Dear Ms. Moore:
Pursuant to 310 CMR 40.1403 of the Massachusetts Contingency Plan(MCP),the following
serves as written notification of the submittal of a Permanent Solution with No Conditions
Statement. This submittal is regarding a release of non-polychlorinated biphenyl(non-PCB)
mineral oil dielectric fluid(MODF)from a three-phase pole-mounted transformer bank at the
above-referenced location. This letter follows notification to the Massachusetts Department
of Environmental Protection(MassDEP)on October 3,2025. The MassDEP assigned
Release Tracking Number(RTN)3-52544 to this release condition. The Permanent Solution
with No Conditions Statement was submitted to the MassDEP on or about December 2, 2025,
and a copy of the above-referenced report is available for viewing at the MassDEP. A copy
of this report may also be obtained by contacting the undersigned in writing. A copy of the
Release Notification Form(BWSC-103)is included with this notice.
Information related to this Disposal Site is also available in files at the MassDEP and online

information about the public involvement regulations that require this notice and a
description of such public involvement activities available under the MCP, see

provisions of 310 CMR 40.0000,no ongoing activities related to this release are required at
this time, a condition of"No Significant Risk"currently exists at the Disposal Site,and the
criteria for a Permanent Solution with No Conditions have been met. This submittal is being
made on behalf of the Massachusetts Electric Company,the party conducting response
actions regarding this release.
