Dear Ms. Partlow:
On Tuesday, October 14, 2025, the Salem Board of Health conducted a hearing at your request
relative to an appeal of a fine for the operation of an unregistered, uninspected short-term rental
located at 73 Flint Street#1.
At this meeting, you had the opportunity to be heard by the Board regarding why the fine should be
modified or rescinded.
After hearing all the evidence in this case, the Board of Health voted unanimously to uphold the
order and the fine.
However, the Board voted to provide the following relief in their decision:
1. The penalty was adjusted to reflect a fine of$100.00 for the first booking.
2. The penalty was adjusted to reflect a fine of$200.00 for the second booking.
3. The penalties for the other eleven bookings remained $300.00 for a total fine of
$3,600.00.
4. The Board provided a payment plan of eight monthly payments of$450.00 per month
to be paid on the following schedule:
a) January 1, 2026
b) February1, 2026
c) March 1, 2026
d) April 1, 2026
e) May 1, 2026
f) June 1, 2026
g) July 1, 2026
h) August 1, 2026
Therefore, the order is valid and the cease and desist order remains in place.
A check in the amount of$450.00 made payable to the City of Salem must be received at the Board
of Health office on the first of each month based on the schedule listed above.
Should you fail to make any of the payments as indicated the Board reserves the right to require
payment of the fine in full.
Your appeal of the Board's decision is to the Superior Court.
