In accordance with public notification requirements of the Massachusetts Contingency Plan
(MCP; 310 CMR 40.1403), this letter serves as notification that a Phase III Remedial Action Plan
(RAP) has been completed for the release assigned RTN 3-0036220 which occurred at the
parcels of land located at 16, 18, and 20R Franklin Street and Parcel B of 20 Franklin Street in
Salem, Massachusetts. The conclusions section of the report is also attached to this letter.

4.0 CONCLUSIONS
Verdantas prepared this Phase III for RTN 3-36220 pursuant to the requirements of the MCP.
The Method 3 risk characterization presented in the Phase 1/11 and summarized herein concluded
that a condition of NSR to human health had been achieved for the disposal site except for
unrestricted residential use. Furthermore, the risk characterization concluded that a condition of
NSR to safety, public welfare, and the environment has been achieved for soil and groundwater.
Based upon data collected to date, the risk characterizations performed for the disposal site, and
the remedial alternative evaluation presented above, Excavation, Relocation, and Capping was
selected as the RAA. A Notice of AUL will be implemented to restrict uses, maintain integrity of
the cap, and maintain a condition of NSR at the disposal site. The proposed AUL and cap areas
are shown on Figure 3. Upon completion of activities of the selected RAA, which are ongoing
under the September 2021 RAM Plan, a Permanent Solution With Conditions is anticipated to be
achieved.
