of cast-in-place concrete, steel framing, and masonry block.
The purpose of the project is to house production facilities that are
presently located in two other existing structures that are in need
of extensive renovation.

USE: This new building, to be known as the Sulfonation Building, sh611
be used to house production facilities presently contained in the
existing Tobin and Sulfonation Buildings . Thus , all production
will be abandoned in those two existing buildings .
REASONS FOR CONSTRUCTION :
There are two basic reasons for construction of the new building:
1. The existing buildings cannot be economically modified to
confine both actual leakages to the adjacent river and
potential oil spills in accordance with the Federal Guidelines
for the Preparation and Implementation of a Spill Prevention K
Control and Countermeasure Plan.
2. The physical " condition of the two buildings ,is such that their
maintenance costs are escalating and becoming very expensive .
Costs for their rehabilitation exceed the cost for a new single
structure to house the processes from both.

A spinoff effect of this new facility- will be its greater efficiency
for production and its energy conservation.

OTHER RELATED ON-GOING PROJECTS FOR SALEM OIL & GREASE:
1. We are finalizing a Spill Prevention Control and Countermeasure
Plan for all areas onsite subjected to a possible "spill event" .
This includes the new building.
2 . We and Sea Plantations are developing the waste collection system
And waste treatment facility respectively for treating all
industrial wastes that are delivered to the sewer.
The waste discharges from the new building will be tied directly into
these other projects and will result in a spill-free , pollution-free
system that cannont and will not contribute pollutants to the ground;,,
and/or the adjacent North River.

WATERSHED AREA: In the 'immedrate are; a' of this `proposed construction' (South E .

flood level of elevation 11. 00 ' . See the Site Plan, L1 ;
However , within 100 feet further south, the land, risesi'
sharply out of this flood plain up to Beaver Street. The
storm runoff contributions from this land and some existing", 3 +�.
buildings thereon percolate into the sandy hillside or
follow the sloping grades of the unpaved roadway to the
North River. 'yf'
Because the new building will block the pathway of some of - p� •
the runoff, a storm drain system shall be put into the '
ground to carry storm water westerly to a manhold
approximately 110' west of the existing Finishing Building' ,
and thence northerly to the river. e ;
WATER QUALITY: Effluents from! the existing Sulfonation System are presently
traveling through the ground and through the river wall from
inside the building and from the sewer line into the river. ` .
The new building ,and its new sewer will eliminate this con-

tamination. The tightness and materials used in the new
building will eliminate future problems.
The roof dra'ins 'for storm water on the new building will be
the only direct connection to the river. There won' t be any
e r`
contaminated water in the discharge. Th South Essex Sewe
District does not want uncontaminated water dumped into their "
sewer. .
Pollutants , from this site , entering the river upstream will
be eliminatedwhen the other projects are built. 4,oll
Fresh water for fire protection and production will come
from the existing 8-inch main that is on site. See Drawing"L1?.
The construction of this building will not cause any problem
to the river.., Piles will be driven into the ground to
support the building. Concrete pile caps , at and above grade ,
will support cast-in-place concrete grade beams and floor slab
which, ,.in turn, support the rest of the building. The floor
slab, at elevation 13. 00, will be two feet higher than the
100-year flood elevation of 11. 00 feet. Only the sump tank , ,
which is a fiberglass-lined, cast-in-place concrete , totally
tight structure , and pipe tunnel -which is water tight, cast
in place concrete , will extend below flood plain to elevation
6. 0 . See Drawings A-3 , S-3 , S-.4 , and S-6 .
Therefore this new building will be a totally, non-polluting....,
structure designed to efficiently serve the Owner, Salem 011
and Grease Co.

SPECIAL PERMIT

On Thursday, June 21, 1979, the Planning Board of the City of Salem
held a public hearing regarding the application of Salem Oil & Grease
Company, for a Special Permit under Section P, Wetlands and Flood Hazard
Districts of the Salem Zoning Ordinance, with respect to the construction
of a new sulphonation building for Salem Oil & Grease Company, 60 Grove
Street, Salem, Massachusetts..
At a regularly scheduled meeting of the Planning Board on June 21, 1979,
the Board voted, by a vote of six in favor, none opposed, to approve the
application as complying with the requirements for the issuance of the permit
with the following condition:
1. The work shall be done in accordance with the site plan prepared by
Frank E. Gallagher Engineering, Inc. , 8 Marblehead St. , N. Andover,
Mass, entitled New Sulfonation Building for Salem Oil & Grease Company,
Salem, Mass. , L-1, A-1, A-2, A-3, A-4, A-5, A-6, A-7, A-8, A-9, A-10,
A-11, A-12, A-13, A-14, S-1, S-2, S-3, S-4, S-5, S-6, E-1, E-2, E-3, P-1,
H-1, H-2.
I hereby certify that a copy of this decision has been filed with the
City Clerk, and a copy is on file with the Planning Board.
This Special Permit shall not take effect until a copy of the decision
bearing the certification of the City Clerk that twenty days have elapsed and
no appeal has been filed or that if such appeal has been filed, and it has been
dismissed on denied, is recorded in the Essex County Registry of Deeds and is
indexed in the grantor index under the name of the owner of record or is recorded
and noted on the owner's certificate of title. The fee for recording or regis-
tering shall be paid by the owner or applicant. �J
