The Salem Conservation Commission has reviewed the above-referenced Notice of
Intent and plans and has held a public hearing on the project. Based on the information available to the
Commission at this time, the Commission has determined that
the area on which the proposed work is to be done is significant to the following interests in accordance with
the Presumptions of Significance set forth in the regulations for each Area Subject to Protection Under_the

1. The contractor shall remove all temporary structures, surplus materials and rubbish
which the contractor may have accumulated during the progress of the work and will
leave the area in a neat, orderly and safe condition.
2. . All demolition material shall be disposed in an approved dumping facility. The name
and location of the facility shall be furnished to the Conservation Commission. Copies
of delivery certificates, dated, signed by the contractor and the disposal site manager
hall be furnished to the Conservation Commission.
3. Prior to commencement of work, the contractor shall furnish, install and maintain a boom
system capable of capturing all floating debris around the west and erst trestles. The boom
shall not encroach on the navigation channel. The boom system shall be capable of
accomodating tidal fluctuations and withstanding the force of the currents.
4. Certified divers shall be engaged to locate all remaining debris at the bottom of
the river. All such debris shall be removed and the bottom shall be cleared to
insure that debris is removed for the full length of both approach trestles. The
givers shall verify that piles have been cut off at the mudline, or removed as shown
t on the plans.
5. Protective measures shall be undertaken to avoid contamination of the river during
any sandblasting of the swing span.
6. The design of the proposed cribbing for the Salem side of the trestle shall be
submitted to the Conservation Commission for their review and approval thirty days

The Massachusetts Bay Transportation Authority (MBTA) awarded a contract on
December 26, 1984 to J. M. Cashman, Inc. , for demolition and removal of existing
approach railroad bridge trestles to the Beverly Draw located in the Cities of
Beverly and Salem. Anticipated start of work is January 2, 1985 and completion
is February 25, 1985. The reason for this prompt action is to remove a potentially
hazardous condition in response to the attached request by the U. S. Coard Guard.
The contract includes the following specifications of interest to the Commission:
Debris and Cleanup
o The Contractor will remove all temporary structures, surplus materials and
rubbish which the Contractor may have accumulated during the progress of the
work and will leave the area in a neat, orderly and safe condition.
Access to Site
o The Contractor will make arrangements for access to the site through private
property.
Field Office
o An Engineer's Field Office will be furnished, installed and maintained at the
site.

Demolition - General
o The work consists of demolition, removal and satisfactory legal disposal of
the existing Salem (west) and Beverly (east) railroad approach trestles to
the two-track swing span bridge identified as the Beverly Draw. The west
trestle is approximately 524 feet long and is supported on timber piles.
These piles are placed in bents approximately 10.5 feet on center. Each pile
bent is capped with timbers which support stringers spanning between the bents.
Timber ties and tracks are placed directly over the stringers. The east trestle
is of similar construction and is approximately 279 feet long.
o It is the Contractor' s responsibility to avoid damage to towers, overhead
cables, and electric and telephone submarine cables in the area of the
trestle which are to remain.
Demolition - Execution
o The Contractor will remove the west trestle before starting demolition
of the east trestle.
'o Timber piles shall be cut off at mudline except in areas indicated in
the plans where piles are to be pulled. If any portion of a pile falls
within the limits shown for piles to be pulled, that pile shall be
pulled.
o The Contractor shall salvage all running rail on the east trestle and
deliver to and unload at a storage location to be designated by the
Engineer that is within one mile of the MBTA Boston Engine Terminal .
o The Contractor shall legally dispose of demolition material in an approved
dumping facility. The name and location of the site shall be furnished to
the Engineer. Delivery certificates, dated, signed by Contractor and the
disposal site manager shall be furnished to the Engineer. Some of the
demolition material may contain creosote. Cam
�o Prior to commencing work on demolition, the Contractor shall furnish,
install and maintain a boon system capable of capturing all floating debris
around the west and east trestles. The boon shall not encroach on the
navigation channel. Details of the booms and their anchorages shall be
approved by the Engineer. The boom system shall be capable of accommodating
tidal fluctuations and withstanding the force of the currents.

all remaining debris at the bottom of the river. All such debris shall

Ynt�u, that the burned portion of the trestle has been greatly weakened.
Concern has been expressed about the possibility of the trestle collapsing
during the winter months ahead.
Should the damaged portion of the trestle collapse the :BTA may be liable,
under 33 uSC 407 or 33 cSC 13'L1, for illegal discharge into navigable raters.
In addition debris from the trestle would be considered a hazard to -
navigation.
Therefore, we urge the MBTA to avoid the possibility of a collapse, by
removing the damaged trestle from the waterway, as soon as possible.

ADDITIONAL COMMENTS
The Beverly Draw is part of a vital passenger rail connection which for over a
century has made commuting possible between Boston and the North Shore. The
absence of the bridge, due to a fire in 1984, not only delays and inconveniences
thousands daily but entails considerable expense to the MBTA in providing
bus service north of Salem. MAPC recognizes the importance of rebuilding
the bridge and restoring commuter rail service at the earliest possible time.
While we support this project, we feel the following information is important
to assuring that environmental damage to the Danvers River and surrounding area
be minimized:
o Concerning construction in the 100-year floodplain, what is the
increase in encroachment due to the proposed work? What will be
the impacts as a result of this increase?
o More detailed information concerning fish and shellfish in the site
vicinity. Construction should be performed during periods of low
biological activity.
o The proponent should include proposed construction methods to avoid
or eliminate any spills or deposition of materials into the river
during the construction phase.

Condition be declared at the site of the Beverly Drawbridge located in
Beverly and Salem. This structure was severely damaged as a result of a
fire on November 16, 1984.
The MBTA plans to remove the remaining parts of the structure to eliminate
a dangerous condition and a navigation hazard which exists as a result of the
fire. The proposed action is to allow the demolition and removal of the wood
pilings and remaining trestle. The demolition debris will be disposed of at
an approved disposal site. We are planning to commence this demolition and
removal work in early January, 1985.
Further, we are preparing an Environmental Notification Form for the
reconstruction and repair of the drawbridge and approach trestles for sub-
mittal to the Executive Office of Environmental Affairs through the Executive
Office of Transportation and Construction.
Also, Notices of Intent for the reconstruction work are being prepared
and will be submitted soon to both the Salem and Beverly Conservation Commissions
and the Massachusetts Department of Environmental Quality Engineering.
The U. S. Coast Guard and the Army Corps of Engineers have been contacted
and do not require permits for the proposed reconstruction work.
We will appreciate an early response to our request for the Emergency
Condition, so that we may commence demolition and clearance of the site as
soon as possible.

The MBTA is undertaking preliminary investigations regarding the design for the recon-
struction and repair of the railroad bridge over the Danvers River between Salem :
and Beverly known as the Beverly Draw. The southerly trestle (Salem side) was
destroyed and the swing span was damaged by a fire on November 16, 1984. The
northerly trestle (Beverly side) was not damaged. The damage has seriously dis-
rupted commuter rail service on the eastern route main line, inconveniencing
approximately 5,000 passengers daily.
The destroyed southerly trestle extends northerly approximately 527 feet into
the Danvers River between a narrow peninsula supporting the rail bed on the Salem
side to the swing span. The fire severely damaged many of the exposed portions
of the piles and all of the deck, some portions of which have collapsed and
_ fallen into the river.
The Beverly draw consists of a 100-foot long, two-track swing bridge structure.
There is a 40-foot channel on either side of the pivot pier. The fire damaged
the swing span before it was opened. Approximately 20 feet of ties and walkway,
and the timber access walk below the wedge drive machinery on the Salem end were
burned. The fire caused about 16 feet of each of the four girder webs to buckle
and the rails may be distorted. Also, the fire destroyed all of the power lines,
junction box and submarine cables on the Salem approach and the navigation lights
on the swing span. Work anticipated includes repair, cleaning, painting or

replacement of damaged items.
While the 280-foot long Beverly trestle was not damaged by the fire, it may
be replaced with a concrete deck and piers to provide a new fireproof structure
and take advantage of the interruption in train service to reconstruct the
trestle while other repairs and reconstructions are being made.
The elevation of the Salem abutment will be raised approximately two feet to
accommodate the proposed concrete deck, which has a depth of structure of
five feet in comparison to the wooden deck of two feet, nine- inches. Accordingly,
the elevation of the railbed on the causway will have to be raised to meet the
new Salem abutment, and tapered down for a distance of approximately 500 feet
southward to meet the existing grade of the railbed.
The elevations of the Beverly abutment and railbed are adequate to accommodate the
new structure.

CONSERVATION COMMISSION
Will give a public hearing under the Wetlands Protection Act, Massachusetts General
Laws, Chap. 131, Section 40, at the request of the Massachusetts Bay Transportation
Authority. The purpose of the public hearing is to explore the effects of the
demolition of the present fire-damaged Beverly-Salem railroad bridge and the
subsequent repair and reconstruction of said bridge. The hearing will be held on
Thursday, January 10, 1985, at 7:30 p.m. , One Salem Green second floor conference
room.

The ends of both the Northern Trestle (Beverly side) and the
Southern Trestle (Salem side) are supported on abutments on
land within 100 feet on the Danvers River. The land contains
no vegetation. Reconstruction plans call for repair of the
existing abutment in Beverly with no change in elevation and
construction of a new abutment in Salem with an approximate
2 foot increase if: elevation, sloping to the existing eleva-
tion about 500 feet south of the abutment.

According to the Flood Insurance Rate Map, effective 3/15/77,
the edges of the Salem railbed causeway are in the area of
- the 100-year flood (zone A3, EL 11' MSL) . The railbed and
the Salem abutment will be raised (see above description
under Buffer Zone) and are not expected to significantly
affect the flood area. The Beverly abutment is in the area
of the 100-year flood (Zone A) and will be repaired. No
additional displacement of flood storage capacity is
expected.

Bank Shell
The Beverly abutment, including wingwalls, is constructed
of granite. At lowtide, the land at the abutment's base
is exposed. The Salem abutment is on top of the railroad
causeway, supported by rip rap. The Beverly abutment will
be repaired, in kiwi, while the Salem abutment will be
reconstructed as described under "Buffer Zone." No long-
term, significant impacts are emoted to occur to these
resource areas. Sane terporary impacts may be expected
during construction, but none significant.

necessary:
(a) all measures and designs to regulate work within the Buffer Zone so as to insure that said work does
not alter an area specified in Part I,Section 10.02(1)(a) of these regulations;or

the performance standards established for the adjacent resource area specified in Part II or
Part III of these regulations.

Approximately 265 of the 882 friction timber piles
supporting the Salem and Beverly trestles will be removed
for construction of concrete batter piles to support the
concrete deck. This process involves extracting the
piles which are driven into the river bottom. The
remainder of the piles will be cut bff at the mudline.
This work will disturb fish and benthos which are expected
to temporarily move away from the activity. No signifi-
cant impacts are expected to the river bottom, water
quality, or ecology.

BEVERLY RAILROAD NARRATIVE DRAW BRIDGE RECONSTRUCTION
LOCATION
The project is located in Salem and Beverly over the Danvers River directly west of the
Rt. IA Highway Bridge. See Figure I showing general location on U.S. G.S Base Map and
Figure 2 showing site plan.
PART II SITE DESCRIPTION
NATURAL FEATURES _
Figure 2 shows the resource areas within which work is proposed.
o Buffer Zone. Portions of the work are located within I00 feet of the north and
south banks of the Danvers River.
a Land Subject to Flooding. The land portions of the project are located in Zone A
(area of 100-year flood) as designated under the National Flood Insurance Program
by the Federal Emergency Management Agency.
o Beach and Bank. The Salem side railroad causeway is supported by rip-rap and is
affected by wave and tidal action of the Danvers River. The Beverly abutment is
built of granite block on the beach/bank of the Danvers River.
o Land under the Ocean. The piles supporting the trestle and the draw bridge are
driven into the bottom of the Danvers River.
MANMADE FEATURES
Figure 2 shows the locations of the railroad causeway, the north and south trestles, and
the fender at the swing bridge. The railroad bridge is used by the Massachusetts Bay
Transportation Authority for commuter rail service between Boston and the North Shore.
PART III WORK DESCRIPTION
I. Fire Damage
o A fire on November 16, 1984 severely damaged the south trestle on the Salem
side and the entire length of the 524-foot long wood-trestle is considered a
complete loss.
o All of the 574 timber piles supporting the south trestle have been destroyed or
severely damaged to approximately one to two feet below Mean High Water
elevation (MHW). Also, all the timber cross-brocings have been completely
destroyed to approximately one foot below MHW.
o The fire also damaged the swing span before it was opened. Approximately 16
feet of each of the four steel floor beam girders adjacent to the south trestle
are severely buckled as a result of heat exposure.
o All of the track, signal and power systems on the south trestle and adjacent
end of the swing span have been destroyed, including the submarine power
cable.
o The destroyed trestle is unstable. If subjected to snow and severe wind loads,
it is likely to collapse and fall into the river creating potential navigational
hazards. It is, therefore, prudent to remove the debris as soon as possible.
2. Reconstruction Concept
o The recommended concept includes new pile supports for the trestle. The
existing timber piles will be pulled or cut off at mudline. The new pile bents
will be located 32+ feet on centers midway between existing bents. Either
14"-square precast concrete piles or the hollow 36" diameter cylinder pile will
be suitable. The final selection of the type of pile will be determined during
final design.
o The recommended design of the trestle includes precast concrete for
structural elements. The deck consists of simple spon precast, prestressed
concrete box beams 2'-9" deep by 4'-0" wide. Tne box becros are supported by
piie caps which can be precast or cast-in-place.
o This concept requires a 2.5-foot rise in the track profile at the Salem
abutment. The track elevation at the swing span would be maintained, and the
grade to the Salem abutment changed from 0.57% to 0.14%. Approximately
515 feet of embankment west of the Salem abutment would have to be
modified to accommodate the change in grade.
o This concept is recommended because it is most economical, uses locally
available standard precast units, and requires the least overall construction.
period. It also eliminates expensive underwater construction and provides
better quality control of concrete elements.
3. Reconstruction Schedule
o Using an Accelerated Bid Process, it is possible to reconstruct the trestle and
restore rail service within 42 weeks from start of design.
4. Other Recommendations
o To avoid potential navigational hazards and also facilitate the expeditious
reconstruction of the bridge, the META plans to award an early demolition
contract for the removal of the destroyed south trestle.
o In view of the vulnerability of the existing open-deck wood-trestle on the
Beverly side to future fires, this trestle will be removed and reconstructed
with fireproof materials similar to the reconstruction of the south trestle.
o The Draw Bridge will be updated with new drive machinery and controls,
including replacement of the damaged submarine power cable.

IV. Procedure
The Planning Board shall, within 7 days after the filing of this
application, transmit one copy of said application, plans and all other
submitted information to the Inspector of Buildings, City Engineer, Board
of Health and Conservation Commission who may, at their discretion,
investigate the application and report in writing their recommendation
to the Planning Board. The Planning Board shall not take final action
on such application until it has received a report thereon from the
Inspector of Buildings, City Engineer, Board of Health and Conservation
Commission or until thirty-five (35) days have elapsed after dis-
tribution of such application without a submission of a report. The
Planning Board Shall hold a Public Hearing on said dpplication as soon
as possible after receiving the above reports, in accordance with
Chapter 40A of the Massachusetts General Laws. The Planning Board
shall notify the applicant in writing of its decision on the special
permit. The decision shall document the proposed development or use
and the grounds for granting or refusing the special permit. The

Planning Board may, as a condition of approval, require that the appli-
cant give effective notice to prospective purchasers, by signs or
by recording the special permit at the Registry of Deeds, of the wet-
land or flood hazard conditions associated with said premises and the

1984 by a fire interrupting commuter rail service between the North Shore and
Boston. While preliminary investigations regarding specific reconstruction
plans are being undertaken, the META would like to determine from you what

permits are required by the affected regulatory agencies and what specific

issues should be addressed in the applications for the permits as well as in i!
