In accordance with the Massachusetts Contingency Plan (MCP), 310 CMR 40.1403(3)(h), the City of Salem's
Mayor and Health Department are being notified of the submittal of a Release Notification Form(BWSC 103)—120
Day to the Massachusetts Department of Environmental Protection(MassDEP).
The 120 Day notification is associated with the identification of analytes above published Reportable Concentration
Thresholds in the MCP (310 CMR 40.0000) at the above referenced property, in accordance with 310 CMR
40.0315(1). These exceedances were identified following the sampling and analysis of stockpiles of material for
disposal purposes at the above referenced property, located at 99 Margin Street in Salem, Massachusetts, and
referred to as Castle Hill Yard. The property is owned by Massachusetts Bay Transportation Authority(MBTA).
While some of the stockpiles at the property are related to normal railway maintenance, a significant quantity of
stockpiled soil appears to be unrelated to railroad operations. These appear to be attributed to former land tenants,
particularly a recycling center that used a portion of the property for storage.
A copy of the Release Notification Form(BSWC 103)—120 Day is attached to this letter,which includes additional
background on the release condition. Additional information regarding the release can be reviewed at the

Local officials have the right to request additional Public Involvement Activities under 310 CMR 40.1403(9)and
upon Tier Classification under 310 CMR 40.1404.
