The grades as represented on the plan of reference have been established. (I am advised by my client that the valve chamber was constructed in accordance with the contract plans prepared by T.R.C. Environmental Consultants of East Hartford, Connecticut.) No construction inspection was performed by Hancock Survey. 3. A spill prevention plan is herewith submitted, in compliance with Special Condition 2. 4. Review of the plans indicates only one proposed catch basin, located along the railroad spur. This basin has not been fitted with a hood; however, the need for any discrete oil and grease separation system is questionable on the basis that the valve chamber itself is a trap. The usual application of such traps is in parking areas, where crank case oil and gasoline are the expected pollutants. No source of non- soluble pollutants exists along the spur, as the solvent house is part of an independent solvent- recovery system. 6.
