Dear Ms.Moore:
Pursuant to 310 CMR 40.1403(3)of the Massachusetts Contingency Plan(MCP),the following
serves as written notification of the implementation of Release Abatement Measure(RAM)
Activities at the Salem Harbor No.45 Substation,located at 24 Fort Avenue in Salem,
Massachusetts,hereinafter,the"Site." RAM activities are being initiated to facilitate proposed
construction activities associated with electrical equipment upgrades at the Site and to address
concentrations of total petroleum hydrocarbons(TPH),polychlorinated biphenyls(PCBs),and
lead identified in soil at the Site. This letter follows notification to the Massachusetts Department
of Environmental Protection-Northeast Regional Office(MassDEP-NERD)on October 10,
2025;Release Tracking Number 3-52582 was assigned to this Disposal Site. Please note that this
notice is being provided to inform you of these events. No action is being asked of you in
response to this notice.
The focus of the proposed RAM is the removal and proper off-Site recycling/disposal of impacted
soil. To accomplish this goal,Coneco will direct the performance of soil removal activities and
the assessment of post-excavation conditions at the Site. It is estimated that the proposed RAM
will include the excavation and proper off-Site disposal of approximately 2,000 cubic yards
(approximately 3,000 tons)of soil and will take approximately one to two years to complete. The
response actions detailed in this notice are being conducted by New England Power Company. If
