Re : permit application for Bakers Island
Dear Mr. Ratner,
Sorry for the delay getting back to you. We have not had a building permit for a new structure on
Bakers Island in the 20 years I have worked for the City. At this time your permit is declined.
#1 -The first issue is the incomplete routing slip attached to your application. All new structures
must have a complete routing slip with either Department approvals or a sign off that that an
approval is not needed. Each department will inform you of their requirements.
#2 Building Code. Massachusetts enforces the ninth edition of the Massachusetts State Building
Code which consists currently of the 2015 ICC codes with Massachusetts amendment's. You
cannot pick another code to construct your building. I could not find an exception in the State
Code for Hunting camps. I also, cannot choose to not enforce the building code. If you want to re
submit your project and have it comply with the State Building code, I would be happy to review
any new submittals. If you wish to appeal my decision or if you want to apply for a waiver from
a code section, you must file an Appeal with the Building Code appeals Board in Boston
#3Plumbing devices. I believe that the Health Department must rule on your proposal for the
electric toilet. Unfortunately, Our Health Director is not available until after the tenth of this
month. His name is Larry Ramdin, and I have forwarded him a copy of your application in its

There are other issues, such as zoning, that I need to resolve and I am working on some of those.
The reason I need to refuse your permit is that State statutes require me to either approve or
disapprove a permit with cause within 30 days of submittal.
I will try to address your concerns as they are raised.
