This correspondence shall serve as notification of Building Code violations noted regarding your property
located at 2 '/1 Essex Street. The complaints were investigated on Thursday,May 22, 2012, said property
was found to be in violation of Massachusetts State Building Code requirements.
Conditions that have been deemed to be insufficient;
1- Exit Stairways, Section 1020.1 - "an exit shall not be used for any purpose that interferes with its
function as a means of egress"Exit stairways can have no chairs, televisions, boxes, trash etc. or
be used for storage of objects at any time as was the situation and noted at the time of inspection.
2- Interior basement stair is in disrepair and unsafe. This failure to maintain a required means of egress violates
Section 116.1 through 116.3of the eighth edition of the Mass Building Code with Mass amendments. Repair or
replacement of stair is required.
3- Corner post and clapboards are deteriorating and thus constituting a hazard to the public
and current occupants of the dwelling. This continued neglect of the building's envelope
is allowing for the continued decline to the structures exterior. This failure to maintain
violates section 116.1 through 11 63o the eighth edition of the Mass Building Code with Mass
amendments.
4- Smoke detectors shall be installed outside each bedroom location and at the top and bottom of all
stairways. PARTIALLY CORRECTED AS OF May 23, 2012 at 9:30 a.m., this failure to maintain
a required means of egress violates section 116.1 through 116.3 of the eighth edition of the Mass
Building Code with Mass amendments.
5- Carbon Monoxide detectors shall be installed outside of bedroom areas within ten feet of all
bedrooms and one (1)- installed in the basement level. PARTIALLY CORRECTED AS OF

7- Gypsum drywall needs to be installed at first floor ceiling where exposed plumbing clean out
exists.
This Required Inspection shall be conducted by this office on Thursday,May 31, 2012 at 10:30 a.m.
You are hereby ordered to begin to rectify these conditions within 14 days of receipt of this notice and obtain all
requiredpermits through the Building Department,failure to respond to this notification will be construed as non-
compliance, with issuance of Municipal tickets and including the filing of criminal complaints at District Court.
You have the right to appeal this order to the State Board of Building Regulations at One Ashburton Place,
Boston, Ma.

Recently it was observed while inspecting an adjacent property that life safety and unsafe conditions
existed at your property located at 2 Yz Essex Street.
The most concerning off these violations noted are the life safety, egress and unsafe conditions at the property, Failure
to maintain a required means of egress violates section 116.1 through 116.3 of the eighth edition of the Massachusetts
State Building Code with Mass amendments. Required Inspection must be conducted by our Department to assure
compliance with the State Building code and city ordinances.It is requested that all egress stairways and exit doors be
cleared immediately of any and all storage, debris and other items.
Under the provisions of 780 CMR, Section 104.6—Right ofEntry, of the State Building Code,access to this property
must be granted for the purposes of this inspection. Please call this office immediately upon receipt of this letter, i this
property has rental units these tenants must be notified in advance of this inspection so that access to these spaces may
also be accomplished.
This Required Inspection shall be conducted by this office on Thursday, May 17, 2012 at 1:30 p.m.; failure to respond
to this notification will be construed as non-compliance, and as such an Administrative Search Warrant will be sought, so
as to allow the lawful inspection of this property. If you feel you are aggrieved by this order, your appeal is to the
Board of Buildings, Regulations and Standards in Boston.
