The City of Salem invites bids for the following:
1. Furnish labor and materials for reroofing the roof over the
Reference Room at the Main Branch Library, 370 Essex Street,Salem,Ma.
Work to consist of removing and reinstalling the railings that are
presently located on the roof, stripping and reroofing the entire area,
install new flashings.
2. Repair the roof on the Branch Library at 507" Essex St.Salem,Ma.
Work to consist of repairing leaks at the rear section of the building,
around stairways, front sections of the building,installing new flashings.
3. Furnish labor and material to provide fora sep__ate and independent
heat zone at the Main Library, 370 Essex St. Salem,Ma, '.'o-k- to consist of
installation of new motorized valve and nein piping to separate existing
distribution system.
PRE-QUALIFICATION IS REQUI°-
General Bids will only be considered from bidders who have filed an
application to bid and a Contractor Qualification Sta_emeat, with Contractor's
Certification #, with the awarding authority at 1 Salt= Green, no later than
4:00 P.M. June 8,1984.
Forms for the Application to Bid and Contractor's Qualification Statement
and Specifications may be obtained without charge, from- the Public Property
Department, 1 Salem Green, Salem,Ma.
Bidders requesting Contract Documents to be r.�ilec to .them shall include
a non-refundable check, payable to the City of Salem, in the a.,aount of $10.00
per set. _.
The City of Salem reserves the right to reject any or all bids, or to
waive any informalities in the bidding. Bids of the (3) lowest bidders may
be held by the Public Property Department for a period not to exceed thirty(30)
days from the date of the opening of the bids, for the purpose of reviewing

Specifications for:
Main Branch Library----370 Essex Street
East Branch Library----50, Essex Street
1. Repair roof over Reference Room at 370 Essex. Street,Main
Branch Library, by removing the railings and storing them, strip
the existing tar and gravel, roof to the base coat, inspect roof deck
and replace any rotted wood. Install new fiberglass base sheet with
roofing nails and metal caps. Install (3) more layers of. fiberglass
felt paper hot-mopped with asphalt between each layer and on top of
final layer. Install new 16 oz. copper flashing at all roof edges
with two layers of membrane asphalt cemented. Reflash back wall with
16 oz, copper counter, flashing ,will be membrane as abovs_ Fabricate
-"(9) 16 oz. copper flashings for new posts(railings), install same.
Reinstall old railing on new posts,resolder where necessary. Clean
up all old and left over new materials and remove from site.
2. Repair roof at East Branch Library, 501 Essex St. by stripping
a section approximately 400 sq. ft. to base sheet, install new roof sections
as detailed above, all requireknew flashings to be 16 oz. copper.
Repair leak around the stairway as detailed above,all required
new flashings to be 16 oz, copper.
Repair (2) sections at the front of the building, work to be as
detailed above, all required new flashings to be 16 oz. copper.
3. Repair heating distribution system at the lain Branch Library,
370 Essex Street by cutting the main steam line,furnishing and installing
a motorized zone valve, repiping the main line so that the_ Ist floor front
section of the library will be on a separate zone, independent from the
stack area and basement, include all required pipe cutting, threading,
electrical connections and thermostats, include cutting of holes in floors,
walls and ceilings and patching same, unit to be complete and operating.
Contractor will carry workmen' s Compensation, personal injury and
property damage insurance and will supply proof of having same.
Contractor will be responsible for obtaining all necessary permits.
Contractor will guarantee all work to be as specified_

In accordance with MGL c143, Section 100 and the Commonwealth of Massachusetts State Building Code,
this Appeals Board has found the following:
The appellant, Robert D Farley, on February 8, 1989 appealed to this Appeals Board the decision of the
Building Official, City of Salem dated January 24, 1989.
On March 7, 1989, a public hearing was held in Boston before members of the State Board of Building
Regulations and Standards who acted as the State Building Code Appeals Board in which a majority of the
said Appeals Board found in its opinion the enforcement of the Massachusetts State Building Code would
do manifest injustice to the appellant and the relief requested would not conflict with the general objectives
of the State Building Code and any of its enabling legislation.

The Appellant testified that he was the architect for the renovations to a public library located in Salem.
The renovations call for the construction of a roof top stair enclosure which leads from the third floor office
space to a roof top means of egress which has been previously approved by the local inspector. This egress
involves exiting up a flight of stairs from the third floor to a roof top walkway, across the roof to an
enclosed stairway down through the building to grade. The building is a three story structure of Type 3B
construction with the third story not being accessible to the public In order to provide a second means
of egress from the third story, the Appellant proposes to construct a stairway from the third floor to an glass
and wood enclosure on the roof which will lead via a passageway to another enclosed stairway. As the result
of the renovations to the building, the entire building will be provided with a sprinkler system. The
Appellant indicates that the local inspector has indicated that this glass and wood stair enclosure would
violate Sections 619.5, Table 214 and Section 909.3.1 of the Building Code. The Appellant seeks the
variance and indicates that since the building is sprinklered and no public access will be allowed to the third
floor, that he should be relieved from the requirements as cited by the local inspector.
No testimony was received from the local inspector who did provide the Board with documentation which
supported the inspectors position.
Following testimony, the Board reviewed all available evidence and disagreed somewhat with the
determinations made by the inspector. On the requirements of Section 619.5, the Board notes that note f
to Table 214 would allow the use of wood in the construction of this stairway, and finds that not violation
exists to Section 619.5. However, on Section 909.3.1, the Board notes that the glass and wood stair
enclosure would not provide any fire resistance rating and that a variance from this section is required, nor
is any fire resistance rated enclosure provided for the rooftop exitway passageway. Taking into
consideration the low occupancy load of the third floor and the new sprinkler system, the Board votes to
vary the terms of the Building Code and allow the construction of the non-rated stairway enclosure on the
roof and exit passageway of the subject building.

School Building, The Directors of our organization met on July 12, 1994
and voted to conduct some repairs to the roof of the Bently School
Building at no cost to the City of Salem. As you know, the roof is leaking
and causing severe damage to the ceilings and floors. The situation grows
worse as time goes by.
As you are aware, we are endeavoring to acquire this building for
our planetarium. Therefore it is in our interest to stay the deterioration.
A letter of permission will be necessary for us to proceed. Thank

Hundred dollars ($800) be appropriated to pay for said heat and
electricity at the East Branch Library for a period of six (6) months.

Dear Pat:
As per your request on February 11 , 1987, I inspected the East Branch
Library, 50''7 Essex Street, regarding the concerns which have been raised as
to the safety of the building. The results of this inspection are as follows:
1 . There is evidence of numerous roof leaks throughout the building.
These leaks have caused flaking and cracking of the plaster ceiling
in a number of areas.
2. A large area of the ceiling in the main room is cracked and sagging
badly due to water damage and loss of the plaster key to the lath base
under the plaster and could fall at any time. I would estimate the
weight of the ceiling at about ten ( 10) pounds per square foot.
3. Many floor tiles in the rear, room which appears to be used as a visual
aid room, have become unsecure due, I believe, to water damage. One of
your staff informed me the water is coming through a light fixture in
that room.
In view of the above findings, I must insist you discontinue use of this
building until such time as the necessary repairs have been made to protect the
public safety and welfare. I would estimate the cost of a new roof, new ceilings,
painting and new floor at about sixty (60) to seventy (70) thousand dollars.
If I can be of further service is this matter please contact me.
