The purpose of this letter is to verify our observations of the ambient temperatures witnessed within the attic space
of your building located at 231 Essex Street in Salem,Massachusetts.Out firm was hired to develop a sprinkler system
design for the expansion of the existing wet-pipe sprinkler system currently protecting the basement and first floor levels of
your facility.During the design phase,the option of designing a dry-pipe system to protect the attic and second floor of the
building due to the attic space being unheated.The intent of the design was to conceal the sprinkler piping within the
unheated attic space and feed both upright sprinklers protecting the attic space and pendent sprinklers protecting the second
floor.Although there is no direct heat source within the attic space,there are existing ducts throughout the second floor and
ceiling that allow the flow of heated air from the 2vd floor into the attic space.Due to the large increase in cost for a dry-pipe
sprinkler system,the temperature of the attic space was monitored throughout the winter months to determine if the
temperature ever dropped below 40°Fahrenheit.Using thermometers,strategically placed in the areas with the highest
potential for drafts and cold pockets,the ambient temperature within the attic space was closely monitored and recorded by
yourself and witnessed by us during site visits.Even with outside temperatures dropping well below Zero degrees,the
thermometers never dropped below 40°.As an additional precaution,plastic bottles of water were also positioned in high
freeze potential areas and none of the bottles ever showed signs of freezing.
While we cannot guarantee that the sprinkler system will not freeze,as it is the responsibility of the building owner
to provide sufficient heat within all areas of the building containing water-filled sprinkler piping,we are confident that the
amount of heat passing through from the second floor will keep the sprinkler system from freezing.It is our suggestion that
you continue to monitor the ambient temperature within the attic space throughout the year and should the temperature begin
to approach 40°,heating units be placed within the attic space.Additionally,we recommend that a low-temperature alarm be
installed in the attic space which will notify the building owner should the ambient temperature ever drop below 500.Please
feel free to contact us should you require more information.

It has been brought to our attention that there are(2) water services supplying 231 Essex St.,each
with a separate meter. To the best of our knowledge (1) service feeds a bulk tank that supplies
the kitchen and existing second and third floor bathrooms. The latter service supplies water to a
private employee bathroom's that are seldom used. BLW would recommend that the new third
floor men's bathroom be tied into the water service that supplies water to the employee
bathrooms. This service should be upsized at the meter to 1" and run full sized up to the men's
1 room fixtures. This sequence would be in an effort to maximize pressure and flow while leaving
the burden of the new men's room off the bulk tank.

I'm writing in response to your question related to HC accessibility to the Mezzanine level from the
second floor function Hall at Rockafellas. Since the cost for renovation falls.below 30%of the fair cash
value of the building, vertical accessibility is not require for the mezzanine floor.
The first and second floor of the building is of one use,therefore the property assessment is based on
the whole building.
Based on the current property assessment of$1.020.400.
Construction cost equals $140.000
Construction Cost eauals 13% of the assessed value.
I spoke with Mark Dempsey at the MA Architectural Access Board and he referred me to the section
listed below:
3.3 EXISTING BUILDINGS
All additions to, reconstruction, remodeling, and alterations or repairs of existing public buildings or
facilities, which require a building permit or which are so defined by a state or local inspector, shall be
governed by all applicable subsections in 521 CMR 3.00: JURISDICTION.
3.3.1 If the work being performed amounts to less than 30%of the full and fair cash value of the building and

CMR
