Community needs which are served by the proposal: The proposed rear dormer will allow for the safe and functional use of existing space within the home, meeting the evolving needs of the household and contributing to Salem's goal of supporting long- term residential occupancy and livability. 2. Traffic flow and safety, including parking and loading: The project does not increase the number of dwelling units or alter existing parking arrangements. It will have no impact on traffic flow or safety in the area. 3. Adequacy of utilities and other public services: The existing utilities are sufficient to support the proposed improvements. No new utility connections or public service upgrades are required as part of this project. 4. Neighborhood character: The dormer will be located on the rear of the home and designed to be consistent with the scale and appearance of the existing structure and surrounding properties. It will not be visible from the street and will preserve the residential character of the neighborhood. Dormers are already prevalent in this neighborhood. 5. Impacts on the natural environment including greenhouse gas emissions and view: The project is a modest alteration to an existing structure, minimizing environmental disruption.
