Dear Mr. and Mrs. Doucette:
During an inspection of your property at 36 Endicott Street , first floor right apartment
(tenants Mrs. Tibbetts) , Salem, MA conducted by this Department on April 26, 1983 at
4:00 P.M. the following violations were noted.
I
KITCHEN 1. The window is not weathertight. When it rains the water leaks. through
the window.
2. The linoleum floor covering is worn and breaking along the seam.
3. When the hot water at the sink is turned on some water leaks out
from the valve.
4. The lower kitchen cabinets are coming apart , the doors don't fit
properly.
MIDDLE ROOM 5. Some of the paint is peeling off of the ceiling.
6. There is a loose BX electrical cable hanging from the ceiling.
7. The windows are not weathertight. When it rains the water leaks
inside the building.
HALLWAY 8. The switch of the ceiling light fixture does not work properly.,
The light will not stay on.
9. Some of the paint is flaking off the wall..
BATHROOM 10. Much of the .paint has flaked off of the window casing and the
wood is beginning to rot.
11. There are holes in the ceiling and floor where the heating pipes
were previously located.
12. The floor covering is broken and the floor cannot be maintained
in a clean and sanitary manner.
REAR ROOM 13. There is a large hole in the ceiling around the copper pipes.
14. Paint is flaking off the ceiling.
15. Both windows are not weathertight. When it rains water leaks
through the side window.
COMMON AREA 16. The plaster skim coat is flaking off the walls and ceiling of
the rear staircase.
17. The tenant says she needs a key to the rear door.
EXTERIOR 18. A sufficient number of trash receptacles are needed to store the
weekly accumulation of refuse until collection day.
19. The rear porches are missing some protective railings and do not
appear to be structurally sound. (referred to Building Inspector)

Work to remedy all violations must commence within seven (7). days of receipt of this letter
and be completed no later than thirty (30) days with the exception of item N19 which must be
corrected as noted below.
You are hereby ORDERED to make a good faith effort to correct this violation ; said
correction of this violation shall be commenced IMMEDIATELY ,
after receipt of this letter and shall be completed no later than 24 HOURS
Also notify the Health Department immediately by letter of your intentions to make
these repairs.
Under Provisions of Article 2 of the State Code, the above is ,considered EMERGENCY
CONDITION> which may endanger or materially impair the health and/or safety and well-
being of an occupant.
You are hereby advised of your right to a Hearing before the Board of Health by filing
a written petition within 7 days. Procedures for filing of said petition are enclosed.
You are also hereby advised that the conditions which exist may permit the occupants to
exercise one or more statutory remedies which can include rent withholding.
You are further advised that failure on your part to comply within the specified time
can result in a complaint in the Salem District Court.
