The Petitioners are requesting a Special Permit to sell previously owned automobiles on th
premises, presently used as a gas station and garage for automobile repairs. The Petition
ers do a very low volume gas business. The buld of their work is repairing cars and they
have many customers who come in for repair and then ask if they could leave their car to
be sold.

Dear Mr. Hampton:
I am sorry you feel you were mistreated at the Salem Licensing Board
meeting but, as you know, a license was issued to the owner of North Shore
Auto Clinic allowing him to attend auto auctions and to purchase vehicles.
However, he is not allowed to sell vehicles on the premises and he will be
stopped from doing so provided this office is made aware of the violation.
I conducted an on-site inspection on August 16, 1993 and found no
vehicles being sold at the above referenced property.

RE: Licensing of North Shore Auto Clinic
This letter is a written document to declare my opposition for the change in
North Shore Auto Clinic's current license at 43 Essex St., Salem. MA.
This past summer,I attended the licensing meeting concerning 43 Essex St. Prior
to the meeting,I was sitting on a bench outside One Salem Green with another
member of the Essex Bay Condominium Association and the two owners of
North Shore Auto Clinic stopped and threatened us. We were told that if we
said anything in the meeting upstairs that they would make our lives miserable
by remaining open 24 hours. They gave details of shining truck and car lights in
our windows and working on cars at all hours.
Then we attended the licensing meeting. When this docket case came up for
review, the board did not act in good faith to us. Number one the floor was not
asked for opposition to the license and the board went right ahead and voted. I
had to stand and tell them of their "oversight." For the previous cases on the
docket that night, opposition had been asked for from the floor. Number two
when we told the licensing board about being threatened, they did not respond
at all. Number three when we asked them what were the operating hours of
North Shore Auto,we were told that they did not know. When we asked how
we could find out what they were, they would not help us. They would not tell
us where to call or where to go for the information.
Basically,the meeting was a sham. I was and am still disgusted about how a
homeowner can be treated at a Licensing Board meeting.
The Licensing Board voted to allow North Shore Auto the right to have two cars
on the premises for sale without license plates. Soon afterwards a third car
without license plates appeared parked in our condominium lot. This car has
not moved for over two weeks. They can easily move this car across the street
when they sell one of the two others.
Please review this case. Attached is also my original letter of complaint to the
Licensing Board dated May 6, 1993.

RE: Licensing of North Shore Auto Clinic
This letter is a written document to declare my opposition for the change in
North Shore Auto Clinic's current license at 43 Essex St.,Salem. MA. This
business should not be given the approval to hang a sign for "Used Cars."
There are a number of reasons to document:
• In the last year,Essex Street has been re-zoned for no parking
allowed on the street from 14 to 40 Essex Street. Consequently,
parking is very tight at night. We do not need non-residential cars
on the street at night. This past winter this establishment has been
maxed out in terms of space.
• In the past, this establishment has not operated within the working
hour ordinances. Many times (mostly in the summer) it is in
operation past 11 p.m. and sometimes after midnight.
• This establishment uses our driveway as its driveway to back into
its garages. Consequently, they drive through our flower beds.
• This establishment does not seal its refuse. Many times we must
clean up their garbage which has blown onto our property.
As this letter portrays,this establishment does not respect its residential
neighbors. Most of its behavior should not be tolerated and we should not give
them further privileges.
