2025-09-10 SRA Meeting Agenda City Hall Annex • 98 Washington Street • Salem, Massachusetts 01970 • (978) 619-5685 Salem Redevelopment Authority Meeting Agenda Wednesday, September 10, 2025, 6:00 pm Important Announcement In accordance with Section 30A of Chapter 20 of the Acts of 2021, as amended by Section 40 of Chapter 2 of the Acts of 2023, and further amended by Section 1 of Chapter 2 of the Acts of 2025, this meeting of the Salem Redevelopment Authority will be conducted via hybrid participation. Specific information and the general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found below. In-Person Participation Instructions Arrive at City Hall Annex, 98 Washington Street, Salem. Enter the front doors and walk straight ahead to the First Floor Large Conference Room. Remote Participation Instructions Public participation for the Salem Redevelopment Authority meeting scheduled for Wednesday, September 10, 2025, at 6:00pm will be conducted via a free remote participation platform called Zoom. The City of Salem strongly encourages any parties who wish to participate in this meeting to download and familiarize themselves with Zoom prior to the meeting. When the time comes, the Authority Chair or Staff Member will announce that the floor is now open for public comment. If accessing the meeting using a computer or other smart device and you wish to make a comment, please utilize the “Raise Hand” feature that can be found next to your name on the screen and ‘raise your hand’ then wait to be called upon for comment. Please make sure to remember to turn your microphone on and unmute yourself before raising your hand. REGULAR MEETING Roll Call Executive Director’s Report Projects in the Urban Renewal Area 1. Lappin Park: a. Request from Flying Saucer to set up a tent on weekends in October 2025 (including the Halloween weekend that extends to November 1st and 2nd) and the October 13, 2025, holiday for the purpose of selling food and non-alcoholic beverage items from their menu. b. Request from James Rogers in collaboration with the owners of Gulu Gulu Café, to host Art in the Park, a Salem 400+ community event in Lappin Park on Saturday, April 18, 2026, with a rain date of Saturday, April 25, 2026. 2. 128 Washington Street: Small Project Review – Review of DRB Recommendation on proposed façade painting for Ba Banh Mi. 3. 216 Essex Street: Small Project Review – Review of DRB Recommendation on the proposal to modify the façade to facilitate the change in use from offices to hotel, including new doors, new trim paint, and new light fixtures. The use of public land adjacent to the property will be considered at a later date via a separate permit application. 4. 311 Derby Street: a. Extension of Premise for Outdoor Dining – Review of DRB Recommendation on the proposal from The Goat for outdoor dining on both the privately-owned front and rear patios. b. Small Project Review – Review of proposal and DRB Recommendation for the façade modifications. 5. 301 Essex Street: Schematic Design Review – Review of DRB Recommendation on the interior building layout and functionality.
