Notice of the hearing was sent to abutters and others and notices of the hearing were properly published in the Salem Evening News in accordance with Massachusetts General Laws Chapter 40A. This is a quick summary of our findings at the above referenced inspection location. A full report will be mailed pending photo processing and any additional information needed. Findings: 6 February 1999 ,The most sianificant findinas of our inspection are the following: 1) ISE checked the boiler operation and the burner was found to be firing correctly. Examination of the Beckett-CF-500 oil burner found a breach draft of -.08 an over the fire draft of -:06 and a 2 smoke reading and a 500 degree stack temperature. This resulted in a 12% CO2 reading. ISE was initially informed that there appears to be an ongoing soot problem. 2) Examinatlon,of the basement found what appears to indicate that the chimney base is plugged. ISE recommends a slight burner adjustment. ISE combustion performance test found a 2 smoke reading via a bachrack spot smoke test kit. Again, a combustion performance test was not performed on any last service. Our initial conclusion of this inspection is the following: Presently, the bumer is firing with a slight incomplete combustion which may be causing insufficient draft and allowing products of combustion to intermittently back into the home. Additionally, it appears that the chimney base is plugged and as such we recommend that a chimney sweep service the chimney and install a cleanout door at the base of the chimney. Addressing any possibility, for subrogation, in the summer time when the unit was last cleaned, conditions may been significantly different. Although we point to the fact that a combustion performance test was not present, the time between the identified failure and the present is significantly great and as such feel subrogation would be difficult. This unit can easily be returned back into service with these adjustment.
