D, Director Gulf of Maine Research Center Inc . 30 Church Street Salem , MA 01970 ( 617) 745-6618 December 6 , 1984 I INTRODUCTION This reoort has been prepared to describe the environmental impact and compliance with the Massachusetts Wetlands Protection Act ( M. G . L . 131 S . 40) of laying a submarine cable across the Danvers River on the river bottom adjacent to the Salem-Beverly Bridge . The report is divided into five sections , the first of which is the Introduction . The second section describes the cable and the procedures to be employed in laying it , while in section three , the relevant ecological features of the Danvers River are noted . The pertinent aspects of the Massachusetts Wetlands Protection Act are covered in section four and , in section five , the potential impact on the ecosystem and the wetland resource areas are listed. Section six is a summary . II DESCRIPTION Of THE CABLE AND ITS PLACEMENT The cable that is to be utilized in this crossing is a standard off- the- shelf submarine cable made " special " by the anplication of armouring. The cable will be 1300 feet long and will be placed between two cables that were lain in 1958. The cable is about 3 . 5 inches in diameter and has the capacity to carry 616 telephone p e lines . The cable is expected to last 40 years but it is likely that an alternative crossing option will be in place well before that time . The cable is very rugged , contains nine layers of protection and weighs approximately 14 lbs . per linear foot. Each conductor set is included in an individual sheath and all the individual sheaths are bundled together into another polyethylene sheath . The layers that cover this sheath are as follows : an aluminum layer ; a polyethylene sheath ; a stainless steel bond ; a polyethylene sheath ; an asphalt impregnated jute band ; a spring steel armor layer ; an asphalt impregnated jute band ; and , a spring steel armor layer. In addition , the portions of the cable that are exposed at and above the intertidal zone are covered i additional armored layers of cast iron for further protection. T. e cable interstices are filled with a jelly- like , non-toxic , ' nsert, synthetic material which functions to prevent water from ente the cable in the event of a break . In view of the heavy armoring applied , a break is extremely unlikely . The cable is placed on a reel on a small barge . At high tide , one end of the cable is attached at the Salem shore and the barge then moves along the proposed cable path (shown in figure the Beverly side of the bridge where the a to other end of the ca brought ashore . This procedure can bcable is e accomplished in a single ochcan igh tafter the cable isJontthe triverhbottom. The e actua' l lcable cwill tthen be secured at each end and the free ends spliced to the onshore cables which are placed within manholes on each side of the bridge . III RELEVANT ECOLOGICAL FEATURES OF THE DANVERS RIVER Since the cable will not leak and is made of non-toxic , non- corrosive material and will sink into the soft layers of the river bottom , only the benthic community of the river should need be considered . Dominant intertidal and subtidal algae within the cable area include Ascophyllum nodosum, Fucus vesiculosis , Laminaria agardhii and Ulva lectuca . The epibenthic farina consisted of extensive beds of rousse s ) •,edulis(M tilus periwinkles (Littorina littorea ) ; barnacles (Balanus balanoides ) and an occasional sea urchin Stron locentrotus sI Within the substrate are populations of soft shelled clam Mia arenaria ) and clam worms (Nereis virens ) . The substrate is sandy at the upper intertidal zone and becomes softer , siltier in the lower intertidal -subtidal zone . Although the clam flats are now closed to harvesting because of the possi - bility of contamination , the area is well - flushed and no obvious point source discharges are evident in the immediate vicinity of the cable crossing . IV MFlS SACHUSETTS WETLANDS PROTECTION ACT REGULATIONS FOR COASTAL WETLANDS The Massachusetts Coastal Wetlands Regulations are being revised at this time but , for now , the Regulations in 310CMR10. 00 apply. The wetland " resource areas" involved in the cable crossing and the interests which are protected in each resource area are as shown in Table 1 . Table 1 . G . L . 131 S . 40 . ) Regulations ( 310CMR10. 00) are protected . V POTENTIAL IMPACTS TO THE ECOSYSTEM AND WETLAND RESOURCE AREAS In placing the submarine cable on the river bottom there would be a minor , temporary disturbance to the benthic community . The cable will immediately sink into the soft river bottom sediments and will remain covered . Within a matter of hours after laying the cable , conditions in and on the sediments and throughout the water . column should return to normal . Positioning equipment will be utilized to guide the barge in placing the cable to minimize the necessity of subsequent movement and the resulting disturbance to the benthos . The proposed activity will not alter bottom topography , and will have no effect on water circulation , distribution of sediment grain size , water quality and finfish habitat . The new cable , like the two which are already in place , will not effect the relief and elevation of the tidal flats . No additional erosion should result from the placement of the armored telephone cable . In summary , in carrying out the project as described , the interests which are defined in the Massachusetts Wetlands Protection Act for activities within : Land under the Ocean ; a Coastal Beach ; Land Containing Shellfish ; and , Coastal Banks ; namely , Storm Damage Prevention ; Flood Control ; and , Protection of Marine Fisheries ; will be protected. VI SUMMARY The applicant has selected a cable design and planned an installation procedure which will ensure that the marine biota in the vicinity of the cable and the interests that are defined z in the Massachusetts Wetlands Protection Act will be protected. I therefore request that you approve this application and provide an appropriate order of conditions for the project .
