At your request the Board of Health invites you to the next Board of Health meeting to be heard
relative to your request for a hearing on the order issued to you dated June 11, 2025, regarding the
fines for operating a short-term rental at your property located at 275-281 Essex Street#303, Salem.
The meeting is scheduled for Tuesday, July 15, 2025 @ 7:00 p.m. The meeting will be held at City
Hall Annex, 98'Washington Street, in the first floor large conference room.
At said meeting, you will be given an opportunity to be heard relative to your issues and concerns
regarding the order issued for the short-term rental at your property located at 11 Northey Street. You
have the right to be represented by legal counsel. All opposing parties also have the right to be
present and to be represented by legal counsel.

Dear Sir/Madam:
On November 15, 2024, the City of Salem Board of Health subpoenaed booking records from the short-
term rental platform Airbnb. These records indicated that you offered the above referenced property for
stays on this platform thirty two times in 2024.
These bookings are in violation of City of Salem Code of Ordinances, Sec.2-705, Certificate of
fitness of rented dwelling unit, apartment, or tenement,¶(3) Short-term rentals.
This is a total of 32 bookings in 2024 in violation of city ordinance. Therefore,you are hereby
ordered to pay a fine of$9,600.00 for these bookings.
Furthermore,you are hereby ordered to cease and desist operation of this illegal short-term
rental.
Failure to comply with this order will result in further enforcement action including court action
being sought against you.
Should you be aggrieved by this Order, you have the right to request a hearing before the Board of
Health. A request for such a hearing must be received in writing in this office of the Board of Health
within seven (7) days of receipt of this Order. At said hearing, you will be given the opportunity to be
heard and to present witness and documentary evidence as to why this Order should be modified or
withdrawn. You may be represented by an attorney. Please also be informed that you have the right to
inspect and obtain copies of all relevant inspection or investigation reports, orders, and other
documentary information in the possession of this Board, and that any adverse party has the right to be
present at the hearing.

I just returned from burying my father to have received this letter from the Board of Health in regards
to fines for short term rentals in 2024 at 275-281 Essex Street #303. 1 am sending this (see attached)
as well and have sent a hard copy overnight via UPS Tracking #1Z21X66Y2418679514 to be
delivered to your office (Board of Health/David Greenbaum) tomorrow 6/18/25 at approximately
10:30am.
I am requesting a hearing before the Board of Health in regards to these fines.
