On behalf of Prime Storage Shetland, LLC, this letter is being sent to you to fulfill the public
involvement provisions of the Massachusetts Contingency Plan (MCP) for the above-referenced
Site. The public involvement provisions [310 CMR 40.1403(3)(f)] require that the Chief Municipal
Officer and the Board of Health in the community in which a disposal site is located be notified
that a Partial Temporary Solution Statement (TSS) has been completed for the above-named
property. A copy of the Summary and Conclusions of the Partial TSS is enclosed which contains
information about the Disposal Site and completed remedial activities.
The Partial TSS was submitted electronically to the Massachusetts Department of Environmental
Protection. It is available for review using the following link:

8.0 CONCLUSIONS
In 2019,elevated concentrations of chlorinated volatile organic compounds(CVOCs)were initially identified
in groundwater, sub-slab soil gas and indoor air at the property with an address of 45 Congress Street. The
sub-slab soil gas and indoor air exceedances were identified at Building 4, an industrial and commercial use
building which is located at the 45 Congress Street property. Additional investigations were subsequently
performed to delineate the extent of contamination. The Disposal Site Boundary includes a portion of the
property at 45 Congress Street, as well as 11 off-site residential/commercial properties west of the 45
Congress Street property along Pingree Street, Palmer Streets, and Leavitt Street.
In general, groundwater flow in the shallow overburden is to the east toward Salem Harbor. However,
groundwater flow in the eastern portion of the Site is affected by the tides and flows in a westerly direction
at certain tidal cycles. Therefore, migration of CVOCs to the off-site properties to the west are likely from
the tidal changes and utility preferential pathways.
The source of oil and/or hazardous material (OHM) contamination was eliminated when the former
industries who released CVOCs into the environment ceased operations, likely by the 1970s or 1980s. A
specific source or sources of OHM have not definitively been identified. Since the releases of CVOCs have
occurred more than 50 years ago,the CVOCs in groundwater have reached a steady state.
To mitigate the vapor intrusion pathway, in 2022, seven sub-slab depressurization systems (SSDSs) were
installed at Building 4 located within the Subject Property, and, in 2024, an SSDS was installed at 40 and 44
Pingree Street and 78 Palmer Street.
AULs are required for Building 4 at the Subject Property,40 Pingree Street,44 Pingree Street and 78 Palmer
Street to ensure the SSDSs remain operational to mitigate the vapor intrusion pathway. AULs are also
required at 16 Pingree Street and 85 Leavitt Street to ensure that the building slabs remain intact to prevent
migration of soil gas to indoor air. Once the AULs are signed and recorded with the deed,these properties
will be eligible for a Permanent Solution.
With the operation of the SSDSs where necessary, it is confirmed that there are no current risks to human
health and no current or future risks to public welfare, the environment or safety at the Disposal Site, with
the exception of the Global Tots Childcare location and the 32 Pingree residence. For the Global Tots
childcare location, an additional heating season indoor air sample is required at this location to further
evaluate conditions. For the 32 Pingree residence, an SSDS system will be installed to mitigate a Critical
Exposure Pathway.
Per 310 CMR 40.1050 of the MCP, a Temporary Solution applies to this portion of the Disposal Site since:
• A condition of No Substantial Hazard exists;
• All sources of oil and/or hazardous materials (OHM) have been identified, characterized,and to the
extent feasible, eliminated or controlled;
• The level of OHM in the environment has been reduced to as close to background levels as feasible;
• Control of plumes of dissolved OHM and groundwater and vapor phase OHM in the vadose zone
has been achieved to the extent feasible;and
