All footings adjacent to the water shall have at least 3 feet of cover above the too of the footing and shall be protected from scour by riprao of a size customarily used at the location. ll .d. This decision was necessary due to the lack of information enclosed with the application . or supplied at the hearing. The information needed is: A. Final detailed engineering drawings, with cross-sections from Lafayette Street through the house and pool to the beach and from the street through the boathouse; B. The basis for selection of grade elevation adjacent to the water; C. The elevation of the 100 year water elevation. Please note that it is important for the Commission to have details of the footing of the retaining walls, the final elevations of all foundations, basement and first floors. As soon as you supply the information we will arrange the continuation of the public hearing on as early a date as possible. We have completed a frequency analysis of the maximum experienced tide levels by using an average rise in sea level of 0. 05 foot per decade prior to 1910 and 0. 10 foot per decade thereafter. The following tide level-frequency relationship com- puted in this analysis is considered applicable to Salem Harbor. Moore I measurements made in 1967 by the U.S. Coast and Geodetic Survey (now the National Ocean Survey) at a tidal benchmark located at the head of old Derby Wharf in Salem indicated that mean sea level datum (msl) was 4. 06 feet above local mean low water at that time. The hearing began at 9:08, this hearing was a continuation of the hearing held on April 6, 1976. Mr. French reviewed the Wetlands Protection Act for the benefit of those present. Construction will take place at 437 Lafayette St. Salem. Jim Ballou the architect explained various calculations : 28.47 drill hole bottom level of the house is 14:5, swimming pool at an elevation of loft. Army Corps Floodwater elevations for 500yrs.- 12.4 " O 100yrs.- 10.8 50yrs.-10. 3 10yrs.- 9.2 There was discussion between Brian French and Mr. Ballou as to the correct calculations from mean low water etc. Ther was n apparent discrepancy of a 4.4 measurement. Mrs. Moore answered no. Peter Bouley asked ifthe construction would extend onto the beach area. Mrs. Moore again answered no. Ralph Hobbs the harbormaster, clarified Peter Bouley's question and answer. Peter Bouley asked that if the project is not carried out as proposed and approved what can be; done to control it. Brian French replied that the orders of conditions. will limit the work, and if not carried out properly, an injunction can be taken out to halt construction. r James Lorenz from Sunset Rd. questioned how many house lots there actually were at the site. His answer was given that there were five proposed lots. Donald Hunt told the public present that if they saw any work being done on adjoining properties to be sure and notify us. Mr. Tim Noonan, former SRA chairmen, asked what was going to happen to the rip rap wall. Also concerned about the wall was Arthur Dunn of 438 Lafayette$t. who wanted to know if the damaged wall would be repaired. Apparently, according to Tim Hoonal, the city is responsible for maintenance of the wall. That zone approximates the 10 foot contour but also includes the area affected by wave and splash action . In reference to your property on Lafayette Street opposite Raymond Road, I checked the flood zone map against an elevation contours map. This analysis leads me to conclud that the flood zone at that location does not significantly extend above the 10 foot contour . I have consulted with the City Engineer, Anthony V. Fletcher, and he concurs with this conclusion. If your building plans include a buffer between the 10 foot contour and the base of your foundation , the Flood Insurance Study indicates that you are not likely to encounter wave or storm problems in the future. Procedure The Planning Board shall, within 7 days after the filing of this application, transmit one copy of said application, plans and all other submitted information to the Inspector of Buildings, City Engineer, Board of Health and Conservation Commission who may, at their discretion, investigate the application and report in writing their recommendation to the Planning Board. The Planning Board shall not take final action on such application until it has received a report thereon from the Inspector of Buildings, City Engineer, Board of Health and Conservation Commission or until thirty-five (35) days have elapsed after dis- tribution of such application without a submission of a report.
