start to finish. It is my professional opinion that Unit #7
was constructed in accordance with the current Massachusetts
State Building Code and in compliance with my best

I am the Architect of Record for the above-noted project. With the assistance
of my staff and consulting structural engineer, Colin G. Simson, P.E., I directly
supervised the preparation of design plans and construction documents for
The Cogswell Condominium, in addition, we observed the construction in
progress at regular periodic intervals, from July 1987 through January 1988,
This letter is to certify that we made our final inspection of Unit No. 7 of the
above-referenced project upon the substantial completion of its construction.
It is my professional opinion that Unit No. 7 was built in accordance with our
construction documents. Moreover, I find that the unit was constructed in
accordance with the current Mass. State Building Code and in compliance
with our best understanding of the requirements of the City of Salem.
