The Design Review Board (DRB) reviewed revision drawings and the proposed materials for the project
at 266 Canal Street at its March 26, 2025, meeting. Board members reviewed the design revision plans for
the project in accordance with the regulations of the Entrance Corridor Overlay District and compared
them to the previously reviewed elevation plans. During this review, as was the case throughout the
previous design review process, the applicant, represented by Icon Architecture and Halvorson Tighe &
Bond Studio, was professional, respectful, open to questions, and amenable to altering the design to meet
Board concerns. The design revisions, its materiality, and site elements together create a cohesive project
that continues to be an appropriate addition to Canal Street.

DRB Review: During this review the DRB focused particular attention on the materiality, size and
colors of the proposed louvers, and panels on the building facade along with close attention to the site
elements, and accessibility experience users will have when they occupy the landscape amenity area.
The board appreciated the close attention to detail, thoughtful revisions and time taken to present the
revisions.
DRB Findings
• Board members found that the proposed architectural changes accounted for the building
systems, structural realities, component alignment, material colors and material availability.
• Board members found that the proposed landscape changes accounted for more accessibility and
less hardscape which makes the space more occupiable and hospitable.
DRB Recommendation: The Board voted unanimously to recommend approval of the proposed changes
with the following recommendations for your consideration:

1. Louver Color: The renderings show the louvers as a darker color than the building CMU. The
Board approves of the louvers that will be color matched to the CMU color.
2. Sunken Amphitheater Surface: The Board approves of the planned accessible stabilized stone
dust for the sunken amphitheater surface. The Board would like to see the paver stone design
elements flush with the stabilized stone dust surface to ensure accessibility.

The applicant, “The Residences on Canal Street, LLP”, hereby submits the following plan changes to the
Planning Department in consideration of administrative approval or permit amendment an existing Planned
Unit Development Special Permit, Flood Hazard Overlay District Special Permit, Stormwater Management
Permit, Entrance Corridor Overlay District, and Site Plan Review decision originally dated July 27, 2023.
These revisions are being submitted to the Salem Planning and Community Development Department per
section #3 of the Amended PUD decision dated February 16, 2024.
For reference, the property was originally entitled under parcels: 266 Canal Street (Map 32, 0038), 282
Canal Street (Map 32, Lot 0037), 286 Canal Street (Map 32, Lot 0036), 282 Rear Canal Street (Map 23, Lot
0144), and 2 Kimball Road (Map 32, Lot 0102) in the RC, B2, and I Zoning Districts for Site Plan Review in
accordance with the following sections of the Salem Zoning Ordinance: Section 9.5 Site Plan Review, 7.3
Planned Unit Development Special Permit, 8.2 Entrance Corridor Overlay District, and Section 8.1 Flood
Hazard Overlay District Special Permit and Section 37 of the Salem Code of Ordinances, Stormwater
Management Permit.
SITE PLAN LAYOUT REVSIONS
1. Building 1
o Shifted HC spaces into the site by 9ft+/- to achieve the min/max slopes resulting in raising
the grade at the building +2” to +5” to ensure the lowest adjacent grade is elevation 10.0.
Raise associated catch basin rims.
o Reduced steps to the front door to 2x 6.5” steps.
2. Building 5 – northern parking lot at garage entrance, adjust grading to achieve HC EV parking space,
prior approved plan was not HC and not EV parking here.
3. Updated plans to reflect required National Grid electrical infrastructure including transformers and
additional switchgear.
4. Identify EV parking spaces at surface parking, see notes.
5. No proposed changes alter the stormwater calculations and compliance.
6. Kimball Road improvement revisions
7. Parking count reduced from 306 to 305, overall, reduced as a result of required National Grid
switchgear.
LANDSCAPE REVISIONS
1. Revisions to the sunken “amphitheater” amenity program space located between Buildings 3(C)
and 5(E)
2. Requesting change of “woonerf’ unit pavers to stamped bituminous concrete paving with color
finish. Since the original entitlements, we have learned that unit pavers will not hold up well with
snow plows and winter heaving which will cost thousands of dollars seasonally to repair. The
stamped concrete paving is far more durable, is plow-friendly, and will look better for longer with
almost no discernable difference in overall appearance and effect.
3. Added gate and concrete sidewalk to rear of trash enclosure
4. Plans show accurately the retaining wall and fence at sidewalk connecting Building 3(C) to trash
enclosure.
ARCHITECTURAL REVISIONS
1. Buildings 1-5 – general window, louver, door and sconce light revisions.
2. Buildings 2-5 - revised panel reveals and detailing on tall tower elements (no change of material or
color)
3. Building 2 revised railing profile for roof deck railing
4. Building 1 revised lease office north corner canopy overhand due to structural issues
5. Slide Canal St public art south a few feet to align with windows above.

Dear Members of the Board:
On behalf of The Residences on Canal Street, LLP, the Applicant, The Morin-Cameron Group, Inc. has
prepared plan modifications associated with the construction phase of the project and various
regulatory compliance matters regarding EV charging, handicap access and electrical requirements on
the plans revised through February 4, 2025.
The changes are de minimis and do not impact the stormwater management design revised the January
9, 2024, or supplemental information submitted to the Salem Engineering Department as part of the
building permit and drainage alteration permit. The changes also do not require changes to the
Environmental Impact Report dated December 22, 2022, due their de minimis nature.
