This application is being submitted to seek a special permit to allow for the
replacement and reconfiguration of the existing roof, which was extensively damaged
in a prior fire and is beyond repair. The proposed work includes the full removal and
reconstruction of the roof, along with the addition of an attic space within the existing
structure.
The project will not increase the height or footprint of the home, but will add interior
living space, which is considered an expansion of use under current zoning. The
design of the new roof has been carefully planned to better reflect the architectural
character of neighboring homes, ensuring that the property remains consistent with the
look and feel of the surrounding area.
Approval for the roof replacement has already been obtained from the Salem Historical
Commission, confirming that the work respects the historical context of the property.
The goal is to restore and enhance the home in a way that improves its condition while
maintaining the integrity of the neighborhood.

constructed as per the plans submitted, as the enforcement of said Zoning By-Laws would involve practical difficulty or unnecessary
hardship to the Undersigned and relief may be granted without substantially derogating from the intent and purpose of the Zoning
Ordinance.
Statement of Hardship (for Variances):
Statement of Grounds (for Special Permits):
The proposed work involves the replacement of a fire-damaged roof and the addition of attic space within the existing structure of a
single-family home. The project will not increase the building’s height or footprint and is intended to restore the property to safe, livable
condition while improving its compatibility with the surrounding neighborhood. The following criteria are addressed:
a) Social, economic, or community needs:
The project restores a fire-damaged home, returning it to productive residential use and contributing to the stability and appearance of the
neighborhood.
b) Traffic flow and safety, including parking and loading:
The proposal will have no impact on traffic, parking, or loading, as the residential use remains unchanged.
c) Adequacy of utilities and other public services:
All existing utilities and public services are adequate and will continue to serve the property without additional demand.
d) Impacts on the natural environment, including drainage:
The project does not alter the building footprint or surrounding land and will have no adverse environmental or drainage impacts.
e) Neighborhood character:
The new roof has been designed to better reflect the architectural style of neighboring homes, enhancing the overall character of the
street. Historical Commission approval has already been obtained for the roof replacement.
f) Potential fiscal impact, including impact on City tax base and employment:
Restoring the property will preserve and likely enhance its value, maintaining its contribution to the City’s tax base. Temporary
construction work may also provide minor employment benefits during renovation.
The proposed changes are not substantially more detrimental than the existing nonconforming structure and will result in a safer, more
attractive home consistent with the neighborhood’s character.
