The edge of the parking lot will be bermed to conduct water to the corner. The wetland boundary and buffer zone, as well as the area disturbed to this date, have been located and established by field survey and are shown on the revised plan. The attached runoff calculations show a minimal impact on the watershed. The proposed parking lot is adjacent to the South River Flood Control diversion dam, but the majority of the runoff will by-pass the dam and collect in the South River channel at Jefferson Avenue and Dove Avenue. The total watershed area at that point is 186 acres and runoff would be approximately 130 c.f.s. for the complete watershed. Construction of the parking lot would increase runoff from its area from 1 .6 c.f.s. to 3.6 c.f.s. as shown on the attached calculations. The edge of the parking lot will be bermed to conduct water to. the corner. The wetland boundary and buffer zone, as well as the area disturbed to this date, have been located and established by field survey and are shown on the revised plan. The attached runoff calculations show a minimal impact on the watershed. . The proposed parking lot is adjacent to the South River Flood Control diversion dam, but the majority of the runoff will by-pass the dam and collect in the South River channel at Jefferson Avenue and Dove Avenue. The total watershed area at that point is 186 acres and runoff would be approximately 130 c.f.s. for the complete watershed. Construction of the parking lot would increase runoff from its area from 1.6 c.f.s. to 3.6 c.f.s. as shown on the attached calculations. Dumont: At a recent inspection of proposed work at Salem Hospital, Conservation Commission members noted a potential wetland violation on Shaughnessey Hospital _Property. The fill and con- struction debris that was Placed on the bank leading to the South River flood control project is a potential violation of the Wetland Protection Act, Massachusetts General Laws, Chapter 131, Section 40. The South River flood control project was a federally • ,funded program. Any encroachment which would diminish the holding capacity of the project would constitute'a 'serious violation. The Conservation Commission respectfully requests that this fill be removed in an expeditious fashion and any portion of the bank be restored to its original condition. Please con- tact Susan Madison at the Planning Department with a time- table for removal of this material . The Commission hopes to resolve this situation in an amicable manner.
