In reference to your letter of October 3 , 1980, concern-
ing certificate of occupancy for subject building, I have
consulted with Victor Frasca, Mass. Bureau of Building Construc-
tion who is the Project Engineer for this building and he
assures me that all items required by your department and the
Fire Dept. are presently being installed and will be completed
as soon as possible .
Please be assured that the County of Essex will cooperate
with all public safety agencies in every way but, although the
County will be the eventual owner of this property, all details
of the construction are under the control of the Bureau of
Building Construction.

Gentlemen:
This is to advise you that to date no certificate of occupancy
has been issued for the new Registry of Deeds Annex. Occupancy of a
building without a -certificate is a violation of Section 119.1 of the
Massachusetts State Building Code.
In accordance with said Section, a certificate cannot be given
until all the work for which a permit has been issued is completed.
Enclosed is a letter from the Salem Fire Department outlining
work yet to be accomplished. The fire doors between the existing
Registry Building and new addition are not installed. At our last
inspection._not- all-_emergency_lights were working. These items must
be completed before a Certificate will be issued.
Continued occupancy of the structure is considered a violation
under Section 121.0 of the Building Code. Notice is hereby given that
you have fourteen (14) days in which to complete the work otherwise a
complaint shall be filed in the District Court.
I also wish to advise that no motor vehicles will be allowed
in the garage (G101) , The removable cover which provides access to the
boiler room is not water (or liquid) tight. The danger of gasoline
dropping into the boiler is too great for occupancy by motor vehicles.

An inspection of the fire alarm system newly installed at the
Essex County Buildings, was conducted this date.
The system tested provides service as follows:
The new master fire alarm box has been installed on the Commissioners
bldg. on the Federal St. side. Not tested.
1. It shall be noted that no code wheel has been provided, and no
test has been made through to the Salem Fire Alarm Office. Therefor,
this system is not connected to transmit alarms as of this date.
The new Fire Alarm Annunciator has been installed adjacent to the
Master Fire Alarm Box, on the Commissioners Bldg. Federal St. side.
The annunciator designations do not agree with the legend as shown
on the plans submitted and approved, (Page E-19) with the initialed
changes in legend. These changes were initialed by John Bresnahan of
Lev Zetlan Associates Inc. and apparently did not get to the electrical
contractor. The floor designations should read for better information,
"Registry Annex" then:lst Level, 2nd Level, 3rd Level, 4th Level
eleminating the use of "intermediate" on all designations. All other
designations should be started with "Registry Annex" with the current
ijesignated areas as shown. However, the duct work on the upper level
will require a separate zone, as thiese ducts cannot be placed on the
same zone as the top floor, because of probable increased activity by
duct unit devices. This should read, "Registry Annex" Smoke Damper Units.
All units tested satisfactory through to the existing annunciator.
Tested electrically the water flow switch on the fire supply line and
found this satisfactory. This will be tested with a flow when the
standpipe and sprinklers are tested.
The Fire Alarm Panel, located in the basement of the Commissioner' s
Building was tested also, No test could be conducted on the storage
batteries as they were not charged. No D. C. test conducted.
Arrangements shall be made with Mr. John Condon for a firefighters
silence alarm switch, for silencing of the alarm system . This key
shall be given to the fire department only.
Upon inspection it was found that three "Hev-E-Oil" fuel oil burner
units were installed recently in the boiler room, without obtaining
a permit to install same and filing a Certificate of Completion -with
this office. The County shall arrange to have these permits taken out.

It shall be noted therefore that the fire alarm system has been mostly
tested and approved, with furthur tests required as noted above.
It shall be noted. that the sprinkler & standpipe system, dry pipe system
etc. has the Fire Dept. Connection installed below the O. S.& Y. Valve.
this will changed before a test can be conducted on the systems.
Oil Burner permits shall be filed.
This testing applies to the portion of the work on the Registry of
Deeds Annex only. Other fire alarm work and aalterations as shown
on original plans has not been started.
Certificate of occupancy will not be signed until all work has been tested
and approved to our satisfaction,
It is also to be noted at this time that a conference has been held
regarding the oil burner work at the First District Court, Washington St. ,
with Certificates of Completion to be filed for the four burners, and
an inspection made. Then the Certificate of Occupancy will be signed.
