the Engin- eer . When directed to install drain pipe through new grade crossings , installation shall be as indicated on the draw- ings . H. Drainage pipes installed along tracks beneath overhead bridges shall be located a minimum distance of 5 ' -6" from the centerline of track and the pipe invert shall be at a distance of 3 ' -0" below the bottom of tie . Trenching and disposal of excavated materials shall be as specified in Section 02200 . 3 . 09 DRAINAGE DITCH CLEANING A. General 1 . Clean and reshape drainage ditches as directed by the Engineer . 2 . The Contractor shall clean the designated drainage ditches by removing all materials , debris , vegetation and other obstructions . 3 . The drainage ditch shall be cleaned so that the ditch cross-section dimensions are approximately the same as those ditches to which it connects or as shown on the Drawings . 4 . When Article 3 . 0l .A. 3 . is not feasible then the Contrac- tor shall open the ditch and reshape it to establish positive drainage flow as directed by the Engineer . 5 . The drainage ditch invert shall maintain a uniform relationship to the grade of the running rail and pock- ets shall be avoided. 6 . The drainage ditch, were possible , shall be cleaned in order to carry water to an existing culvert or other existing drainage facility. Existing pipes connected to the drainage ditch system shall be adequately cleaned to provide positive flow. 7 . The Contractor shall avoid cleaning the ditch to a depth or width that would affect the stability of the roadbed and/or the ballast shoulder . 8 . No automotive or tractor equipment will be permitted to be operated over existing crossties during ditch clean- ing. 9 . All materials removed as a result of work performed under this Section shall be disposed of in full compli- ance with applicable ordinance, statutes and regulations governing the disposal of such waste . 4 . Miscellaneous debris , ( i .e . shopping carts , garbage , etc . ) obstructing drainage ditches and structures shall be removed from the right of way. PART 4 - MEASUREMENT AND PAYMENT 4 . 01 MEASUREMENT A. Perforated asphalt coated corrugated metal pipe will be measured by the lineal foot of each size of pipe installed. B. Asphalt coated corrugated metal end sections will be measur- ed per each unit furnished and installed. C. Items including fittings, joints and protective coatings will not be separately measured. D. Excavation for trenching will be measured as specified in Section 02200 herein. E. New, clean stone ballast for underdrain filters will be measured as specified in Section 02855 herein. F. Filter fabric for underdrain filters will be measured as specified in Section 02853 herein. G. Drainage ditch cleaning will be measured as specified in Section 02200 herein for unclassified excavation and Class B rock excavation. 4 . 02 PAYMENT A. Perforated asphalt coated corrugated metal pipe will be paid at the Contract unit price per lineal foot for each size of pipe furnished and installed complete in place . B. Asphalt coated corrugated metal end sections will be paid at the Contract unit price per each unit furnished and install- ed complete in place . C. Excavation for trenches and drainage ditches will be paid by the Contract unit prices per cubic yard for each class of excavation as specified in Section 02200 . ACCM PIPE LF END OF SECTION C9CN2l 02400-4 1987 Undercutting Track SECTION 02852 UNDERCUTTING TRACK PART 1 - GENERAL 1 . 01 DESCRIPTION A. This Section specifies a continuous on track operation to remove existing ballast materials within the project limits from under the track and the cribs and shall include the screening , cleaning and return of all reuseable existing stone ballast into the track . B. The track shall be undercut within the entire project lim- its . C. Filter fabric shall be installed at various locations within the undercutting operation. D. Removal and restoration of existing intertrack fences , signs and markers . E. The Contractor shall perform all work in accordance with applicable recommended practices set forth in the AREA Manual for Railway Engineering, and as specified in this Section. 1 . 02 SUBMITTALS A. Prior to undercutting work , the following documents shall be prepared by the Contractor and submitted to the Authority for review and approval : 1 . Detailed description of the undercutter equipment , additional ballast unloading equipment and surfacing and alignment equipment . a . The undercutting machine shall have the capability of undercutting, to the full depths specified, 4000 feet of track per work shift . b. The submittal shall include the clearance envelop for all undercutting equipment , including convey- ors , with regards to both overhead and side clear- ances . 2 . Detailed description of the method to load, unload and dispose of the undercutting spoils , including staging area locations . 02852-1 Undercutting Track 3 . Detailed work plan describing the proposed sequence of operations including undercutting, ballasting, installa- tion of geotextile fabric , track raising and aligning; proposed methods for accomplishing work items ; and proposed staging plan and completion dates . The Con- tractor shall also include a list of locations where the track removal - excavation method or alternate will be used instead of track undercutting. PART 2 - PRODUCTS 2 . 01 MATERIALS TO BE FURNISHED BY THE CONTRACTOR A. Ballast as specified in the Section - 02855 , Article 2 . 01 . B . Geotextile fabric as specified in the Section - 02853 , Article 2 . 15 . PART 3 - EXECUTION 3 . 01 GENERAL A. The undercutting work shall be performed in accordance with the specification described herein and in accordance with the approved Contractor work Plan. B. The work shall be so prosecuted that railroad traffic may be resumed at the schedule times with complete safety to the track structure and rolling stock at timetable speed and without delay to the movement of trains other than delay incurred through operation over affected track under slow order speed. C . No revenue train operation will be permitted over undercut track until initial ballasting, surfacing and aligning have been completed, and the track has been inspected by the Engineer and the Railroad . Any track work not approved by the Engineer and the Railroad as a result of this inspec- tion, shall be corrected immediately by the Contractor . D. No undercutting work shall be performed by the Contractor during a period of wet weather except as approved by the Engineer . E. No work shall be performed when a train on any adjacent track is passing the Contractor work area . F. The Contractor shall be responsible for delivery, providing adequate storage and security, and the distribution of all materials required concurrent with the undercutting, bal- lasting and surfacing work . 02852-2 Undercutting Track G. The Contractor shall remove and properly dispose of all scrap and surplus materials related to the undercutting work . All scrap crossties , portions thereof , and other related track materials classified as scrap shall become the property of the Contractor and disposed of away from the right-of-way. Burning or burying of scrap ties on the jobsite will not be permitted. 3 . 02 FIELD ENGINEERING - A. The Contractor shall perform all required field engineering as specified in Section 01050 prior to the commencement of undercutting operations . 3 . 03 UNDERCUTTING A. The Contractor shall perform the undercutting work to remove all existing ballast materials from under the track and the cribs to a minimum depth of 12 inches below the proposed bottom of crosstie and beyond the end of crosstie for a distance of 6 foot 9 inches from the centerline of track on the field and six foot side . a . The depth of cut shall be continuously monitored by the Engineer and it shall be the responsibility of the Contractor to provide the Engineer with accurate meas- urements to substantiate depth. b. When track centers to an active adjacent main line are less than 13 feet 6 inches the ballast material shall be removed only to the mid-point in the 6 foot area . B . All material between tracks to the depth and widths speci- fied in 3 . 03A of this Section shall be removed, screened, cleaned and reuseable stone ballast returned to the track as a continuous on track operation. C . At no time shall the ballast shoulder of an active adjacent track be removed beyond the limits described in 3 . 03A so as to put the safe operation of trains in jeopardy. D. Track undercutting and ballast screening shall be performed by undercutter equipment with the track in place . when clearances at various locations restrict the use of under- cutter equipment the Contractor may elect to remove the track by panel or alternate method, followed by excavation to the specified limits . E. Should the Contractor elect to undercut/excavate by removing the track because of restrictive clearances , i . e . station platforms or. structures , the track may be removed by the panel method after the joints are squared or by an alternate method. Track segments removed and excavated must be ap- 02852-3 Undercutting Track proved by the Authority prior to initiating such work . The Contractor shall use extreme caution when removing, handling and replacing track panels in order to avoid damage to the track materials and to avoid dislodging the crossties from their spiked position. Additional skewing and/or bunching of crossties is prohibited. F. Undercutting or excavation of main line tracks shall be per- formed within the entire project limits including Salem Tun- nel , Salem Station ( following curb and platform removal specified in Section 02200 ) , station platforms and approach- es, under overhead bridges , across ballast deck bridges , and the aproaches to highway crossings, turnouts and all under- grade bridges . G. The track undercutting work shall leave a smooth tie bed on the subballast at an elevation 12 inches below the proposed bottom of crosstie so as to maintain substantially the existing top of rail profile . Should any rock or ledge be encountered during the undercut- ting operation, that would prevent the full 12 inch undercut depth, the Contractor shall be required to remove all exist- ing material to the top of rock or ledge , and dispose of the spoils . H. The Engineer and the Contractor shall monitor and the Con- tractor shall make repairs as indicated when any of the following track conditions exist . 1 . Any crosstie disturbed by the undercutting work , to the extent that, it requires straightening and/or respacing, shall be properly respaced directly behind the under- cutting operation. Skewing or bunching of crossties as a result of track undercutting work is prohibited. Skewed or bunched crossties existing prior to the under- cutting work shall be respaced by the Contractor as required and as directed by the Engineer to permit effective tamping of all crossties to assure the proper distribution of load. 2 . Track gauge shall be monitored by the Contractor and the Engineer directly behind the track undercutting work . Tight track gauge that is less than 41-8 1/4" is pro- hibited. Such tight track gauge shall be corrected by the Contractor before the track is restored to service unless otherwise approved by the Engineer . 3 . Tie plate and track spike conditions shall be monitored by the Engineer and the Contractor directly behind the track undercutting work . The tie plate shoulder and the 02852-4 Undercutting Track track spike shall not be permitted under the rail base regardless of whether it is a result of undercutting or is a preexisting condition. These conditions shall be corrected by the Contractor before the track is restored to service . 4 . The Contractor shall ensure upon completion of each daily undercutting operation that all existing " rail anchors shall be properly seated so as to exert anti- rail creepage force against the edge of the tieplate or onto the side of the tie . Rail anchors not meeting this requirement shall be adjusted into the proper position . Rail anchors that fall from the rail shall be reapplied by the Contractor . I . The Contractor shall respike hanging or fallen existing, crossties behind the undercut,ter . High track spikes shall be driven down. If the spikes should be completely pulled out of the tie the spike holes shall be plugged and the tie shall be respiked with new or reusable full throated cut spikes . J . With the exception of Salem Tunnel and Salem Station out-of- face crosstie renewals are not contemplated within the pro- ject limits . However , crossties that may fall during under- cutting and that are determined by the Engineer to be defec- tive shall be replaced by the Contractor under and as speci- fied in Section 02851 . K. Existing bridge guard rails that prevent proper undercutting shall be removed and restored at the close of each days work unless otherwise directed by the Engineer . L. The Contractor shall be responsible for the removal and res- toration of railroad inter-track fences , signs and markers that encroach within the clearance outline for the undercut- ter equipment . Fences, signs and markers shall be removed and restored within the work period unless otherwise direct- ed by the Authority. With the exception of Salem Station the removal of station platform curbings is not contemplated. 3 . 04 DISPOSAL OF MATERIAL A. All undercut spoils or excavated materials shall become the property of the Contractor and removed and disposed of daily away from the right-ofway. B. The Contractor shall comply with any and all local or state statutes , regulations or laws regarding disposal of materi- als . 02852-5 Undercutting Track C. All other scrap materials related to the undercutting or excavation operation shall become the property of the Con- tractor and removed from the right-of-way. 3 . 05 FILTER FABRIC A. with the exception of the pay limits thru turnouts the Contractor shall install filter fabric in association with the undercutting operation as specified in Section 02853 as follows : 1 . Grade crossings as shown on the Contract Plans . 2 . Thru station platforms and for 50 feet on all approach- es . 3 . For 50 feet on all approaches to ballast and open deck bridges . B . Should conditions warrant the Engineer may direct the Con- tractor to install filter fabric at additional locations . C . Filter fabric installation shall be as specified in Section 02857 . 3 . 06 SIGNAL CABLES, WIRES , UTILITIES A. The Contractor shall contact DIG SAFE at 1-800-322-4844 prior to any excavation. to locate underground utilities ( does not include underground railroad facilities ) . B. The Contractor shall notify the Railroad 5 days or as dir- ected by the Engineer prior to any undercutting or excava- tion, to identify and locate signal cables , buried utility wires, etc . C. The Contractor shall hand dig around all wires , utilities and buried cables to prevent damage to them. D. Any wires , cables , or utilities damaged by the Contractor shll be repaired or replaced by the Contractor at no addi- tional cost to the Authority. Any damaged or broken signal related wires or cables shall be repaired or replaced by a qualified Amtrak Railroad signalman. 3 . 07 SURFACING AND ALIGNING A. Initial ballast , surfacing and aligning shall immediately follow the undercutter and shall be as specified in Section 02855 . 02852-6 Undercutting Track PART 4 - MEASUREMENTS AND PAYMENT 4 . 01 MEASUREMENT AND PAYMENT A. Undercutting of track will be measured and paid for at the Contract Unit - Price for a lineal track foot measured along the centerline of track , and which shall include undercut- ting, excavation, necessary track removal , disposal of material and removal and restoration of fences , signs , mark- ers and bridge guard rail . The unit price shall include all labor , material , tools , equipment and incidentals necessary to complete the work specified herein. B. Filter fabric shall not be measured nor paid for under this Section but shall be paid under the applicable item number in Section 02853 . C . Surface and Aligning shall not measured nor paid for under this Section but shall be paid under the applicable item number in Section 02855 . D. Ballast shall not be measured nor paid for under this sec- tion but shall be paid under the applicable item number in Section 02855 . E .
