program supervised by this office.
Listed below is the assessment on your property rated on present market value
derived from computations made by the firm of Whipple-Magane-Darcy, Inc.

of the above mentioned total value is to relate the property' s actual potential
worth in today's market. The question to ask: oneself is, "What would my property
sell for within a reasonable period of time in today's real estate market in
Salem?"
What you paid for your property one year ago----what it may have_ cost to construct
five years ago or even fifty years ago is not relevant.
If you feel certain the appraisal is in excess of its full and fair cash value,
then it must be assumed that you have some basis for appeal. An appointment for a
hearing may be arranged. Please do not telephone the Assessors' Office. You, or
your representative, must appear in person at the Assessors Office, in City Hall,
and make an appointment with a representative of Whipple-Magane-Darcy, Inc. between
the dates stated above. No appointments will be made over the telephone. At the
time that you make arrangements for an appointment, a form will be g.iven to you which
must be fillet; out and returned by you at the time of your hearing. Please bring
this letter with you when making an appointment. Hearings will be held on weekdays
between the hours of 9:00 A.M. to 11:45 A.M. and 1:15 P,M. to 5:30 P.M.
PLEASE DO NOT multiply your value by the present tax rage. A new tax rate, based
upon the new revaluation schedules, will be established in 1975.

Dear Mr. Melanson:
In accordance with our meeting of December 18, 1974, relative to the
review of certain parcels of Railroad Land located in Salem, Massachusetts,
I am enclosing herewith maps indicating the Railroad's ownership in these
areas.
Please note that I have made copies of the notices covering each
parcel and certain comments on each of the notices.
NOTICE NO. 1 together with plan attatched thereto indicates a parcel of
land outlined in green as being Fifty (50 ) Feet in width and, because of
zoning laws, this land has limited value in that the only potential
purchaser would be an abutter.
NOTICE NO. 2 together with plan attatched thereto indicates a parcel
of Railroad land fronting on Lafayette Street with a width of Thirty
(30') Feet. As we discussed, this parcel, because of zoning laws,
prohibits the use of the land except by possible sale to an abutter,
and it is, therefore, our opinion that a valuation of Ten ($. 10) Cents
a square foot would not be unreasonable.
NOTICE NO. 3 together with plan attatched thereto indicates a long
narrow parcel of land between Bridge Street and the North River Canal
containing an area of about Forty-three thousand, five hundred sixty
(43, 560 sq. ft. ) Square Feet which is located outside of the five-rod
(82 1/2') area which is exempt from taxation by Massachusetts Law.

In view of the size and shape of this particular parcel, it is our
opinion that it has very limited value. A:.so located on this parcel
is the same sewerage line which was constructed by the South Essex
District Sewerage and continues through other land of the Railroad
along Webb Street, Front Street, and Derby Street. It is, therefore,
requested that the value of this area be discounted in the same manner
as the so-called Phillips Wharf branch.
NOTICE NO. 4 together with plan attatched thereto indicates a parcel
shown outlined in green containing an area of about Four thousand
(4, 000 sq. ft. ) Square Feet which is located outside of the exempt
five-rod area. As you will note from the attatched plan, this parcel
has no access except over land of others and, therefore, has
limited value except to an abutter. It is, therefore, requested that
a review of the current valuation be mad€ looking toward a substantial
reduction in view of the above.
NOTICE NO. 5 together with plan attatched thereto shows outlined in
green a long, narrow parcel of land with an average width of
Fifteen (15') Feet. This parcel is located outside of the five-rod
area. However, due to the narrow shape of the parcel, it is our
opinion that it has little if any value if exposed to the open market.
A nominal valuation should be applied.
NOTICE NO. 6 together with plan attatched thereto shows outlined in
green the Railroad's Right of Way which is Eighty-two and fifty
one hundredths (82 1/2') Feet in width, and, therefore, exempt by
Massachusetts Law, together with its apertinences located thereon,
such as the signal tower, as shown on the attatched plan. It is,
therefore, requested that the assessmentatributable to this building be
removed. In accordance with our discussion, it is agreed that the
land valuation be reduced to Ten ($. 10) Cents a square foot.
NOTICE NO. 7 -- I am still unable to locate the Railroad's
ownership of this parcel as indicated to you in our meeting of
December 18, 1974.
If you have any questions concerning the attatchments and/or the
Railroad's ownership, please let me know and I will be glad to meet with you
again to resolve them.
