Dear Mr. St. Pierre:
This letter is being written to request a change in the classification of the above-
referenced parcel, from two-family to single-family. When we purchased the
property in June, 1997, the third floor apartment was under lease agreement with
a young, single woman. She moved out in May,2001,and since then the unit
has undergone some repairs, and is now used for office, work, and storage space
by us, the owners, who inhabit the first and second floors. To our knowledge,the third
floor has never had more than one separate entrance and egress, nor would creation of a
second entrance be practicable. It is our understanding,therefore,that under present
building codes we would not legally be able to rent the third floor as a separate unit, and
our building should be classified as a single-family dwelling.
Please advise at your earliest convenience, as the February 2nd deadline for abatement
applications is fast approaching. Thank you for your attention.

Dear Mr. Monroe,
This letter is a result of conversations with several of my neighbors
about the present use of the residence at 106 Federal Street. This house,
the former residence of Richard and Suzanne Minturn, has very recently been
sold to a party that none of the neighbors appear to know. From every
visible appearance, the new owner is an "investment" owner and has
turned the large first and second story unit of this house into a student
dormitory.
This house contains two units. One, a third floor apartment has two bedrooms,
a living room, kitchen with dining area and bath. At the present time, there
are three people occupying this space.
The major unit in the house consisting of a first and second floor contains
the following: Second floor; ythXe bedrooms and bath. First floor;
large divided living room, dining room, kitchen and bath. It is our belief
that not only are the three second floor bedrooms occupied, but that one
or more of the "living areas" have been converted to bedrooms making the
possibility of Z z ^-ms's student occupants.

It is a possibility that the new owners of this property do not understand
the zoning restrictions in our area which according to your office, indicate
that in one given unit, no more than 3 un-related persons may live. Since
"students will be students", so to speak, and since this is a situation
involving an absentee landlord, there is no mature adult on the premises
to control the night-time activities of this number of students. Last
night, for example, until approximately 3:00 o'clock a.m. , there was loud
partying accompanied by shouting, arguments, obscenities, door slamming, .
young males and females entering and leaving noisily and automobiles
leaving and entering the area noisily.
It would be greatly appreciated, therefore, if you would please conduct
an investigation of these conditions at 106 Federal Street to clarify
whether or not our suspicions are accurate. If the number of occupants in
the downstairs unit do not exceed the limit established by the zoning regulations
then this matter of rowdiness needs to be turned over to the police.
The infringement on the zoning regulation is only one issue. The other issue
involves the fact that the student population has also brought into our area
a number of automobiles; at least three that I am reasonably sure of and
possibly more belong to the students living in the downstairs unit. With
the automobile that belongs to the third floor unit, this is a total of
at least four, none of which have parking stickers. This, of course, is
a separate issue, but comes about as a result of the fact that there are
too many occupants in that house.
We are understandably very concerned about this situation and we ask that
you do everything that you can do resolve it. We are, very much interested
in maintaining the "neighborhood" atmosphere of our area and this is not
possible if real estate investors are allowed to come into the area and
turn family homes into "dormitory tenements". Our very basic quality of
life is being threatened by such people and we need to ask for your immediate
intervention.

home telephone is 741-0511 (after 6:00 pm ) . I am sharing this letter with
concerned neighbors and I think I speak for them when I say that we would
appreciate, too, a response to this request so that we will know what the
