Our office received a complaint regarding your property located at 384 Essex Street of pieces of roof shingles
from your roof that dislodged from the roof of your garage building onto the neighbor's property. Upon a
visual inspection of your building on January 5, 2015 it was noted that roof shingles were missing from your
roof, glass panes were missing from their sashes and fascia and soffit boards were in disrepair.
You are hereby ordered to contact this immediately upon receipt of this letter and to begin to rectify these
conditions within 7 days of receipt of this notice. Failure to do so may result in further actions being brought
against you, up to and including the issuance of Municipal tickets or filing of criminal complaints at District
Court. You have the right to appeal this order to the State Board of Building Regulations at One Ashburton
Place, Boston, Ma.

I checked the property at 384 Essex Street, and without having access to
the interior of the apartments, I could find no apparent problem with the
egress from the building. , • .1
This building is very old and the interior is broken up rather oddly, but
the hallways and stairways are clear, and the front and rear entrances are
remote from each other.
I£ there is any question as to a second means of egress from each
apartment, you would require entry to all of the individual apartments,
of which there are eight.
This occupancy has 110VAC smoke detectors, which under today's code should
be a low-energy, zoned type with a panel, battery backup, etc. Compliance
was obtained on May 17, 1983, with the owner listed as Mr. Robert Powers,
4 Palmer Avenue, Swampscot, Ma 01917.
A note on the rear door stating that the door should remain locked at ,all
times for security reasons was signed "Robert Barnard" .

DECISION ON THE PETITION OF MARY L. ,POWERS, ET AL. FOR A SPECIAL PERMIT FOR 384
ESSEX STREET
A hearing on this petition was held on March .19, 1980 with the following Board
Members present: James H. Boulger, Jr;, Chairman, Messrs. Hopper, LaBrecque,
Feeherry and Hacker. Notice of the hearing was sent to abutters and others and a
notice of the hearing was published in the Salem Evening News on March 5, 1980 and
March 12, 1980 in accordance with Massachusetts General Laws Chapter 40A.
The Petitioners have requested a Special Permit to operate an antique shop
in a portion of the first floor at 384 Essex Street. The building at 384 Essex
Street is in an R-2 district. Under the Salem Zoning Ordinance a Special Permit
may only be granted upon a finding by the Board of Appeals, that the grant of the
Special Permit will promote the public health, safety, convenience and welfare of
the City's inhabitants.
The Board of Appeals, after considering the evidence presented at the hearing,
and after viewing the property, makes the following findings of fact:
1. The property in question has inadequate off-street parking for an antique
. shop under the terms of the Zoning Ordinance.
2. A commercial use of the property in question (as an antique shop) is not
in keeping with the uses allowed in an R-2 district and is particularly
inappropriate in this area of Salem.
3. The use of the property as an antique shop will increase traffic and parking
problems in the area.
4. The use of the property as an antique shop is strongly opposed by the Salem
Planning Board and by certain neighbors.
On the basis of the above findings of fact and on the evidence presented at the
public hearing, the Board of Appeals concludes unanimously that the proposed use will
not promote the public health, safety, convenience, and welfare of the City's inhabi-
tants. Accordingly, the Board votes unanimously to deny the granting of a Special
Permit to the Petitioners.
In addition, the Board expresses the opinion that the use of the property in
question as an antique shop could only be allowed throught the grant of a variance
rather than a special permit,

Subject: Conditions at 384 Essex Street
Gentlemen:
The Building behind 384 Essex Street that faces on Flint Street is
being use for a Concrete Business. This building is in bad repair
and has electrical service which causes us at 380 Essex Street
much discomfort. It is a frame structure that, if on fire, would
surely cause damage to our home and destroy the two adjacent
buildings.
The outside of the building is not kept up and construction tools
are everywhere on the side and back of the building. Pictures are
enclosed.
I clean the litter from the front of the building( 384 Essex Street)
weekly when I am in town. But the side walk is nevenwithout
leaves and the snow is never removed.

It has come to the attention of the Salem Historical Commission that work undertaken at the property at
384 Essex Street does not comply with the Certificates of Appropriateness issued by the Historical
Commission. Specifically,window sills are fabricated of inferior wood and are not properly primed;
replacement of clapboards are not in-kind and do not replicate traditional joinery methods;and repairs to
fence on south side of property along Essex Street do not match the design or color of existing fence. In
addition, the recently installed full screen windows were not approved by the Commission.
Within 30 days, please submit an application for the Commission to review the work as completed. I have
