73-89 LAFAYETTE STREET - EL CENTRO PROJECTOn behalf of the South River Partnership LLC (a joint venture between the North Shore Community Development
Coalition and North Shore Community Health), we are pleased to submit this Draft Environmental Impact Report
(“DEIR”) (EEA # 16603) for the proposed El Centro project in Salem, MA. The project seeks to redevelop seven
parcels of land adjacent to the South River located at the juncture between two neighborhoods, The Point and
Downtown Salem. El Centro will be located at the corner of Lafayette Street and Derby Street, and a portion of
Peabody Street, at the west end of the South River (approximate address of 73-89 Lafayette Street and 9 & 15
Peabody Street).
El Centro will relocate and expand North Shore Community Health’s Salem Family Health Center and will entail
construction activities over approximately 1.45 acres on the banks of the South River. Two new buildings will be
constructed, including the redevelopment of 73-89 Lafayette Street into a five-story, approximately 52,400 gross
square foot mixed-use health care, urgent care, residential, and commercial building. This building will contain
approximately 22,380 square feet of health care uses, the North Shore Bank, and 19 age- and income-restricted
residential units. The new construction at 9 Peabody Street will consist of a five-floor, approximately 38,880 gross
square foot mixed-use residential and arts building. It will include approximately 700 square feet of gallery space
on the ground floor, and 29 age- and income-restricted residential units on the upper floors. There will be a total of
18 parking spaces serving residents and visitors of the site, including 6 covered spaces at 9 Peabody Street and 12
uncovered spaces at 73-89 Lafayette Street.
Community-based organizations and tribal organizations are receiving this notification in accordance with the
MEPA Public Involvement Protocol for Environmental Justice Populations, which took eƯect on January 1, 2022.

The DEIR will be published in the Environmental Monitor on Friday, March 22, 2024. The MEPA comment period
