Each facility will contain six (6) toilet stalls,four(4), one thousand (1,000)gallon composter tanks,a one thousand twenty-five (1,025) gallon storage tank, a storage room, hand sanitization devices and will be completely self-contained and will not discharge any effluent outside of these proposed devices. Each facility will be constructed above grade and will be accessed via ramps and stairs. Each of the facilities will be capable of treating over one hundred and twenty(120,000)visits per year,for a combined two hundred and forty thousand (240,000)visits per year.The composter tanks and storage devices are designed such that it is not likely that there will be a need to remove solids or liquids from the system with a frequency of any more than one(1)time per every two(2) calendar years. If the humus/composting toilet produces a liquid by-product that is not recycled through the toilet,the liquid by-product must be either: 1. discharged through a greywater system on the facility that includes aseptic tank and leaching system;or 2. removed by a licensed septage hauler and properly disposed. Compliance:As designed,the liquid wastewater discharge will be stored in a sealed collection tank and will be pumped out by a licensed septage hauler and properly disposed of as needed or at the end of each season in the fall. Section 15.289(1)(c) states: The system shall be designed to store compostable and composted solids for at least two years, unless otherwise approved by the Department. Residuals from the system shall be disposed of either: a. by burial on-site or in another manner and location approved by the local Approving Authority, covered with a minimum of six inches of clean compacted earth;or b. by a licensed septage hauler. Compliance: Based on the anticipated seasonal usage,the system has been designed to provide storage capacity for composted solids for a minimum of two (2) years.Any residuals from the composting process are to be removed by a licensed septage hauler,as needed. Section 15.289(3) states: For commercial and public facilities or private organizations, humus/composting toilets are certified for general use subject to the conditions at 310 CMR 15.289(1)(a)without the need to demonstrate that a system in full compliance with 310 CMR 15.000 could otherwise be installed on the site. Compliance:The proposed composting toilet facilities will be used by a private organization,the YMCA of the North Shore summer day camp program.These facilities are being proposed in lieu of fully compliant systems due to the low anticipated flows and the seasonal daytime usage.Additionally, since the island has little access to domestic water,the use of conventional toilets would not be feasible and therefore fully compliant systems are not proposed. (b) Sanitary drains, storm water drains, hazardous waste drainage systems, dedicated systems,potable and non-potable water supply lines and other connections shall be subject to 248 CMR 10.00. 10.02: Basic Princii)le� Foundin}of Principles. 248 CMR 10.00 is founded upon basic principles which hold that public health,environmental sanitation, and safety can only be achieved through properly designed, acceptably installed,and adequately maintained plumbing systems. (1) Principle I• All Occujed Premise,Must Have Potable Water. All occupied premises must be provided with a supply of potable water. Such a water supply shall not be connected to unsafe or questionable water sources, nor shall it be subject to the hazards of backflow, backpressure,or back-siphonage. (2) Principle 2• Adequate Water Re(iLiired. Plumbing fixtures,devices,and appurtenances must be supplied with water in enough volume and at pressures adequate to enable them to function properly under normal conditions of use. (3) Prindp I Hot Water Required. At each operation the valve shall deliver water insufficient volume and at a rate that will thoroughly flush the fixture and refill the fixture trap. 4. Means shall be provided for regulating the flushometer valve flow. 5. Not more than one fixture shall be served by a single flushometer valve. 6. Protection against backflow shall be provided as specified in 248 CMR 10.14(8). (e) Seats. Toilets shall be elongated equipped with open-front seats of smooth non-absorbent material with or without covers.Seats must be of proper size to fit the related toilet. Exception: 1. Elongated or round front toilets with closed front seats shall be permitted in single family dwellings,condominiums,apartments,dormitories,hotel and motel guest rooms and private office bathrooms. 2. Round front toilets with closed seats shall be allowed in daycare,pre-school, and kindergarten facilities in compliance with local Board of Health regulations. (f) Toilets shall use a maximum of 1.6 gallons(6.0 liters)per flush. (g) Toilets in public or employee rest rooms shall be installed using separate compartments to ensure privacy. Exception: 1. Unisex/gender-neutral single user toilet rooms; 2. In childcare facilities where fixtures are provided for use of children younger than six years old. (h) Alternative Technology Toilet S�stems. 1. Innovative alternative technology toilets may be installed in place of a liquid sealed toilet. 2. Alternative technology toilets are considered plumbing fixtures under 248 CMR 10.00 and therefore,plumbing permit requirements must be satisfied. 3. The alternative technology toilet system shall be manufactured to NSF/ASNI standards and shall be installed in compliance with the manufacturer's instructions. 4. For additional fixture requirements,refer to 248 CMR 10.10(15): Table 1. (3) Urinals. (a) All urinals shall be of the type containing integral traps. No other Service Contract terms are implied. This Service Contract shall be in effect for a period of two years and shall include a start-up, 1 mid- season and a winterization service per year; 3 service visits per year at a rate of$500.00 per visit. System usage dictates the amount of service needed. If systems need fewer mid-season Clivus visits then those additional service visits will not be done nor billed for. This Service Contract shall commence upon the signing of this maintenance contract. Thirty days prior to the termination date, a renewal contract shall be offered for two or more years as requested. This Service Contract does not include repairs of damage or malfunctions caused by loss of power or water or by accident, abuse misuse, theft, neglect, acts of third parties,fire, flooding, casualty or another natural force, or the relocation of any CNE installed components. CIDC shall be billed separately for any repairs, service, or replacement costs resulting from any of the above circumstances or conditions. This Service Contract applies only to the system components installed by CNE or a licensed plumber. Any alterations or attachments to the CNE equipment shall invalidate this agreement unless written authorization is obtained from CNE. All components manufacturers'warranties shall be part of this Service Contract, and this Service Contract shall include installation of parts replaced under warranty. Paint thinners and other petroleum products, harsh chemicals, pesticides and yard care products shall not be disposed of in the composting toilet system. CNE shall have reasonable access, including but not limited to weekday daytime hours, to all components of the composting toilet system with a 24-hour notice during the time this contract remains in effect. Service will include the following during a scheduled service call: • Total system component inspection • Addition of carbon source to adjust mass consistency • Liquid removal system flushing, if necessary • Addition of compost enhancer bacteria • Leveling and aeration of composting mass • Operation and maintenance training • Starting up the system at beginning of season . Winterizing the system at seasons close Replacement parts/components and installation of same shall be billed separately when any limited warranty from the manufacturer has expired for those parts/components. CNE shall be notified of any malfunctioning or breakdown of any part/component as soon as discovered by CIDC. Liquid pumping and compost removal fees are additional. Payment for service and other charges including but not limited to emergency service calls is due upon receipt of invoice. No other Service Contract terms are implied. This Service Contract shall be in effect for a period of two years and shall include a start-up, 1 mid- season and a winterization service per year; 3 service visits per year at a rate of$500.00 per visit. System usage dictates the amount of service needed. If systems need fewer mid-season Clivus visits then those additional service visits will not be done nor billed for. This Service Contract shall commence upon the signing of this maintenance contract. Thirty days prior to the termination date, a renewal contract shall be offered for two or more years as requested. This Service Contract does not include repairs of damage or malfunctions caused by loss of power or water or by accident, abuse misuse, theft, neglect, acts of third parties, fire,flooding, casualty or another natural force, or the relocation of any CNE installed components. CIDC shall be billed separately for any repairs, service, or replacement costs resulting from any of the above circumstances or conditions. This Service Contract applies only to the system components installed by CNE or a licensed plumber. Any alterations or attachments to the CNE equipment shall invalidate this agreement unless written authorization is obtained from CNE. All components manufacturers'warranties shall be part of this Service Contract, and this Service Contract shall include installation of parts replaced under warranty. Paint thinners and other petroleum products, harsh chemicals, pesticides and yard care products shall not be disposed of in the composting toilet system. CNE shall have reasonable access, including but not limited to weekday daytime hours,to all components of the composting toilet system with a 24-hour notice during the time this contract remains in effect. Service will include the following during a scheduled service call: • Total system component inspection • Addition of carbon source to adjust mass consistency • Liquid removal system flushing, if necessary • Addition of compost enhancer bacteria • Leveling and aeration of composting mass • Operation and maintenance training • Starting up the system at beginning of season • Winterizing the system at seasons close Replacement parts/components and installation of same shall be billed separately when any limited warranty from the manufacturer has expired for those parts/components. CNE shall be notified of any malfunctioning or breakdown of any part/component as soon as discovered by CIDC. Liquid pumping and compost removal fees are additional. Payment for service and other charges including but not limited to emergency service calls is due upon receipt of invoice. Should CIDC fail to make any payment due hereunder, or be or become insolvent or be a party to our acquiesce in any bankruptcy or receivership proceeding in any similar action affecting the affairs or property of CIDC, CNE may refuse to continue to service the equipment once the contract has expired and may furnish service on a time, travel, and material basis only.
