342 Highland Ave Pre Construction Review PackageDesign Review Board Recommendation 342 Highland Avenue Pre-Construction Review of Entrance Corridor Project Meeting Date: August 27, 2025 Members Present: Paul Durand, Chair, Kate Martin, Catherine Miller, Elizabeth Murray, Marc Perras Members Absent: Leeann Leftwich, Sarah Tarbet At a regular meeting of the Design Review Board (DRB), upon a motion duly made and seconded, it was unanimously voted to recommend design approval to the City Planner of the pre-construction documents of the A.L. Prime gas/service station and associated site improvements. Referenced Plans and Documents 1.Document titled ‘Narrative and List of Plan Changes for DRB’ dated August 6, 2025. 2.Set of plans with red pen revisions titled ‘New Gas Station and C-Store A.L. Prime #161’, prepared by A.L. Prime Energy Consultant, Inc., 18 Lark Avenue, Saugus, MA 01906 and Derby Square Architects, 11 Derby Square STE 4, Salem, MA 01970, dated 7/18/24. Design Recommendations Overall, the DRB found that the proposed changes to the project are minimal and align with guidance from the Planning Board and MA DOT. The proposed changes also account for architectural revisions, which were conducted by Derby Square Architects. The Board recognized that the changes were captured in a clear and comprehensive way, with red markings on the revised plans, a narrative and list of changes, and a presentation of the revised plans side by side with the previously reviewed plans. Upon discussion and deliberation, the Board offers the following recommendations for the City Planner’s consideration: •Minimal Changes: The Board recognized that the proposed changes from their previous review are minimal and align with direction from the Planning Board and MA DOT. Additionally, the changes encompass refinements from an architect. •Architectural Revisions: The architectural revisions substituted previous plans and offer more detail. The substitutions are outlined in the narrative and list of plan changes. A set of the plans submitted for permitting has been also submitted with red markup highlighting all of the specific plan revisions. This document provides a listing of those changes. All sheets in the permit set are commented on below. General – The general site layout, building footprint and elevations, driveway locations, grading, lighting, parking, and signage have not changed. New plan sheets have been added or substituted to provide architect and structural engineer stamped plans detailing the building and MA DOT plans required for the permitting of the abandoned utility disconnects and new driveway on Highland Avenue.
