RE: 13 Arthur Street—Carriage House Conversion
To the City of Salem Building Department,
As discussed and agreed with the City of Salem Building Department,a secondary means of egress
must be added to the Carriage House project at 13 Arthur Street in order to receive a permanent
Certificate of Occupancy.
The placement of the egress has been determined to be on the back side of the structure directly on
the property line.Therefore, the abutting neighbors,Robert and Doris Levasseur at 22 Read Street,
needed to be informed and consent to an easement that would protect against obstruction to the
emergency door now or in the future.
The easement was drafted by attorney George W.Atkins at Ronan,Segal&Harrington, signed by
both property owners, and notarized as of February 9, 2019.The easement will be filed with the
Essex County Registry of Deeds by February 13,2019.
Attached are copies of the easement and receipt for the new egress door purchased on February 11,
2019.
The egress door will be installed within 60 days or no later than April 13,2019 to satisfy the
requirements of the Building Department.
