The public involvement provisions [310 CMR 40.1403(3)(e)] require that the Chief Municipal Officer and the Board of Health in the community in which a disposal site is located be notified that a Supplemental Phase II Comprehensive Site Assessment Report has been completed for the above-named property. A copy of the summary of findings and statement of conclusions included in the Supplemental Phase II report are enclosed. The Supplemental Phase II Comprehensive Site Assessment was submitted electronically to the Massachusetts Department of Environmental Protection. However, some data gaps existed after the submittal of the Phase II CSA. The purpose of this report is to document activities performed since August 2023 which have largely filled the data gaps identified in the Phase II CSA.The following is a summary of the key findings developed from a combination of the data discussed in the Phase II CSA, as well as the data obtained after August 2023: • 29 Perkins Street (Residence): This property was selected for sampling to delineate the disposal site boundary to the west of 20 Pingree Street. Indoor air samples and a soil gas sample were collected on one occasion by Partner. PCE and 1,1-DCE were detected on the first floor but below R TVs. PCE was detected in indoor air in the finished basement but below the R TV. TCE was detected in soil gas but below R SV. The results indicate that a vapor intrusion pathway is not present. Results of soil gas samples collected at 29 Perkins Street are lower than and, for some nearby residencies, significantly lower than the results of soil gas samples collected at the nearby residences. Based on these results, no further evaluation will be conducted at this location. • 22 Pingree Street (Residence): Partner completed a second sampling event at this location to evaluate temporal variations in CVOC concentrations. Trans-1,2-DCE was detected in the basement and on the first floor but below R TVs. No CVOCs were detected in soil gas above R SVs. The results indicate that a vapor intrusion pathway is not present. Based on these results, no further evaluation will be conducted at this location. • 16 Pingree Street (Residence): Indoor air samples and a soil gas sample were collected on one occasion by Partner. TCE was detected on the first floor but below R TV. No compounds were detected above laboratory reporting limits in the basement. TCE was detected in soil gas above the R SV and PCE was detected but below the R SV. The results suggest that a vapor intrusion pathway is not present. Partner has requested access to collect a second sampling event to further evaluate this property. • 85 Leavitt Street(Commercial Property): Indoor air samples and soil gas samples were collected on two occasions by Partner. TCE was detected in two indoor air samples but below the C/I TV. TCE was detected in one soil gas above the C/I SV. 1,1,1-TCA was detected in two soil gas samples and PCE was detected in one soil gas sample but below the R SVs. The second sample event detected TCE in one soil gas above the C/1 SV. 1,1,1-TCA was detected in two soil gas samples and PCE was detected in one soil gas sample but below the R SVs. The second sample event detected TCE and PCE in three indoor air samples but below the C/I TVs. In summary, a condition of No Significant Risk exists for current and future commercial use. An AUL will be required to reassess vapor intrusion if the property building and/or use changes. • 78 Palmer Street (Residence): Indoor air and soil gas samples were collected on two occasions (November 2023 and February 2024) by Partner. PCE was detected in the basement in the first sample event but below the R TV. No compounds were detected on the first floor above R TVs. The November 2023 soil gas results detected TCE, PCE, and cis-1,2-DCE in one soil gas above the RSV. 1,1,1-TCA and 1,1-DCA were detected but below R SVs. The February 2024 soil gas results detected TCE and cis-1,2-DCE in one soil gas above the R SV. PCE, 1,1,1-TCA and 1,1-DCA were detected but below R SVs. In a second soil gas point, TCE was detected above the R SV and PCE below the R SV. On August 11 and 12,2024,a SSDS was installed at this location. Partner will schedule confirmation indoor air samples in the near future. In summary, a condition of No Significant Risk could not be demonstrated for either current or future unrestricted use without the installation and operation of an SSDS. No Imminent Hazard condition is present. Partner has installed a SSDS at this residence.An AUL will also be required to ensure the SSDS is operational in order to maintain a condition of No Significant Risk. • 40 Pingree Street (Residence): A SSDS was installed at this location in February 2024. Confirmatory indoor air samples collected in the basement and first floor did not detect any VOCs above laboratory reporting limits. A condition of No Significant Risk exists for current and future uses based on the results of the sampling performed. An AUL will also be required to ensure the SSDS is operational in order to maintain a condition of No Significant Risk. • 44 Pingree Street (Residence): A SSDS was installed at this location in February 2024. Confirmatory indoor air samples collected in July 2024 in the basement detected TCE above the R TV and PCE below the R TV. On the first floor no compounds were detected above the R TV. A temporary shut off of the SSDS fan occurred twice due to condensation accumulation and a local flood event. Due to the continued detection of TCE above the R TV, Partner will evaluate modifications to the SSDS performance, including supplemental basement wall sealing. Based on available data, a condition of No Significant Risk exists for current and future uses. An AUL will also be required to ensure the SSDS is operational in order to maintain a condition of No Significant Risk. • 20 Pingree Street (Residency; Partner completed a third sampling event at this location due to previously detected elevated soil gas concentrations. A basement indoor air sample and three soil gas samples were collected. Access was not granted to the first floor. In the unfinished basement, TCE was detected but below R TV. No other VOCs were detected above laboratory reporting limits. At the soil gas location with the elevated concentration, TCE and PCE were detected but below R SVs. At a second location, TCE was detected above the R SV and PCE below the R SV. At a third location TCE and PCE were detected but below R SVs. In summary, a condition of No Significant Risk exists for current but not future uses based on the results of the sampling performed. Partner plans to collect additional soil gas samples to further characterize soil gas TCE concentration trends. PCE was detected in the basement but below R TV. No compounds were detected above laboratory reporting limits on the first floor. TCE and PCE was detected in soil gas samples but below the R SV. In summary, a vapor intrusion pathway was not identified at this residence based on the results of the sampling performed. Partner will complete a second sample event in the late summer or early fall of 2024. • 32 Pingree Street: A second indoor air sampling event was performed in the finished basement and first floor. Partner was not granted access to the basement and the sample canister was placed by the owner. TCE was detected in the basement at a concentration above the R TV and PCE was detected but below the R TV. No VOCs were detected on the first floor above laboratory reporting limits. PCE was detected in the soil gas sample but below R SV. No other VOCs were detected in soil gas above the laboratory reporting limits. In summary, a condition of No Significant Risk for current and unrestricted future use exists based on the results of the sampling performed. Partner will request access to the basement to evaluate conditions and potential preferential pathways and confounding sources and potentially collect additional samples. Building 4: Calculations of discharge concentrations from the Building 4 influent SSDSs revealed that carbon capture of the vapors is not required. Therefore, the system piping now bypasses the carbon drums and discharges directly to the roof. Indoor air sampling events were performed in Building 4 in October 2023 and March 2024. The results of the risk assessment revealed that a condition of No Significant Risk still exists on the first floor and basement with the operation of the SSDSs for the current commercial/industrial use of Building 4 but not for future unrestricted use. The conclusions of the updated Method 3 risk characterization have revealed that for 40 and 44 Pingree Street, with the operation of the SSDS, a condition of No Significant Risk exists for the current and unrestricted future residential use of the property. However,for the property with an address of 78 Palmer Street,the installation of an SSDS was required to achieve a condition of No Significant Risk for current and unrestricted use. The system was installed in August 2024. Confirmatory indoor air sampling must still be performed to evaluate the SSDS performance. A condition of No Significant Risk for current use was demonstrated for 20 Pingree Street; however, further evaluation of sub-slab conditions is warranted as residential risks slightly exceed the No Significant Risk threshold for future, unrestricted use. For the remaining off-site residential properties, a condition of No Significant Risk exists for current and unrestricted future use of the properties. For the remaining off-site commercial property, a condition of No Significant Risk exists for current use and future commercial use, but not for unrestricted future use of the property. A Phase III Remedy Action Plan and Phase IV Remedy Implementation Plan have been prepared and are being submitted concurrently with this report.
