SALEM HISTORICAL COMMISSION PRACTICE REGARDING
ALTERNATIVE MATERIALS FOR WOOD GUTTER REPLACEMENT
In recognition of the accelerated deterioration of modern wood gutters as well as the increased
intensity of rainfall due to a changing climate, the Salem Historical Commission has established new
guidance on the use of alternative materials for wood gutter replacements in historic districts. As stated
in the Commission’s recently revised Design Guidelines:
Depending on the level of deterioration (of wood gutters), it may be appropriate to replace wood
gutters with metal or fiberglass gutters that mimic the original design but have increased
capacity and longevity.
Previously, the Commission approved the use of wood gutters under a Certificate of Non-Applicability.
As climate impacts and industry practices change, the Commission will now approve* certain alternative
materials for gutter replacement under a minor change category with the following conditions:
• Building currently has wood or modern aluminum K style gutters. Replacement of existing copper
gutters or installation of new gutters on buildings that do not currently have gutters will require
full review at a public hearing and will not be considered under a minor change category;
• Gutter replacement will not change or remove existing cornice details or other architectural trim.
*The Commission will review each application on a case by case basis and may find that some proposed
gutter replacements are not appropriate for a particular architectural style and/or roof condition.
Proposed gutter replacement must meet the following guidelines:
1) New gutter replicates profile of traditional wood gutter and replicates mitered corners and
cornice returns if present;
2) Gutter to be made of fiberglass or Duragutter (heavy gauge extruded aluminum);
3) Gutter to be brush-painted to match underlying house cornice color;
4) Existing cornice trim details to be retained intact and not covered;
5) Existing downspouts to be remain as existing or replaced inkind.
Owners of designated properties in Salem may apply for replacement of gutters with an alternative
material that meets the above criteria through a Certificate of Appropriateness under the category of
“minor change”. After determining that the proposed gutter complies with the standards established by
the Commission and that the installation will not remove or damage historic cornice details, the
Commission will dispense with a public hearing after owners of all adjoining properties are notified and
no objections are received.
